General questions 1. rules shall lay down the criteria and arrangements for the vocational training authority, which implements art, music or dance program of vocational secondary education and vocational education programmes (hereinafter educational institution) grant and revoke the professional education competence center status of art, music or dance (hereinafter referred to as the Centre of competence). 2. Competence Center status granted educational establishment, which simultaneously meets the following criteria: 2.1 educational institution where the school year October 1 is: 2.1.1. no less than 400 trainees, including no less than 90 trainees in vocational secondary education programs-vocational secondary education institution in which learning educational programs in art or design; 2.1.2. not less than 300 persons, including no less than 90 trainees in vocational secondary education programs-vocational secondary education institution in which the study education programs in music or dance; 2.1.3. not less than 500 of the trainees, including no less than 190 trainees in vocational secondary education programs-vocational secondary education institution in which the study education programs in two or more areas (art, design, music or dance); 2.2. the last two years of training in the educational institution provides the following quality criteria: 2.2.1. not less than 70 per cent of the trainees who acquired their professional qualifications, rating examinations for vocational qualifications has not been lower than seven balls; 2.2.2. Central student exam result assessment in mainstream subjects average educational institution has not been below 50 percent; 2.2.3. insufficient evaluation of the learning outcomes or unwarranted truancy, or the wrong career choice are the deduct not more than eight percent of the teachers who taught the relevant educational institution; 2.3. educational institution taking part in cultural life, organizing public cultural events – exhibitions, concerts, contests, and other creative projects, including teaching practice; 2.4. educational institution according to the educational program to be implemented in partnership with employers, including: 2.4.1. has received affirmative written employer views on implementing cooperation; 2.4.2. provide the cultural sector and the continuing professional development; 2.4.3. ensure teaching practice of music and performing arts, design and art industries vocational secondary education program for licensed teachers vocational training programme; 2.5. in cooperation with sector organisations and economic operators in the sector of education authority in which it implements the vocational secondary education programs (hereinafter referred to as underlying sector), regional or industry guidance centre, training centre for teachers and outside the formal education system for the assessment of professional competence acquired functions, including: 2.5.1. develop programmes of vocational training content according to the sectoral professions; 2.5.2. provides educators exchanges and internships both at national and international level; 2.5.3. organizes seminars, conferences, contests, Olympiad and methodological measures for learners and educators both at national and international level; 2.5.4. develop training and guidance materials for teachers and educators and publishes their educational tīmekļvietn; 2. provide outside the formal education system experience assessment of professional competence; 2.6. ensure the implementation of the measures of career education career management skills and individual career advice on education and choice of employment; 2.7. participates in European Union funds or other financial instruments of foreign-funded projects; 2.8. offer opportunities for participation in international student exchange programs, as well as the practice of European Union programmes; 2.9. ensure student participation in national and international competitions and festivals.
II. Competence Center designation

3. Educational institution shall submit to the Ministry of Culture (hereinafter referred to as the Ministry) application for designation of the Centre of competence (hereinafter application) and in paragraph 2 of this rule, these criteria supporting documents.
