Cabinet of Ministers Regulations No 821 Riga 2006 (3 October. No 50 46) University, College and higher education program accreditation order Issued in accordance with article 9 of the Law School is the first part of the third paragraph of article 10.1, the seventh paragraph of article 55 and article 14 of the law on Education of 8, 10 and 11, article 15, paragraph 5 of article 27 and article 33, third part i. General questions 1. determines the procedure to be accredited universities, colleges and their implementation in the first and second level professional higher education programs higher education programs, academic degrees, and doctoral education programs (hereinafter referred to as the higher education programs).
2. a decision on the accreditation of the University or College of higher education adopted by the Council. II. 6.5. high school or college affiliates, their addresses and phone numbers.
III. accreditation of higher education programs for the application 7. Two years after the implementation of a programme of higher education or not less than seven months before the higher education programs accreditation expiry of graduate school or College shall submit to the Ministry of education and science or the Rector of the University in the master's signed application to the accreditation of higher education programmes and the provisions referred to in annex 2 of documents. 8. Graduate School or college documents required for evaluation of higher education programs, add higher education programs of study results and the overall content, structure, and scope of the comparison with the same level of similar accredited programs in higher education, universities or colleges in Latvia if the following higher education programs are being implemented in other universities or colleges. The comparison is carried out in accordance with the classification of the Latvian education, choosing a similar thematic areas of education higher education programs. 9. the application shall specify: 9.1 higher education programs;

IV. Higher education programs Accreditation Commission 11. Minister of education and Science approved the Accreditation Commission and appointed by the Chairman of the personnel, and the Deputy Secretary. 12. 14. The Accreditation Commission term of Office of members is four years (with the exception of Latvian Student Union representative). Latvian Student Union delegate's term of Office shall be two years.
V. accreditation progress 15. Ministry of education and science to check whether the application for University or college and implement higher education programmes and on the documents supplied all the necessary information and, if necessary, in addition to requesting the missing information. This information shall be submitted within 30 days after the request.
16. in order to assess the University or College of higher education evaluation Council set up a Commission and approved its composition. To evaluate higher education programs Accreditation Commission creates the Evaluation Committee and approved its composition. 18. The Evaluation Committee shall consist of at least three experts, of which at least one expert is from abroad. The Evaluation Committee of the College and first level professional higher education program evaluation Committee, all experts can be from Latvia. 21. each evaluation Commission expert opinion.
22. The Evaluation Committee shall prepare a common opinion and opinions with the experts shall submit it to the Council for higher education accreditation or the Commission.
23. the general opinion of the Evaluation Committee shall be prepared taking into account the following sources of information: 23.1. universities, colleges or higher education program pašn assessment;
23.2. the student, alumni and employer (real or potential) survey results;
23.3. a national inspection and observer information about high school or college if such is provided;
23.4. individual opinions by experts;
14.6. the Evaluation Committee of experts visit the University or college results.
24. The Evaluation Committee shall consult with the common opinion of high school or College concerned management, academic staff and student representatives.
25. by paragraph 24 of these regulations consultations referred to in the final opinion of the Evaluation Committee shall be submitted to the Council for higher education accreditation or the Commission.
26. the Council for higher education accreditation or the Commission shall consult the high school or College, with the submission of the Commission's evaluation of the opinion and, if necessary, with the actual conditions in the University or college.
27. a decision on the accreditation of the University or College of higher education adopted by the Council within the time limits laid down in the Law School. The decision on accreditation of higher education programs Accreditation Commission accepts University law within the prescribed period.
28. For each accredited higher education programmes of the Ministry of education and Science issued the accreditation of higher education programs page (4. and annex 5). Credentials page is provided with a university or College, and signed by the Minister of education and science. Accreditation page showing: 28.1. high school or college;
28.2. higher education the application name and code in accordance with the classification of education;
17.6. to be granted the degree or qualification, or degree and the qualification;

28.6. reference to the Accreditation Commission decision under which issues accreditation page;
17.8. the accreditation of higher education programs.
29. for each university or college accredited by the Ministry of education and Science issued accreditation (annex 6). The accreditation page for the signature of the Minister of education and science. Accreditation page showing: 29.1. high school or college;

29.3. high school or college education registry registration certificate number;
18.3. high school or college affiliates and their addresses;
29.5. the reference to the decision of the Accreditation Commission, which issued the accreditation page.
30. The accreditation page prepared and recorded in the Ministry of education and science.
31. If the assessment by the Commission, or the Council for higher education Accreditation Commission finds deficiencies in the operation of the University or college or higher education programme, which is inevitable in the current higher education program, accredited by them for two years. For two years an accredited higher education program accreditation during the validity period of the page has the same rights as accredited for six years in higher education program.
32. If the Council for higher education accreditation or the Commission adopted the decision to refuse accreditation to the University, college or higher education program, College, or a College may submit an application for accreditation no earlier than six months and not later than the year following the adoption of that decision. If a University, college or higher education program not accredited or if the University or College during the year without submitting, University, college or higher education program is considered not accredited.
33. The accreditation of the University, college or higher education program may be refused in accordance with University statutory reasons.
34. the Minister for education and science can determine the high school or college accreditation at the extraordinary Council of higher education accreditation or the initiative of the Commission or make a proposal to the Commission on the accreditation of higher education programs for the accreditation of the extraordinary discovery.
35. High school or college send a written higher education Accreditation Council and the decision of the Commission. The Accreditation Commission decision on the refusal to accredit higher education program, as well as the accreditation of higher education programs of the withdrawal may be appealed within one month of the date of entry into force of the decision, shall submit the relevant application to the Ministry of education and science. 36. The Minister of education and science may withdraw accreditation of high school or College, or to submit a proposal for the Commission of accreditation of higher education programs accreditation in accordance with the cancellation of the University law. On the University referred to in relevant law violations considered the following offences: 36.1. University, college or higher education programme in the implementation of the changes, which alters the accreditation application under this provision, paragraph 45, and the data provided to the applicant within 30 days they are not informed the Commission of accreditation;
36.2. the University or college within three years is not implemented in any accredited higher education program;
36.3. the University or college pursuing higher education program, shape or form, other than those referred to in the decision of the Commission of accreditation and accreditation of higher education programs, except the new licensed higher education programs;
22.6. in implementing programmes of higher education, fundamental education violated regulatory provisions or emergency accreditation found that higher education in master's or doctoral degree studies do not conform to the latest relevant scientific developments and insights.
37. decision on a University, college or higher education programs accreditation withdrawal shall be submitted for publication in the newspaper "Latvian journal" three working days from the time when the administrative act has become incontrovertible.
Vi. Higher education programs for the accreditation of the repeating progress 38. Accredited higher education program evaluation be submitted again at least every six years.
39. each academic year the University or College shall prepare a self-evaluation report for each accredited course. Self-evaluation report for the previous academic year, the University Senate approved or College Council during the current academic year, 15 October. Self-evaluation reports approved University or college by the Ministry of education and Science together with the request or application for accreditation shall be submitted to the Ministry of education and science.
40. If the higher education program has been accredited for six years and not been this provision 45. changes referred to in the application for accreditation of the College, or again the College added during that period, prepare a self-evaluation report indicates that the General accreditation received necessary information referred to in annex 2 to these regulations, chapter III.
41. The Accreditation Commission may request inspection of education national report on higher education assessed compliance with the laws and regulations of the program requirements.

University or College shall have the right to request an assessment of higher education programs of these rules set out in chapter V.
43. After consultation of the expert's report, the Accreditation Commission has taken a decision on the accreditation of higher education programs for six years or the decision on the establishment of an evaluation Committee of higher education programs for detailed evaluation. In this case, the subsequent accreditation process complies with this provision of the procedures laid down in chapter V.
VII. Financing of 44. Accreditation, college or University higher education programs accredits the tion expenses from the University or college funds.
VIII. Changes to the University, college or higher education in 45. If a university or College in significant change or change of accredited higher education program, University or college within 30 working days, since the change was made, submit to the Accreditation Commission, or the Council for higher education the application with a request to confirm the changes. 45.3. change requirements when entering higher education programs;
28.2. the change of higher education programs location, type and form;
28.3. the common changes made during the period of accreditation of higher education programs in the duration that exceeds 20% of the applications for accreditation of higher education established in the programme duration;
45.6. high school and College, the founding of branches in reorganization or elimination;
28.4. University higher education concerned in elected academic staff qualifications changes if they relate to at least 20% of the academic posts in the total number of staff elected or if the changes referred to at least 50% of the total number of academic staff no longer working in the election, or at least 50% of the total number of the elected academic staff is not a doctoral degree.
46. the changes, for which the University or College must be reported, but which are not considered major changes, the meaning of these provisions is: 46.1. high school or college legal address change;
46.2. the higher education program code changes, a change in the classification of education of Latvia code;
46.3. the change in the person of the University or college with accreditation by the sort of issues;
46.4. the representation of the Foundation, reorganisation or liquidation.
47. the Council for higher education accreditation or the Commission is empowered to approve expert, which appreciates the significant changes and give an opinion on them to the Council for higher education accreditation or the Commission.
48. the Council for higher education accreditation or the Commission has taken a decision on the admissibility of changes. If the Council for higher education accreditation or the Commission's decision is favourable, if required, are issued a new accreditation page. If the decision is negative, the University or College will continue the implementation of the programme according to the accreditation page specified. The Accreditation Commission's decision may be challenged in the month following the entry into force of the decision, shall submit the relevant application to the Ministry of education and science. Higher education Council decision can be appealed against in court within one month of the entry into force of the decision.
IX. Closing questions 49. Be declared unenforceable in the Cabinet of 16 October 2001, Regulation No 442 "in higher education institutions and study programmes accreditation rules" (Latvian journal, 2001, nr. 150).
50. The Ministry of education and Science approved the accreditation of higher education programmes, issued a new accreditation of higher education programmes.
51. The University, College and higher education program accreditation process, who started and not completed by the date of entry into force of the provisions are completed in accordance with the Cabinet of Ministers on 16 October 2001, the provisions of no. 442 "in higher education institutions and study programmes accreditation rules" (Latvian journal, 2001, nr. 150).

4. High school or College, University or college affiliates representative quantitative indicators for the past three years: 4.1 higher education programs and student number (imatrikulēt and eksmatrikulēt, the number of student per year);
4.2. characteristics of academic personnel (total number, the number of persons who have a doctoral degree and master's degree, the Professor);
4.3. study funding (Government funding and student to financial volume);
4.4. the infrastructure support (study facilities and inform the Advisory base);
4.5. international cooperation (with other universities or colleges, concluded contracts, the mutual exchange of academic staff, international student exchange);

5. the self-evaluation report is no more than 70000 marks. Self-assessment report and attachments shall be submitted in triplicate on A4 white paper along with the electronic version. 16.2. academic staff list (position, education, academic or scientific degree, elected or hired for a time, the pasniedzam study courses);

4. High school or College of performance management and provisioning: 4.1 high school or college autonomy and democratic principles, involvement of students in high school or college life, academic staff in organizing the work of the internal quality control system, high school or College staff – academic and general-election and further training system;
4.2. the higher education requirements of the implementation of information systems, as well as logistical support and security with qualified personnel servicing;
4.3. high school or college tasks and long-term development plans required the existence of financial resources.
5. Quality assurance: 5.1 quality improvement system a continuous activity, long-term development plan and regular consultation;
5.2. high school or college graduate prospects in the labour market;

II. Higher education program evaluation criteria

6. Higher education program goals and objectives, their clarity, accessibility and verifiability.
7. the content and organisation of study: 7.1. compliance with the Latvian education and professional standards, other normative instruments and European Union requirements and recommendations;
7.2. the higher education programs and its coherence with the separate parts of Latvia and the common European education area requirements, including through a comparison of at least two Member States of the European Union study programmes;
7.3. academic staff qualifications and professionalism.
8. Presentation and evaluation of knowledge: 8.1. modern teaching methods, studies of the results expected clear presentation, problem solving, computer, multimedia and internet use;
8.2. help students, faculty, academic management consulting and studying motivation increases;
