Local competent authorities within the meaning of the SafeSeaNet system are: 22.1. port authority (including the captain of the port service);
22.2. The Latvian maritime administration;
22.3. The national environmental service. 23. National SafeSeaNet systems and system users with limited access rights are: 23.1. the master, the owner or the operator, or, in accordance with the mandate you — the agent;
