Cabinet of Ministers Regulations No. 829 Riga 2006 (3 October. No 50 59) amendments to Cabinet of Ministers 1 February 2005 rules no. 88 "the order in which the Ministry of finance to prepare and submit to the Cabinet of Ministers proposals for the funding of the budget subprogramme" European Union funds and the financial instrument of the Government of the co-financed project and the implementation of measures "the reallocation of funds issued in accordance with the Cabinet of Ministers Act article 14 equipment, first paragraph, point 3 to make Cabinet 1 February 2005 Regulation No 88" order in which the Ministry of finance to prepare and submit to the Cabinet of Ministers proposals for the funding of the budget subprogramme "European Union funds and the financial instrument of the Government of the co-financed project and the implementation of measures" the reallocation of funds "(Latvian journal, 2005, nr. 20) the following amendments: 1. Replace paragraph 2, the words" European Union funds and the Norwegian Government in bilateral financial instruments "with the words" policy instruments of the European Union, the Norwegian Government in bilateral financial instruments and to the European economic area financial instrument ".
2. To make the introductory paragraph 4 by the following: "4. in the light of the relevant structural funds Management Committee the first-level intermediate bodies and submitted to the agreed national programme of structural funds and tender submission of projects eligible projects list and the relevant structural funds Management Committee the grant schemes, the information provided by the operator of the approved grant scheme for projects, ministries and other central public authorities in two weeks time in the Ministry of finance submitted a request for the grant of the funds referred to in paragraph 3 of the rules of the structural funds of the European Union for the implementation of projects funded stating: ".
3. the title of Chapter VI to express the following: "VI. reallocation of Funds from the Government of Norway bilateral financial instruments and to the European economic area financial instruments project co-financed by the and the implementation of measures".
4. Make a point 15 as follows: "15. Proposals for the programme budget reallocation of funds from the Government of Norway bilateral financial instruments and to the European economic area financial instruments (hereinafter – financial instruments) for the implementation of projects financed by the Ministry of Finance shall prepare, in cooperation with the ministries and other central public authorities which granted the beneficiary, the operator or the special aid in the form of the authority responsible for implementing functions or is subordinated to the beneficiary, the operator or the special aid in the form of the body responsible for implementation (hereinafter referred to as the central national authority)."
5. Make the following introductory paragraph 16: "After 16 individual projects, programs, grant schemes, komponentprojekt or approval of sub-projects Central National Authority Ministry of finance submitted a request for the grant of the financial resources rules referred to in paragraph 15 of the financial instrument for the implementation of the projects funded, including:".
6. Replace 16.1. in subparagraph the words "financial instruments" with the words "financial instruments".
7. Delete the second sentence of point 16.4.
8. To supplement the rules by Their Department as follows: "the Dispute. Reallocation of funds to other policy instruments of the European Union co-financed projects and measures for implementation of the proposals for the budget of 16.1 program reallocation of funds to other policy instruments of the European Union in the implementation of projects financed by the Ministry of Finance shall prepare, in cooperation with the central authorities.
16.2 the central State authorities in the Ministry of finance submitted a request for the allocation of the financial resources referred to in paragraph 16.1 these terms of instrument for the implementation of the projects funded, including: 16.2 1. State budget funds (grant from the general revenue) the amount necessary for implementation of the projects concerned and other details at the request of the Ministry of finance under the financial management of the instrument and the nature of the project;
16.2 2. national budgetary resources for the implementation of projects provided for in the State budget for the year;
16.2 3. during project implementation-a month in the current year when planned to start payments from the State budget. "
9. Replace paragraph 17, the words "European Union funds or financial instruments" with the words "European Union policy instruments or financial instruments".
10. Express 18.3. subparagraph by the following: "18.3. central public authorities have submitted these rules 4, 8, 11, 12, 13, 16 and the information referred to in paragraph 16.2."
11. Make the following point 19: "19. According to the order of the Cabinet of Ministers for Finance Ministers to increase the State budget appropriations for the first level in the intermediate and central public authorities, which provides funding for European Union funds or financial instruments to finance priorities, program activities and for the implementation of the project and/or repayment."
