Cabinet of Ministers Regulations No. 904 in Riga 2006 (31 October. No 56 62. §) rules on the system of the Ministry of the Interior and of the institutions of the prison administration with a special service officer grade wage system and posts the corresponding higher special ranks are Issued in accordance with the system of the Ministry of the Interior and of the institutions of the prison administration with a special service officer grade in the course of the service law article 22, third paragraph, and article 32 the second part i. General questions 1. determines the system of the Ministry of the Interior authorities and prison administration with a special service officer (hereinafter officials) pay (monthly salary Premium and premium), system and corresponding higher posts of special rank.

II. the procedure for determining the base salary of the month and post the appropriate higher special ranks 7. Officials monthly salary (excluding the designated officer Cadet appointment) shall be determined in accordance with the provisions of annex 1, taking into account: 7.1 the title job category and job level;
7.2. the officials of the service.
8. Official posts under the post given the highest rank for special fall into 12 categories of posts. Job categories are divided into levels of posts (post number of levels not exceeding four – A, B, C and D) according to the specific nature of their duties, and the level of responsibility.
9. the officers (except the appointed Officer cadet's post) per month wage determination of Amat applicable job category and job level, as well as the posts of the highest special service rank (except the Cadet positions) shall be determined in accordance with the provisions of annex 2.
10. A certain amount of monthly base salary by job categories and levels of posts for each calendar year shall be determined by order of the head of the authority, taking into account the complexity of their duties, responsibilities and level of occupancy.
11. If a designated officer cadet who, before the commencement of the training system of the Ministry of the Interior or the prisons administration subordinated to the educational institution has not taken a position on other officers subordinated to the Ministry of the Interior or in the prison administration and learning (iii) and (IV) the level of professional qualification curriculum: 11.1 months base salary to be determined by the officials of the national minimum monthly wage;
11.2. post defines the rank of special service rank;
11.3. position determined by the job category 1.
12. If the post of cadet officer ranks, which moved this post and learn on the first level of higher professional education program, the post determines the highest warrant_officer special service rank.
III. Benefits and bonus. Officer receives the following benefits: 13.1 for special service rank, in accordance with the provisions of annex 3;
13.2. about night work (for more than two hours from 22.00 to 06.00 o'clock period) – 50% of the official hours calculated base salary rate;
13.3. for the extra work (increase the volume of work absenteeism officer or vacant posts of duty in addition to direct job) – up to 50% of the monthly base salary determined for the officer;
13.4. for the exercise of functions in conjunction with the service dog-to 20lat per month;
13.5. Special allowances, in accordance with the provisions of annex 4.
14. the premium for the absent official or vacant posts of duty must not exceed the absent officers or vacant position fixed monthly base salary. If the officials or vacant positions the duties of several officials, the premium may not exceed the total absence of existing vacant posts for officials or certain monthly salary.
15. The CSO can be assigned to only one of the rules referred to in annex 4 premium.
16. This rule 13.2 of the premium referred to in the determination of the amount of the applicable hourly base salary rate is calculated by dividing the official monthly salary specified by the calendar year the average number of work hours per month.
17. Annex 4 to these regulations, paragraph 16 of the premium shall be granted only to officials, which have gained higher education information technology, telecommunication, electronics or engineering industry and corresponding duties, information technology or communications.
18. This rule 13.3, 13.4 and 13.5 of the premium referred to in the bottom of the conditions determined by the authorities.
19. Officials may prēmē according to each officer's work contribution and performance evaluation using financial resources up to 15% of the planned work of the Fund and pay the money saved to pay Fund. The conditions for the granting of the premium shall be laid down in the Authority's leader.
IV. Closing questions 20. persons who have been granted a special rank, which occupies the post of Interior Ministry officials and continues until he retired from the service, receive: monthly salary premium 20.1. and bonuses under the Cabinet of Ministers of 20 December 2005, regulations no 995 "rules for directing administration officials, employees, and officers and the Central Election Commission and Central Land Commission employee pay system and qualification grades as well as the benefits and compensation of civil servants ";
20.2. the premium for special service rank in accordance with the provisions of annex 4.
21. the regulations shall enter into force by 1 January 2007.
