No 61 58. §) rules for the special task Minister for European Union Affairs of means of learning competence Issued under Cabinet installations article 3 of the law the second part of rule 1 defines the specific tasks of the European Union the means Ministers learning matters (hereinafter the Minister). 2. the Minister shall coordinate national policy development and implementation in the European Union's structural funds and the Cohesion Fund (hereinafter "the funds of the European Union) in the field of learning. 3. The Minister shall have the following tasks: to coordinate common policies 3.1. development and implementation of European Union funds for learning;
3.2. to coordinate the European Union's Fund raising (receipt) and monitoring their use;
3.3. coordinate legislative project development funds from the European Union in the field of learning, as well as to monitor the relevant European Union legislation;
3.4. According to the competency to ensure Latvia's national positions on development, validation and representation in the institutions of the European Union;
3.5. to coordinate direct cooperation between administrations, as well as cooperation with secondary public persons in matters related to the European Union the means of learning things;
3.6. to develop proposals and submit the requests for State budget allocations of funds from the European Union, as well as to organize the national budget funds are used for the intended purposes and ensure that use control;
3.7. to carry out other aspects of European Union funds learning-related tasks. 4. the Minister is entitled to: 4.1 according to competence to request and receive the necessary information and documents from other direct administration institutions, secondary public parties, as well as non-governmental organizations;
4.2. to represent the national interest in international and European Union institutions with the means of the European Union in the field of learning;
4.3. According to competence to cooperate with foreign Governments, between tautiskaj organizations, programmes and projects for the representatives and experts of the European Union funds;
4.4. provide opinions on the other institutions the European Union developed the learning resources related acts and policy planning documents for projects;
4.5 external laws and regulations in order to conclude international treaties;
