Cabinet of Ministers Regulations No. 981 Riga 2006 (on December 5. 65.8, §) rules for measuring the re-use, verification, verification certificates and verification marks Issued in accordance with the law "on a uniformity of measurements" the second subparagraph of article 6, article 8, second subparagraph, and article 9 of the fourth and sixth part i. General questions 1. establishing the state metrological control of measuring the subject means repeating the verification procedures and requirements, approve the certificate of repeating the Verification sample form (annex 1) and repeating the verification marks (annex 2) as well as the procedures for using them. 2. the provisions do not apply to measuring instruments, which are not made in the first verification and type approval or have not undergone conformity assessment procedures in the laws on the metrological control of measuring specific feature. II. procedures for verification and re-enrollment requirements 3. metrological control of State the subject of the verification of measuring instruments repeating a conformity assessment bodies which are accredited by the national agency "Latvian National Accreditation Bureau" under the standard LVS EN ISO/IEC 17020:2005 "the main criteria for the various types of bodies performing inspection" and for which the requirements of the Ministry of economy published a notice in the newspaper "Gazette" (further-the inspection bodies). 4. The Ministry of economy in cooperation with the national agency "Latvian National Metrology Centre" (hereinafter-the Agency of Metrology) and the relevant standards technical Committee recommends limited liability company "Latvian standards", reliance standard. 5. Limited liability company "Latvian standards" submit for publication in the newspaper "journal" the Latvian National Standard, a list of applicable requirements of these regulations (hereinafter referred to as the applicable standards). The Agency shall provide for the publication of the Metrology newspaper "Journal of the international organization of legal metrology in the list of application requirements of these rules. 6. Verify the measuring means to conform to the approved type (type of measurement that compliance with the requirements set out in the regulations for the metrological control, testifying before insertion into the market granted type approval certificate), is marked in the laws on the metrological control established and comply with the rules laid down in annex 3 of accuracy, except where the laws on conformity assessment of measuring instruments and the insertion of provisions on the market. 7. the Inspection Authority, through the means of measurement according to the applicable standards or the international organization of legal metrology requirements documents or validētaj methods: 7.1. checked for conformity to the approved type;
7.2. the check marks and timestamp;
7.3. the check is performed in the first verification or conformity assessment procedures;
7.4. eliminates the previously imposed on repeating the verification mark (mark on the measuring means, proving the compliance of the means of measuring the requirements of this Regulation);
7.5. make sure that the measuring tool is a complete unit;
7.6. make sure that the measuring tool is the use of valid condition, without damage;
7.7. calibrate the measuring tool to determine its compliance with specified precision (annex 3);
7.8. evaluate the calibration results according to the prescribed accuracy, given the uncertainty of the process of verification;
7.9. in measuring feature puts the verification mark again and draw up the certificate of verification again to deliver at the customer's request or issue of verification and measurement tool for scrapping. 8. set the measuring instrument according to the manufacturer's instructions. If the manufacturer's instructions, the measuring tool is not installed in accordance with the applicable standards or the international organization of legal metrology docu ments published under legislation on conformity assessment of measuring instruments and into the market. The people who set up the measuring tool, are responsible for the setup of measuring compliance with the manufacturer's instructions or legislation on conformity assessment of measuring instruments and into the market. The person who set up the measuring instrument before it is installed make sure on type approval, verification, or first conformity assessment on the validity of the metrological measurement markup. 9. the inspection body is responsible for measuring compliance with the rules laid down in annex 3, if the measuring accuracy feature set according to the manufacturer's instructions, as well as maintained and used according to the proposed conditions of use in the field. 10. a Person who verifies a measuring feature, is entitled to reduce the periodicity of verification, taking into account the features of the condition. In this case, must be issued a certificate of verification again. III. Repeat verification certificates and marks 11. Repeating the verification certificate is a means of measuring the results of verification of written proof of means of measurement of compliance with this regulation. 12. The following are means of repeating the measurement verification marks: 12.1. label;
12.2. metal stamp the imprint of the embossed on the means of measuring: 12.2.1. fingerprint diameter-6 mm; diameter-fingerprints 12.2.2.3.6 mm. lead seal with 12.3 embossed imprint (imprint-8 mm diameter);
12.4. plastic seal with the locking mechanism. 13. the label shall contain the following information (Appendix 2): 13.1. inspection body accreditation number;
13.2. a serial number label;
13.3. verification time (a month, and the last two digits of the year). 14. If the metal stamp embossed print of a diameter of 6 mm, it shall contain the following information (annex 2, paragraph 2): 14.1 inspection body accreditation number;
14.2. the individual reference that identifies the person who verified the measuring tool;
14.3. the verification time (the last two digits of the year). 15. If the metal stamp embossed print of 3.6 mm in diameter, it shall contain the following information (annex 2, paragraph 2): accreditation of inspection bodies 15.1. number;
15.2. verification time (the last two digits of the year). 16. lead seal with relief prints and plastic seals with a locking mechanism to contain the following information (annex 2 and 3): inspection body accreditation 16.1. number;
16.2. the individual reference that identifies the person who verified the measuring tool;
16.3. verification time (a month, and the last two digits of the year). 17. verification of measuring means of repeating and repeating the verification certificate marks in running order is as follows: 17.1. repeating the verification mark or repeating certificate of verification used to confirm compliance with the measurement requirements of this regulation;
17.2. choosing the type of repeating the verification tag to prevent the means of metrological measurement parameters-adjustment, as well as take into account the measurement of geometric dimensions and operating conditions;
17.3. If the measuring instrument is not technically possible to impose repeated verification mark issued by the certificate of verification again. 18. Verify the measurement features, which damaged the retry verification mark or who lost the certificate of verification issued by repeating, considered not verified (except for the features of measuring compliance with the requirements of this regulation, a certificate but a measuring feature the label is damaged during use). 19. If the inspection body shall take a decision not to issue the certificate of verification or repeated against repeating the verification mark, it shall issue a written statement on the validity of not measuring, indicating, and clearly puts on the measuring tool for scrapping. Scrap mark is red with black text and contain the following information (Appendix 2): 19.1. the words "Not valid";

19.2. the inspection body accreditation number. 20. The inspection authority until the end of the year the consumer protection centre shall submit approved repeating and repeating the verification certificate verification tag samples, which will be issued next year. 21. in order to ensure the monitoring of the metrological inspection bodies shall submit quarterly consumer centres report verified measuring instruments. IV. Closing questions 22. Be declared unenforceable in the Cabinet of Ministers of 28 June 2005 No. 452 of the rules "rules for the verification of the means of measurement, verification and verification certificates" (Latvian journal, 2005, nr. 102). 23. public limited liability company "Latvian National Metrology Centre ' by 31 December 2006 made the verification of measuring instruments according to recurring requirements of these provisions without accreditation, verification marks and certificates showing their identification mark. 24. the Inspection bodies that its competence to this provision to the date of entry into force of proven national agency "Latvian National Accreditation Bureau" under the Cabinet of Ministers of 28 June 2005, regulations no 452 "provisions on the verification of the means of measurement, verification and verification certificates", entitled to operate up to the specified in the certificate of accreditation. 25.
