No. 68 15. §) rules on vessel traffic control operator training, certification and qualification checks Issued in accordance with the maritime administration and the Maritime Security Act, article 34 of the fifth part i. General questions 1. determines the management of vessel traffic operator (hereinafter referred to as VTS operator) training, certification and qualification tests. 2. The terms used in the following terms: 2.1. vessel traffic in the port rules, district-specific and international notified the shipping area to which it is to be followed in certain shipping and reporting arrangements (hereinafter referred to as VTS district);

2.4. the VTS staff-according to the requirements of this regulation and certified qualified persons (VTS operators, VTS VTS operators and senior instructors) serving with the VTS service related duties. II. Selection of VTS operator 3 training, certification, and proficiency testing in accordance with the 1978 International Convention on standards of training, certification and Watchkeeping for seafarers and Watchkeeping (STCW Convention) and of the 1974 International Convention for the safety of life at sea (with amendments) (SOLAS Convention) with regard to marine pilotage and VTS personnel training, as well as according to the International Association of Lighthouse (PPE) modeļkurs V/103 recommendations. 4. The applicant's suitability for the VTS operator posts learning check the port captain of Latvia established a Commission in accordance with the applicant's ability to check program (annex 1). III. training 5. State language skills at the highest level. 6. theoretical training shall take place in accordance with the IALA V modeļkurs/103/103/1 and V/3 certified and in accordance with the recommendations of the Latvian laws approved training centres. 7. following the successful completion of the theoretical training of the apprentice shall issue a certificate (annex 2), and is entitled to continue coaching at the port. 8. The practical training shall take place in the port concerned, the oldest operator, certified instructor or expert designated by the port captain. 9. during the two months the apprentice learns: 9.1 port of topography, hydrography and meteorology, as well as learn the regulations governing the operation of the VTS Centre and responsibility;
9.2. detailed knowledge of VTS tasks of the Centre and the services provided and the VTS operator's duties and responsibilities, as well as receive systematic training and acquire practical work experience. 10. the training process is reflected in practice in the journal. Practice journal form and approved by the relevant entries in the port captain. 11. After completion of the training the ports concerned shall submit an application to the State by the master company "maritime administration" (further-the marine Administration) of apprenticeship background checks. IV. the VTS operator qualifications and proficiency testing 12. Maritime Administration approved operator qualification Commission of the VTS (hereinafter the Commission). The President of the Commission is representative of the maritime administration. Panelists include the port captain, vessel traffic services supervisor, Captain of the port the other officers at the port captain's recommendation, the Ministry of defence and Coast Guard Liaison Representative. 13. The Commission shall carry out the following checks: 13.1 qualifications apprenticeship qualifications test allocation;
13.2. the VTS operator proficiency check again;
13.3. the VTS operator extraordinary proficiency test. 14. in paragraph 13 of these regulations contains the proficiency testing carried out by the Commission in accordance with proficiency testing program (annex 3) and record the results of the qualification test report (annex 4). 15. the VTS operators qualification the current Inspection Commission carried out every five years. 16. the VTS operator extraordinary proficiency test conducted by the Commission, on the basis of the application of the port captain of the maritime administrations and the drawing up of the Protocol, in the following cases: 16.1. operator work had more than a six-month break;
16.2. the VTS operator has not adhered to these rules or the provisions of port requirements, VTS operator posts instructions or port captain's order;

If the VTS operator will return to work after illness or injury, which affects or may affect the overall state of health, he undergoes repeated medical examination. V. VTS operator proficiency testing protocol 18. proficiency testing protocol, the Commission shall specify the person's knowledge and opinion on the conformity of persons or non-compliance with VTS operators qualification requirements. 19. Within three days following the drawing up of the minutes of the examination of qualification of the port captain submitted to the maritime administration of the register of Seafarers (hereinafter register of Seafarers). Vi. the VTS operator certificate of qualification and further training of 20 based on proficiency testing protocol, register of Seafarers opinion within 10 days of the issue of applicability of the qualifications operators certificate (annex 5) or withdraw it. 21. the port authority at least every five years, provides a VTS operator qualifications trenažierapmācīb courses in Latvia or other state-certified training centres. 22. After completion of the course of trenažierapmācīb and routine inspections of seafarers ' qualifications register will issue a new VT operator qualification certificate. 23. for VTS operators qualification in older, VTS operator, post them at least five years and must undergo theoretical training according to IALA V modeļkurs/103/2 requirements and practical training in accordance with modeļkurs/103/3 V. 24. in order to obtain the qualification of instructors, VTS VTS operator posts in parent must work for at least three years and must undergo training in accordance with IALA V modeļkurs/103/4. VII. Closing questions 25. Vts operator certificates issued before the date of entry into force of the provisions, shall be valid until the expiry of the period specified therein. 26. the VTS operators on the theoretical basic training course has got certificate of completion up to the date of entry into force of the provisions of this certificate entitles continue practical training in port.
