Cabinet of Ministers Regulations No. 65 of 2007 in Riga on 16 January (pr. 4. § 47) rules on the packaging recovery percentages (specific gravity) and deadlines for registration and reporting procedures and sample forms, requirements for the company to be registered as the operator of packaging, the packaging of application definition criteria and exceptions concerning the heavy metal content in the package Issued in accordance with the law of the Pack 1.1 the third paragraph of article, article 7, article 13, second subparagraph, article 15 second the third, fifth and the third subparagraph of article 19 of the regulations provides: 1 1.1. all packaging and various types of packaging recovery (including recycling), the percentages of (especially a weight) and deadlines;
1.2. the calendar year the amount of packaging waste generated, which reaches to the packer or a packaging operator is obliged to register, Ministry of the environment authorized institution;
1.3. requirements that company to the authorized institution of the Ministry of the environment established in the packaging of the operator;
1.4. the arrangements for submitting reports for the produced, exported to other countries, or from other countries, the amount and type of packaging and packaging waste collection and recovery of resources and types, as well as sample forms;
1.5. the packaging of application definition criteria;
1.6. type of packaging and materials that can be applied to exceptions to the heavy metal content. 2. The packaging and various types of packaging recovery percentage (percentage), and the dates by which certain amount recoverable in this provision are laid down in annex 1. 3. where the Packer of packaging waste volume in a calendar year is more than 300 kilograms and who has not entered into an agreement for the management of packaging waste with the packing, ensure the operator of any given type of packaging material in percentage of volume (specific gravity), or total recovery packaging waste percentage (percentage) recovery. 5.2. the collection of packaging waste in all areas of the district, creating a shared packaging collection system;
5.3. the measures for informing the public, and to motivate participation in packaging waste management. 6. packaging operator registered with the national Office of environment monitoring. 7. To register, packer or the operator submits the package for 4 or 5 of these rules mentioned in paragraph body application. Package of application definition criteria are laid down in annex 4 of these rules. 13. A total of lead, cadmium, mercury and hexavalent chromium (heavy metals) of glass packaging and packaging materials, which are added during the production process repeatedly recyclable materials, but are not used for heavy metals, may exceed 100 ppm (parts per million by weight), that is, up to 100 milligrams per kilogram or packaging material or component pursuant to paragraph 14 of these rules. 14. glass packaging and packaging material facilities where packages and packaging material manufacturing process adds repeatedly pārstrādājamo materials, each month is measured heavy metal content in production. Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the European Parliament and of the Council of 20 December 1994, Directive 94/62/EC on packaging and packaging waste;
2) of the European Parliament and of the Council of 11 February 2004, Directive 2004/12/EC amending Directive 94/62/EC on packaging and packaging waste;
3) of the European Parliament and of the Council of 9 March 2005 of Directive 2005/20/EC, amending Directive 94/62/EC on packaging and packaging waste. Prime Minister a.
