General questions 1. determines the order in which the European Commission submitted electronically in support of programs and projects of individual support notifications and granting and withdrawing support for electronic communication system usage rights. 2. The rules apply when designing support programmes and individual aid projects, as well as amendments to existing aid schemes and individual aid projects notified to the European Commission according to the Council of 22 March 1999, Regulation (EC) no 659/1999 laying down detailed rules for the European Community to the agreement for the application of article 93, article 2. 3. State aid program and the individual aid project in the European Commission communication electronically submitted through the European Commission's statement of support electronic system the State Aids Notification interactive (https://webgate.cec.eu.int/competition/sani) (hereinafter the system). II. categories of system users and their actions 4. To make the system work and support the program and the individual aid project notice submission of electronic, the European Commission has identified six categories of user: 4.1 the local system administrator (Local System Administrator);
4.2. initial drafts of the notification (Restricted User);
4.3. the preparer (User);
4.4. statement of the signer (Signatory);
4.5. the approval notification (Validator);
4.6 the user with only read rights (Read-Only User). 5. the local system administrator is the Ministry of finance or the Ministry of agriculture information system specialist. III. If the Ministry, its departments, municipalities and local authority support programme or the individual aid project for the preparation of the communication provides all system users, they make these rules under the competency of the 6, 7, 8 and 9 above, subject to the following order: 12.1 initial drafts of the communication;
12.2. the drafts;
12.3. a notification of the signatory;

12.4. the approver. 13. the Ministry, its departments, municipal and local authority support programme or the individual aid project in the process of the preparation of the communication may not invoke these provisions 12.1 and 12.2 of the person referred to. 14. each system user is informed by the next user who has the right to continue operations in the system. 15. the only signatory of the notice and notification of the approval system receives electronic notice of support programmes or individual aid project for the preparation of the notice of completion and signing of the statement. 16. the subordination of the Ministry, authority, municipality or local authority, if necessary, arrangements shall be made which determines the system more user rights and obligations according to relevant ministries, its subordinated institutions, municipalities or municipal authority. 17. The system is completed by the Commission on 21 April 2004, Regulation (EC) no 794/2004 of part I of the annex to the "General information", part II, "summary information for publication in the official journal of the European Union and in accordance with the selected objectives of aid-part III ' further information sheet '. General information related to the communication (annex) adds to the system in a separate file. 18. If the Ministry, its Benchers authority, municipality or local authority does not want someone with a statement related information becomes available to all system users, the communication with additional information related to the Ministry of finance or the Department of Agriculture transferred electronically. The Ministry, its Benchers authority, municipality or local authority prepared support programmes or individual aid project notice before it sends an electronic signature in paper form to the Ministry of finance or the Ministry of Agriculture for initial evaluation. 20. the Ministry of Agriculture made the aid scheme or individual aid project notice initial assessment of the Treaty establishing the European Community listed in annex 1 of the agricultural products, as well as fishery and forestry products, but to support the Ministry of finance-other business support of the industry. 21. the support or the support of the communication of the project, the Ministry of the electronic signature, its Benchers authority, municipality or municipal authority shall inform in writing the Ministry of finance or the Ministry of agriculture and state that is the approver. 22. 29.3. the user perform actions that weaken the security of the system. 30. V. closing question 32.
