Cabinet of Ministers Regulations No. 78, Riga 2007 23 January (pr. No 6 30. §) rules on State aid to agriculture in 2007 and its procedure issued under the agricultural and rural development Act article 5, fourth and sixth 1. determine the amount of State aid to agriculture and rural development (hereinafter referred to as subsidies) in 2007 and its modalities.
2. Subsidies include cofinancing 32060415 lats for the following measures: 2.1 eligible agricultural and forest land – 1700000 lats conditioning (annex 1);
2.2. the development of animal husbandry-9910000 lat (annex 2);
2.3. development of the crop – 930000 lats (annex 3);
2.4. education, science and the dissemination of information – 3115000 lats (annex 4);
2.5. Latvian and foreign ventures-250000 dollars for co-financing (annex 5);
2.6. the promotion of investment in agriculture-10702819 lat (annex 6);
2.7. rural and farmer associations and foundations and agricultural service cooperatives development-800000 LVL (annex 7);
2.8. the development of organic farming – 263450 lats (annex 8);
2.9. market promotion – LVL 1200000 (annex 9);
2.10. the agricultural sector to reduce risks – lats 470570 (annex 10);
2.11. the implementation of the provisions of the European Union – 1303576 lats (annex 11);
2.12. in 2006, the execution of contracts signed for financing – 1415000 lats.
3. On the receipt of subsidies eligible natural or legal person (hereinafter the applicant) that meets the requirements of this regulation.
4. the rural support service: 4.1 provides access to information about grants and costs;
4.2. adopt and evaluate applications for the granting of subsidies (except when the application is created for the Evaluation Commission);
4.3. in the cases provided for in these provisions, enter into an agreement with the grant applicant for the granting of subsidies, provided the Treaty obligations and responsibilities of the parties;
4.4. the control and payment of transactions supporting the certificate (copy) or a summary of the compliance with the record keeping and accounting regulatory requirements of the regulations;
4.5. a random check at least 5% of each event in the number of decisions taken;
4.6. the cost of the subsidy, the assessment of projects, in order of priority according to certain criteria;
4.7. require the repayment of the subsidy, if the applicant provided false information or violated the terms of these rules;
4.8 based on the submitted summaries and according to the procedures laid down in these rules, the cost of the subsidy within one month. Subsidies paid non-cash settlement.
5. The applicant in the form prescribed in these provisions shall provide support services in the Field of supporting and payment transactions supporting documents or summaries thereof in accordance with the recordkeeping and accounting regulatory laws and requirements.

4. the Centre shall prepare a list of the applicants who is entitled to receive a subsidy pursuant to paragraph 2 of this annex these conditions.
II. Support for breeding and dairy production in animals used 5. Grant to develop breeding, purposefully using high-value breeding stock, to maintain and improve the existing gene pool.

7. Subsidies granted for determining genetic quality: 7.1. monitoring stocking holder-for monitoring existing cow that last standard lactation data are useful in breeding (lactation pirmpien for standard data is not required, but the individual milk control indicators are used for breeding in accordance with the regulations on the monitoring of bovine) and breeding is not withdrawn the national inspection monitoring data since June 17, 2006 – a lump sum $34;

IV. Support measures for breeding beef industry 26. Subsidy aims to ensure breeding measures and the implementation of a programme for the breeding of varieties of meat cattle breeding industry.
27. Breeding measures in the beef and veal sector assigned, and this amount of lats 263000 is for the following activities: maintenance of herd books; 27.1.
27.2. animal genetic quality and performance;
27.3. certified breeding bulls.
28. the grants paid: 28.1. Organisation for the varieties of meat beef herd-book keeping administrative costs;
28.2. the monitoring of livestock owners for the genetic quality and assessing, making animal monitoring legislation on the supervision of the meat of bovine animals in the order: for monitoring existing 28.2.1. meat breeds in Flock-books for pure-bred picked breed suckler cow held the animal farm – 65 Lats per year;
28.2.2. for monitoring meat varieties in pure-bred pure-bred Heifer suckler cows and older than 12 months-50 lats a year;

29. the subsidy shall receive:

29.1. the monitoring in bovine animals on holdings, which acquired a variety of farm animals in the laws on the status of a breed of animal breeding farms in the eligibility criteria and the variety of farm animal breeding status in accordance with the procedure laid down in the case of animals recorded in the book the laws of the State of the flock-book sort order;

VII. Support for breeding and animal breeding sheep industry 52. Grant aims to raise the quality of sheep, the variety targeted with high-value breeding animals, maintaining and improving the existing genotype.
53. the total amount of the subsidy is 100000 dollars, and the amount provided for the following activities: 53.1. the genetic quality of livestock;
53.2. maintenance of herd books to cover administrative costs;
53.3. certified high-quality breeding of the variety teķ.
54. varieties of farm subsidies paid to the owner of the animal to determine the genetic quality, if the number of flocks of sheep is not less than 30 and the owner of the field support service regional agricultural administration submitted a list of approved animal monitors that denotes the European animal identification number and class of the assessment in accordance with the laws and regulations on the implementation of the breeding sector concerned: 54.1. the assessment of animal breeding – the elite class (E class) and first class (class I) sheep and class E teķīt – a lump sum 25 lats. Generally subsidized not more than 25% of the holding on 1 January 2007 the existing pamatganāmpulk animals;
54.2. for class E and class I parent evaluation of breeding sheep, a one-off payment of 40 dollars.
55. the high value of the subsidy for the maintenance of the variety teķ in charge of the monitoring of livestock owners, if teķ is certified for legislation, bio-breeding and many of the embryos in the procedure prescribed by the certification – a lump sum 40 lats.

64. the total amount of the subsidy is 45000 dollars, and the amount provided for the following activities: 64.1. assessing the quality of the animals;
64.2. the maintenance of herd books to cover administrative costs;
64.3. varieties of certified high-quality breeding buck.
65. varieties of farm subsidies paid to the owner of the animal to determine the quality of monitoring, if the number of goats in the herd is not less than ten and the owner of the field support service regional agricultural administration submitted a list of approved animal monitors that denotes the European animal identification number and class of the assessment in accordance with the laws and regulations on the implementation of the breeding sector concerned: 65.1. the assessment of the breeding animals (kaziņ), not later than 60 days – a lump sum 25 lats;

65.2. the monitoring of the E class and s class assessing breeding goats mother – a lump sum of 50 lats.
66. the high value of the subsidy for the maintenance of the variety in the goat paid monitoring livestock owners, if a buck is certified for legislation, bio-breeding and many of the embryos in the procedure prescribed by the certification – a lump sum of 50 lats.

IX. Support the development of breeding document issue, approval and international importance in animal breeding events 74. Subsidies aim to provide breeding, introduction of documents and issues, international breeding organisation in Latvia, dissemination of animal breeding in Latvia, the preparation of information material about the development of the sector, the representation of the animal breeding sector (reports, publications) in international animal breeding conferences, as well as implementation of approved breeding programmes and the promotion of the results obtained in Latvia and abroad.
75. The grant program awarded 100000 lats (including value added tax).
76. Subsidies can qualify organization, data center and agricultural training, consultancy and scientific institutions.
77. The applicant-2007 April 10 submitted to the Ministry of Agriculture of the detailed measures for evaluating performance and financing plan.
78. The Ministry of agriculture established the Commission shall organise measures submitted transactions and financing plan evaluation, prepare a summary and to the 2007 April 20, submit it to the rural support service.
79. If the work bidders basket arrangements and financing plan, agreed by the Commission and shall submit the plan to the field support service.

X. acquisition of breeding material abroad and Latvia 83. purchase of breeding material of agricultural animal breeding of foreign and local use of the material in improving the gene pool of animals and the maintenance of diversity in order to promote the productive animals, reproductive traits and genetic quality, preserving the normal market outlets.
84. the total amount of the subsidy is 2 million lats (including value added tax).
85. Subsidies paid for breeding livestock purchase abroad if: 85.1. holding has acquired a breed farm or candidate status according to the legislation on animal variety breeding farms;
85.2. varieties of animal breeding organisation recognised in accordance with the laws of the breeders ' organisation;
85.3. farm report period ended with profit or its financial results to meet the criteria "the last accounting period profit + depreciation of fixed assets 50% x ≥ 0, and farm animal welfare and hygiene requirements.
86. The Pretenders-2007 30 April shall submit the relevant application to the organization. The application shall be accompanied by: 86.1. a detailed development plan for livestock, which shall be implemented in accordance with the breeding program without increasing the total number of animals in the herd;
86.2. use animals purchased abroad, reproduction and distribution of the program;
86.3. applications shall indicate the following information on the animals purchased: 86.3.1. species;
86.3.2. the variety;
86.3.3.;
86.3.4. the price;
86.3.5. State, intended for the purchase;
86.4. decision on the breed of animal farm or candidate status;
86.5. income statement or annual report on the last year concluded;
86.6. agricultural education a copy of identity document;
86.7. food and veterinary service of a statement of the undertaking's compliance with the animal welfare and hygiene requirements and regional environmental management certificate of compliance with mandatory environmental standards.
87. the subsidy shall be paid for the purchase of breeding livestock in Latvia: 87.1. from holdings which have got variety breeding status according to the legislation on animal variety breeding farms;
87.2. the dairy industry of milk-producing farms, where the animals sold mother is registered in a herd-book of the national regulations on the entry of certain national sort order.
88. The Pretenders-2007 30 April shall submit the relevant application to the organization. The application shall be accompanied by: 88.1. animal use, reproduction and distribution of the plan implemented without increasing the total number of animals in the herd;
88.2. the following details in the application of the animals purchased: 88.2.1. species;
88.2.2. the variety;
88.2.3.;
88.2.4. the price;
88.2.5. farm to be bought;
88.3. income statement or annual report on last years concluded (holding period finished with profit or its financial results to meet the criteria "the last accounting period profit + depreciation of asset x 50% ≥ 0");
88.4. food and veterinary service of a statement of the undertaking's compliance with the animal welfare and hygiene requirements and regional environmental management certificate of compliance with mandatory environmental standards.
89. the breeders ' organisation until 15 May 2007 shall be submitted by the Ministry of agriculture created a Commission collected short-list for the planned purchase of breeding material abroad and in Latvia and give an opinion on the viability of the farm and the applicant comply with hygiene, animal protection and environmental minimum requirements.
90. the distribution of Grants and funding reallocation across sectors defined in this annex, the Commission referred to in paragraph 89-2007 22 October, subject to demand and keeping the market outlets. 84. This annex referred to in paragraph 1, the Commission shall allocate the funding between sectors, under the Cabinet of Ministers on 23 January 2007 the Regulation No 78 '' rules on State aid to agriculture in 2007 and its procedure for '' 4.7. conditions referred to.
91. Support funding arrangements: 91.1. subsidies for the purchase of breeding material pays 40% of the breeding material value, not including insurance, transport and packaging costs. The subsidy amount is increased by 10% if they are located in a less-favoured area according to the Council of 17 May 1999, Regulation (EC) No 1257/1999 of the European agricultural guidance and guarantee fund, support for rural development 19 criteria laid down in article. The subsidy is paid after the field support regional agricultural administration submitted a customs declaration of goods and documents proving the transaction and payment;
91.2. Agreement may provide for an advance payment, but not more than 50% of the total amount of the subsidy.
92. in order to receive subsidies:

57.2. tenderers shall conclude a contract with the organisation. The contract provides for breeding material further use according to the breeders organisations designed breeding programs;
92.2. Organization contracting with rural support for the purchase of breeding material for further use and control of the applicant. The agreement adds the applicant lists collected for the planned purchase of breeding material abroad and Latvia;
92.3. before conclusion of the contract with the support of the regional agricultural administration for the purchase of breeding material, the applicant shall submit this annex 57.2. in the copy of the contract referred to in the relevant Field support regional agricultural administration.
93. after the holding of a variety organizations request, supply exhibits the Latvian agricultural exhibitions.
94. Subsidies can qualify if the transactions made during the period from December 1, 2006 to December 1, 2007.
95. the purchase of breeding material should not be funded from other State aid measures for funding.
96. If during the period from December 1, 2006 to December 1, 2007. the State inspection of breeding has compiled a record of administrative offences or administrative penalties imposed on the purchaser's holding the alleged infringements, the buyer does not receive the subsidy for the purchase of breeding material abroad and in Latvia, as well as the repayment received in subsidies if they are paid before the finding of infringement. State inspection for breeding found administrative infringements and penalties imposed until 2007 December 5, notify the Field support services and organizations.
XI. Support food not by-products of animals used for the collection, transport, storage, processing and disposal 97. Subsidy aims to ensure food does not use animal by-products (by-products) the collection, transport, storage, processing and disposal, in order to prevent human and animal infections or poisoning, as well as pathogenic microbes and distribution in the environment.
98. The collection, transport, storage, processing and disposal is expected to lats 847000 (including value added tax): 98.1. animal carcass collection, transport, storage, processing and disposal for 622000 lats;
98.2. slaughterhouses and meat-cutting and processing plants for the collection, transport, storage, processing and disposal (including the destruction of the enterprise) for 225000 lats. This aid is granted according to the European Commission of 15 December 2006, Regulation (EC) No 1998/2006 on 87 and 88 of the Treaty. application of article for de minimis aid.
99. the subsidy shall be paid for such services and the following extent: 99.1. carcases on (except the bird carcasses, stored, processed and disposed of on the spot the bird shed) the collection, transport, storage, processing and disposal – up to 150 Lats per tonne;
99.2. avian body storage, processing and disposal of birds shed on the site – no more than 20 dollars per tonne;
99.3. for slaughterhouses and meat-cutting and processing plants for the collection, transport, storage, processing and disposal – no more than 20 dollars per tonne;
about 99.4. slaughterhouses and meat-cutting and processing plants for storage, recycling by-products and disposal on the spot in the company and if the transport does not exceed one kilometre: not more than 10 Lats per tonne;
99.5. the by-products of fur animals killed in the collection, transport, storage, processing and disposal – no more than 20 dollars per tonne.
100. the applicant may receive a grant, which provides: a by-product centralized 100.1. the collection, transport, storage, recycling and disposal;
100.2. the storage, processing or destruction of food and veterinary service of a recognized organization or recognized by the competent authority of the Member State of establishment;
100.3. the official veterinarian services, national infectious disease surveillance;
100.4. after being informed of the death of the animal body animal collection and transportation 48 hours during the summer period (April, may, June, July, august and September) and 72 hours during the winter period (January, February, March, October, November and December);
100.5. collected cattle, horse, sheep and goat carcasses individual records and the electronic transmission of data in the data center.
101. the applicant may receive a subsidy which bird corpses stored, processing and destruction of birds and providing accommodation: 101.1. by-products processing plant to bird shed would be a food and veterinary service recognised by the company.
101.2. official veterinarian services, national infectious disease surveillance.
102. the applicant may receive a Subsidy that slaughterhouses and meat-cutting and processing plants for the storage, processing of by-products and the destruction of the enterprise, if it is a food and veterinary service recognized company.
103. The applicant on 100.1 this annex in specified services shall provide support services in the Field of application. The application specifies the information in accordance with this annex, paragraph 100.
104. The food and veterinary service shall inform the rural support service of 101.1 100.2. of this annex, and in paragraph 102 of the tenderers.

7. The national plant variety Board develop a random seed quality pricing and volume and submitted to the Ministry of agriculture to the Commission (hereinafter the Commission). Random seed quality subprogramme shall contain only the seeds of varieties include varieties of plants in Latvia.
8. Genetic Resources Council develops crop gene pool retention and research pricing and volume and submitted to the Commission.

10. the subsidies received, if the program or project implemented during the period from the date of conclusion of the contract up to December 1, 2007.

18. On the granting of rural support service, inform the applicant in writing within five working days after receipt of the minutes of the meeting of the Commission.
19. Concerning crop gene pool collection damage, as well as on the possible programme to fulfil the applicant shall immediately inform in writing the field support service. Field support service establish a Commission, which checks the volume or plantations, assesses the applicant's action for the control and prevention of damage. Based on surveys conducted, the Commission shall take a decision on the future payment of subsidies or cost.
20. The project shall be carried out after the final settlement of the transfer of decision-making and legislation, transactions and payment card copy and copy of the counting card submission field support service.

95. the submissions in this section 94.4. the measures referred to by the applicant (in coordination with the Department of the Ministry, which is a specific issue, and adding the Department's written views on the application) shall be filed with the Ministry of agriculture to the Commission by 1 March 2007.

6.3. the project promotes the field of agriculture, forestry and fisheries sustainable development and promotes the competitiveness of Latvia in the European Union;
6.4. the project contributes to the cooperation with the Member States of the European Union and other countries to contribute to the field of agriculture, forestry and fisheries sustainable development;
6.5. the objectives of the project contributes to the diversification of production in rural areas, raising the educational level of rural population and to create new jobs in the countryside;
6.6. the availability of the results of the project and the achievement of the objectives of benefit to society and contribute to the development of rural life.
7. The applicant field support service in until March 1, 2007 to June 1, or (if necessary, the Council organizes the third round with the login period, not later than September 1, and insert the relevant announcement in the newspaper Latvijas journal ") shall provide the following documents (2 copies): 7.1 project application (table 1);

7.2. use of the expanded subsidies for those positions and the distribution of costs according to the planned period in accordance with this annex 13.1., 13.3 and 13.5.

11.2. no more than 30% of the total cost of the project, including the co-financing granted in previous years, but not more than 30000 dollars in the current year, except for the PHARE and Interreg projects;
11.3. If the applicant is not a payer of value added tax, the cost of the subsidy to the value added tax. If the applicant is a value added tax payer subsidies paid excluding value added tax. Realizing the PHARE projects, subsidies paid on value added tax;
11.4. during the implementation of projects on those measures taken in the current year.
12. The tenderer must be invested in projects not less than 10% of the total funding for the Latvian side.
13. Subsidies paid in the following order: 13.1. paid the advance not more than 25%, except for the PHARE and Interreg projects;
13.2. subsequent payments shall be made in accordance with the project funding allocation provided for them through stages of review after that period is approved by the Council;
13.3. the final payment of 25% of the project shall be carried out after the final report is approved by the Council and after the transaction and payment of the formal submission of the summary Field support services;

III. IV. Aid for investment in the agricultural sector 13. Subsidy aims to support investments in agriculture to increase the value added of production and improve the quality of agricultural production.

14.2. new agricultural implements and equipment, acquisition of trailers for the transport of animals.
15. State aid for special measures in respect of milk quotas allocated in accordance with the requirements of the Council of 29 September 2003, Regulation (EC) no 1788/2003 establishing a levy in the milk and milk products sector, and the Commission of 30 March 2004, Regulation (EC) no 595/2004 laying down detailed rules for applying Council Regulation (EC) no 1788/2003 establishing a levy in the milk and milk products sector as well as in accordance with the requirements laid down in the laws of the order in which the transactions are made with milk quotas, these quotas and control procedures, as well as the calculation of the fine and collection procedures.
29. support for 25000 lats in 2007 for milk producers who abandon the milk quota allocated to the national reserve.
30. the milk producers who are wholly or partially abandoned milk quotas in favor of national reserve, the milk quota again from the State reserve will not be granted. If you want to restore the dairy producer milk production, milk quotas should be purchased.

32.2. up to December 1, 2007 – if the applicant waives it own milk quota in 2006 to/2007.kvotas per year.
33. Data Center-2007 April 1, 2007 and December 1, shall provide support services in the Field report about applicants that is specified in the quota year resigned from the milk quota or part thereof.
34. the rural support service, based on the data center report provided subsidies paid to the applicants.

39. Ministry of agriculture examined the documents submitted in accordance with the laws and regulations on support for the beekeeping sector, 10 days, shall take a decision on the granting of aid and notify the field support service.
40. the rural support service contract to the tenderer. The agreement adds the approved expenditure. The contract provides: 24.9. the cost of funding deadlines;
40.2. the possible conditions for the granting of advance;
40.3. transactions and payment deadline for the submission of supporting documents.
VIII. 44. To apply for the subsidy, the action group in the month after the entry into force of the rural support service shall submit the following documents: 44.1. submission (table 7);
44.2. the Association or Foundation a copy of the registration certificate;
44.3. the expenditure of the local action group development strategy administration and management in 2007.
