3.6. making decisions on other rail accidents and incidents related to train movements, if they affect safety, taking into account the seriousness of the accident, its impact on railway safety on a community level as well as infrastructure managers, railway operators, security authorities or the request of the Member States of the European Union. ";
1.4. Express 4.1, 4.2, 4.3, 4.4, 4.5, 4.6 and 4.7 of paragraph by the following: ' 4.1. prepare aviation accident and incident investigation's final report and investigation of railway accidents in the final report and make recommendations for a similar aviation accidents and incidents and rail accident prevention in the future;
