Non preferential certificate of origin shall be issued by the Customs Act izsniedzējinstitūcij laid down in article 23 (-izsniedzējinstitūcij) of the Commission of 2 July 1993, Regulation (EEC) No 2454/93 laying down detailed rules for the implementation of Council Regulation (EEC) No 2913/92 establishing the Community customs code, laid down in article 49 and filled in the application of non-preferential origin of goods in the form of the certificate. 5. the Izsniedzējinstitūcij of non-preferential certificate of origin or a reasoned refusal to issue a non-preferential origin of goods certificates issued to 14 working days from the date of receipt of the application. Izsniedzējinstitūcij decisions can be appealed to the administrative procedure law. 6. The applicant who receives non preferential certificate of origin of goods, is responsible for the accuracy of the information provided, the correct origin of the papacy and of non-preferential origin certificate of filling out a form. 7. The State revenue service checks the advances of non-preferential origin certificates by requesting the necessary information and documents from non preferential certificate of origin of the goods or receiving of non-preferential origin certificate of izsniedzējinstitūcij, or of non-preferential certificate of origin and the receiving of non-preferential certificate of origin izsniedzējinstitūcij. 8. The State revenue service not less frequently than once a year carry out control measures on the izsniedzējinstitūcij of non-preferential origin certificate. Prime Minister a.
