Cabinet of Ministers Regulations No. 267 in Riga in 2007 (April 17. No. 24) European agricultural guarantee fund, the European agricultural fund for rural development and the European Fisheries Fund Administration order Issued under the agricultural and rural development Act article 5 eighth 1. determines the order in which it is administered by the European agricultural guarantee fund, European agricultural fund for rural development and the European Fisheries Fund, as well as the administration of the funds involved in the competence and responsibilities of the institutions.
2. The European agricultural guarantee fund (EAGF) administration according to the Council on 21 June 2005 Regulation (EC) No 1290/2005 on the financing of the common agricultural policy (hereinafter Regulation No 1290/2005) provide: 2.1. competent authority;
2.2. payment institution;
2.3. the certifying body.
3. the European agricultural fund for rural development administration under Council of 20 September 2005 Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) (hereinafter Regulation No 1698/2005) and Regulation No 1290/2005 shall: 3.1 the managing authority;
3.2. the payment institution;
3.3. the rural development programme 2007-2013 of the Monitoring Committee;
3.4. the competent authority;
3.5. the certifying body.
4. European Fisheries Fund Administration under the Council of 27 July 2006, Regulation (EC) no 1198/2006 on the European Fisheries Fund (hereinafter Regulation No 1198/2006): 4.1 the managing authority;
4.2. the certifying authority;
4.3. audit authority;
4.4. the action programme, the European Fisheries Fund for the implementation of aid in Latvia 2007-2013 of the Monitoring Committee;
4.5. competent authority;
4.6. payment authority.
5. the European agricultural guarantee fund and the European Fund for the construction of the Lauksaimn rural development functions of the competent authority in accordance with the Commission's June 21 2006, Regulation No 885/2006 laying down detailed rules for the application of Council Regulation (EC) No 1290/2005 as regards the accreditation of paying agencies and other bodies and the clearance of the accounts of the EAGF and of the EAFRD, article 1, 2, 3 and 4 shall be carried out by Ministry of agriculture.
6. European agricultural fund for rural development and the European Fisheries Fund the functions of the managing authority of Regulation No 1698/2005 article 75 and Regulation No 1198/2006 article 59 to take the Ministry of agriculture.
7. The provisions referred to in paragraph 1 the Fund shall take the payment authority for field support service.
8. European Fisheries Fund the functions carried out by the competent authority in the country.
9. European agricultural guarantee fund and the European Fund for the construction of the Lauksaimn rural development institution certifying is determined by the Ministry of agriculture in public procurement procedures.
10. European Fisheries Fund the certifying authority functions under Regulation No 1198/2006, article 60 by Ministry of agriculture.
11. European Fisheries Fund audit authority under Regulation No 1198/2006 article 61 by Ministry of agriculture.
12. the rural development programme 2007-2013 is the collegial Supervisory Committee the European agricultural fund for rural development institutions involved in the Administration, acting in accordance with the approved regulations and pursuant to Regulation No 1698/2005 article 77 and 78.
13. the rural development programme 2007-2013, the composition of the Monitoring Committee, approved by the Ministry of agriculture. Committee with voting rights included: 13.1. two representatives of the Ministry of agriculture;
13.2. two representatives of the field support service;
13.3. a representative from the Union of the municipalities of Latvia;
13.4. the representative of the food and veterinary service;
13.5. the representative from the national forest service;
13.6. a representative from Kurzeme Regional Development Council;
8.5. the representative from the Vidzeme planning region Development Council;
13.8. the representative from the Latgale planning region Development Council;
13.9. the representative from the Zemgale planning region Development Council;
13.10. the representative from Riga planning region Development Council;
13.11. the four representatives of farmers ' organisations;
13.12. two representatives of non-governmental environmental organizations;
13.13. the representative of the regional development and local government ministries.
14. the action programme, the European Fisheries Fund for the implementation of aid in Latvia 2007-2013 is the collegial Supervisory Committee of the European Fisheries Fund Administration involving the body, operating in accordance with its regulations and approved according to Regulation No 1198/2006, 63, 65 and 66 64. article.
15. the action programme, the European Fisheries Fund for the implementation of aid in Latvia 2007-2013 in the composition of the Monitoring Committee, approved by the Ministry of agriculture. Committee with voting rights included: 15.1. two representatives of the Ministry of agriculture;
15.2. two representatives of the field support service;
15.3. a representative from the Union of the municipalities of Latvia;
15.4. a representative from the food and veterinary service;
15.5. the representative from the national fisheries administrations;
15.6. a representative from Kurzeme Regional Development Council;
15.7. the representative from the Vidzeme planning region Development Council;
15.8. the representative from the Latgale planning region Development Council;
15.9. the representative from the Zemgale planning region Development Council;
15.10. the representative from Riga planning region Development Council;
15.11. three representatives from the Fisheries Advisory Council;
15.12. two representatives of non-governmental environmental organizations;
15.13. the representative of the regional development and local government ministries.
16. The rules referred to in paragraph 1 the Fund and the State budget funding for the plan as a grant from the general revenue budget of the Ministry of agriculture in a separate Government program or the apakšpr project in 2006 and the implementation of measures and the actual expenditure under the Fund approved funding and the State budget funding ratio.
17. the Ministry of agriculture plans to State budget long-term commitment and the annual fund and the State budget financing according to the projects and measures the expected cash flow.
18. If the beneficiary is a public body, for the implementation of the projects or activities required financing plans to the Ministry or other Central Government institutions in the current year's budget, which is the beneficiary of the aid in preparing the individual financing plan.
19. The Treasury provides the European Commission received funds from the European Union accounts for funds and within five working days after the transfer of funds to the Treasury account for the funds received will inform the field support service.
20. The funding recipient funding from the Fund and, if it is intended for application in the project of the Fund from the State budget paid to the Treasury based on the rural support service of the payment order.
21. the rural support service shall submit to the Treasury the European agricultural guarantee fund, the European agricultural fund for rural development and the European fisheries fund absorption forecast in accordance with defined Treasury look gu and deadline.
22. the rural support service within five working days after the submission of the request for funds from the European Commission informed the Treasury of requested funds of the European Union, the date of the request and the possible receipt of the funds.
23. the rural support service provides your body the internal auditing of the European agricultural guarantee fund, the European agricultural fund for rural development and the European Fund for fisheries management and control systems.
