Cabinet of Ministers Regulations No. 343 in Riga on 29 may, 2007 (pr. No 31 9) Grant project competition "Latvian communication activities public education on development cooperation and development education", in accordance with the regulations issued by the Cabinet of Ministers Act article 14 equipment, first paragraph, point 3 i. General questions 1. determines the grant project competition "Latvian communication activities public education on development cooperation and development education" (hereinafter referred to as the competition). 2. Development cooperation is the provision of assistance to the least developed countries, to contribute to this country and this society's long-term social and economic development. Development education is an active learning process that is based on solidarity, equality, inclusion and the principles of cooperation, promote public awareness and participation in the current global and local issues. 3. the project applicant is the person applying for participation in the contest. The project, the applicant may be a person in accordance with the Cabinet of Ministers of 25 October 2005 rule no. 807 "rules on the grant program implementation, management, monitoring and control of development cooperation policy" (further-the grant rules) paragraph 3 shall be entitled to be beneficiaries of the grant. 4. the Grant is a grant payment to the beneficiary for the implementation of the project that is not clouded by binding commercial and development cooperation policy. 5. Grant awarded to the applicant that the application of the draft development cooperation Council (hereinafter Council) has supported the financing and conclusion of grant agreements. 6. the duration of the Contest are the following: 6.1. invitation to tender;
6.2. the provision of information on tender;
6.3. preparation of the project;
6.4. project design and submission of the application;
6.5. evaluation of project applications;
6.6. the adoption of the decision and notification of the results of the competition;
6.7. the grant contract. 7. Contest the following priorities: 7.1. communication activities on development cooperation;
7.2. development education. 8. This rule 7.1. the priorities established in paragraph aims to inform and educate the projected target audience, as well as build a positive attitude towards the development cooperation and related issues. 9. This rule 7.2. the priorities established in paragraph aims to deepen the project target audience knowledge and create awareness of development cooperation in Latvia and in the world. 10. This provision prescribed in paragraph 7.1. priority target audience is: 10.1. Latvian politicians and representatives of the institutions of public administration;
10.2. non-governmental organizations;
10.3. the views of the leaders (a specific individual who is known and where the public's view on a particular topic and focus trust much of society);
10.4. the representatives of the media. 11. This rule 7.2 the priorities set in the target audience is different levels of educational institutions of Latvia and trainees and faculty organizations. 12. the overall contest in 2007 in the framework of the available budget financing of Latvia is lats 43000. Financial resources for each priority of the competition is divided into the following: 12.1 the rules prescribed in paragraph 7.1. priority-28000 lats;
12.2. this rule 7.2. priority in point-15000 dollars. 13. the minimum amount that the contest is available from within the State budget: 13.1. this rule 7.1. priority is prescribed in paragraph 7000 lats;
13.2. this rule 7.2. priority in point is 5000 lats. 14. The maximum amount that the contest is available from the State budget: 14.1. this rule 7.1. priority in point is 14000 lats;
14.2. this rule 7.2. priority in point is 15000 LVL. 15. The project's administrative costs are for the project administration. Administrative costs that the applicant requires the project to be financed from within the envisaged tender Latvian State budget funds, may not exceed 15% of the total forecast funding of Latvia, which is provided for in the budget of the project. 16. The project site is the Republic of Latvia. II. Invitation to tender-17. Ministry of Foreign Affairs (hereinafter the Ministry) announcing the contest grant rules prescribed in paragraph 10 and provides control of the contest. 18. The Ministry shall publish a call for proposals the Ministry of Finance website on the internet (URwww.mfa.gov.lv). III. Provision of information about the contest 19. Project preparation 24. when preparing a project, the project applicant shall take account of the priorities and objectives of the competition, the maximum and the minimum project budget and project period and place. 25. the project the applicant prepares a project of one of the provisions of paragraph 7 the priorities under the relevant priority objectives. 26. the project the applicant at least one of the 10 or 11 of these rules laid down in paragraph target audience according to the priority of the competition that has developed in the project. 27. 28.5. other costs incurred in administering the project (for example, telephone costs, the postal service). 29. the project budgeted costs are reasonable, the nature and purpose of the project. 30. the project applicant is responsible for the eligible costs the correct arithmetic calculations. If the calculation is the arithmetical mistakes, an approved project budget for additional State budget funds are not granted. 31. The project's budgeted costs include all relevant taxes, as well as the necessary social insurance contributions. 32. the project applicant, which is direct or mediated by the national regulatory authority or authorities, having in mind that the funds intended for the financing of the project are included in the Ministry's current expenditure in the budget-service? cover. The project applicant, prepare a project budget, does not provide for the payment of the project or the persons involved in the administration of the remuneration and fixed assets or the acquisition of goods. 33. the project applicant can develop a project budget, providing the co-financing that can create both financial resources, both in terms of money embodied or disembodied measurable thing, which will be used in the implementation of the project. 34. The co-financing of project budget: 34.1. where the applicant undertakes to cover the part of the project budgeted amounts, but the Ministry provide the remaining project budget the necessary financing, not exceeding the provision set out in point 14;
21.3. If applicant projects attract other partners in the project, which undertakes to cover the part of the project budgeted amounts, but the Ministry provide the remaining project budget the necessary funds, which do not exceed that laid down in point 14 of the rules. 35. If the project budget for this rule set out in paragraph 34 the case of co-financing, the project shall provide the exact amount is requested from the Ministry. 36. Project implementation period: 36.1. project start-august 1, 2007;
36.2. the project end-2007 30 November. 37. the project, the applicant may provide a later starting date of the project than this rule 36.1. bottom point, but may not provide a later deadline for implementation of the project, provided that rule 36.2 in except this rule in the fifth chapter. V. implementation of the project in 2008, 38. 38.2. second stage-from January 5, 2008 to May 1, 2008. 39. the first phase of the project activity funding the project applicant to follow that rule 13, 14 and 15 of the conditions of the project's minimum and maximum amounts as well as the administrative costs of the project. 40. the second phase of the project activity funding the project applicant to comply with the following conditions: 24.9. the maximum amount of the second stage of the project implementation activities must not exceed the first period for the implementation of the activities required by the State budget financial means;
40.2. the administrative costs of the project the project for the implementation of the second phase is calculated pursuant to the provisions of paragraph 15 of the terms. 41. If it is developed in two phases of implementation of the project according to this provision, the conditions in paragraph 38, the applicant takes the view that the second phase of the project financing of the funds are expected from the 2008 development cooperation policy planned for the implementation of the State budget funds. Closing the grant contract with the project applicant, who intend to project implementation in two stages, the grant agreement shall specify that the project for the implementation of the second phase of financial resources are assigned, if required, is available at the Latvian State budget funding. Vi. Project design and submit application 42. project application is a document with a detailed description of the project the applicant's final project. 56.3. project application to the technical and financial evaluation of quality. 57. The working day following the submission of the project by the end of the period for the submission of project applications to the Ministry opened and assigned to each project submission sequence number. 61. The Ministry establish a project application to the administrative and compliance review Committee (hereinafter referred to as administrative review Committee). 62. the evaluation the Commission shall assess the application of the project according to administrative and evaluation of compliance with the criteria set out in annex 5 of these rules. 63. If the Administrative Review Committee finds that cold-gum does not correspond to any administrative and screening criteria or project submission, the information provided is not clear, the Ministry determines that the five days of the project, the applicant must be avoided or identified a need for additional explanations. 64. Where the application does not comply with at least five administrative and screening criteria, project submissions deemed not appropriate administrative and compliance requirements and evaluation criteria of the project applicant is not set a new deadline for correcting the discrepancy found. 65. Where the applicant this rule 63 does not fix the time-limit set in the non-compliance found or provide further explanations or re-evaluating the project submission does not match the one for the administrative and eligibility evaluation criteria, project submission is considered not appropriate administrative and compliance requirements of the evaluation criteria. 66. The evaluation procedures for the allocation of points for each of the technical and financial evaluation of the quality criteria determined by the Council. 73. when assessing the conformity of the application of the draft rules in the annex 6 3.2 criteria "for the activity provided for in the project analysis and the need for the direct results of the project", the greater the number of points granted if the project is for innovative approaches in the implementation of some activities. 74. In assessing the conformity of the application of the draft provisions in the annex 6 criterion 2.2. "definition of target audience and their interests and needs analysis", the greater the number of points granted if the project is for a number of the provisions in paragraph 11 or 10 one specific priority target audiences. 75. If any of the technical and financial criteria of quality is evaluated by one point, the application is deemed not appropriate technical and financial quality evaluation criteria and the rejected. 76. If the total number of points when evaluating the technical and financial criteria of quality is less than 81, the application is deemed not appropriate technical and financial quality evaluation criteria and the rejected. VIII. adoption of the decision and notification of the tender results 77. If one of the priorities for funding of eligible project implementation requires less amount of priority assigned to the financial resources, the Council may decide to reallocate the remaining amount in other priority projects submitted for financing application. 84. the Council approved the tender winners, by decision. 85. the Council is empowered to take a decision on the application of the project financing support, but with the disclaimer that the financial resources of the project described in the application will be granted, if the applicant will perform the changes established by the Council and within a week of the date of notification of the decision, the Council will present its Ministry. 86. notification of the decision, the Ministry sent to all project applicants. Notice shall be sent electronically or by fax, as well as by mail. 87. The notification within seven working days after the decision is published in the "journal" and the Ministry's website on the internet. IX. Grant Agreement 88. Project of the applicant that the application for the project was supported by the Ministry of finance, the offer to conclude a grant agreement (annex 7). 89. If the Council has ruled on the project budget review this provision 85, the procedure prescribed by the Ministry in consultation with the project the applicant agreed project budget revisions. 90. at the close of the grant agreement, the deviations from the provisions of annex 7 contains sample permitted only if their purpose is to specify the conditions of implementation of the project, and if they do not change the project objectives and project solutions, in which have been the basis for winning approval. 91. If the grant contract is concluded with the project applicant, which is designed for the two project phases, this provision is specified in annex 7 grant agreement sample supplemented by these rules the conditions referred to in paragraph 41 of the availability of funds. 92. If the winner refuses to conclude grant agreements, the Ministry offers to conclude a contract of the project grant to the applicant who has received the next highest number of points in the given priority when considering the application of the project compliance with technical quality and financial evaluation criteria. 93. If the protracted application evaluation and project decision on contest winners, and it is therefore not possible to initiate the implementation of a project under this rule 36.1. the time-limit laid down by the Ministry through grant's contract with the tender winner, extended the deadline for implementation of the project. X. other conditions 94. Ministry terminated the contest without closing the grant contract, the following happened: mo 94.1. all projects submitted are recognized as the application does not satisfy the tender criteria laid down in the Statute, and have been rejected;
94.2. for objective reasons (force majeure circumstances, the lack of available financial resources, specific circumstances which preclude project), why the Ministry cannot enter into civil relations (to close the grant contract) with the contest winner. 95. If during project implementation remains unused financial resources that were allocated for the implementation of the project from the State budget, the project implementer them transferred back to the Ministry's account. 96. If during the implementation of the project requires a project changes, they coordinated with the Ministry. If the changes significantly affect project activities to be implemented, they coordinated with the development cooperation Council. 97. If grant's contract is for a project that is for the two project phases according to the rules referred to in paragraph 38 of the conditions, but in 2008, the necessary funding is not available from the State budget for the implementation of the second stage, grant's contract is terminated.
