Cabinet of Ministers Regulations No. 343 in Riga on 29 may, 2007 (pr. No 31 9) Grant project competition "Latvian communication activities public education on development cooperation and development education", in accordance with the regulations issued by the Cabinet of Ministers Act article 14 equipment, first paragraph, point 3 i. General questions 1. determines the grant project competition "Latvian communication activities public education on development cooperation and development education" (hereinafter referred to as the competition). 2. Development cooperation is the provision of assistance to the least developed countries, to contribute to this country and this society's long-term social and economic development. Development education is an active learning process that is based on solidarity, equality, inclusion and the principles of cooperation, promote public awareness and participation in the current global and local issues. 3. the project applicant is the person applying for participation in the contest. The project, the applicant may be a person in accordance with the Cabinet of Ministers of 25 October 2005 rule no. 807 "rules on the grant program implementation, management, monitoring and control of development cooperation policy" (further-the grant rules) paragraph 3 shall be entitled to be beneficiaries of the grant. 4. the Grant is a grant payment to the beneficiary for the implementation of the project that is not clouded by binding commercial and development cooperation policy. 5. Grant awarded to the applicant that the application of the draft development cooperation Council (hereinafter Council) has supported the financing and conclusion of grant agreements. 6. the duration of the Contest are the following: 6.1. invitation to tender;
6.2. the provision of information on tender;
6.3. preparation of the project;
6.4. project design and submission of the application;
6.5. evaluation of project applications;
6.6. the adoption of the decision and notification of the results of the competition;
6.7. the grant contract. 7. Contest the following priorities: 7.1. communication activities on development cooperation;
7.2. development education. 8. This rule 7.1. the priorities established in paragraph aims to inform and educate the projected target audience, as well as build a positive attitude towards the development cooperation and related issues. 9. This rule 7.2. the priorities established in paragraph aims to deepen the project target audience knowledge and create awareness of development cooperation in Latvia and in the world. 10. This provision prescribed in paragraph 7.1. priority target audience is: 10.1. Latvian politicians and representatives of the institutions of public administration;
10.2. non-governmental organizations;
10.3. the views of the leaders (a specific individual who is known and where the public's view on a particular topic and focus trust much of society);

This rule 7.2 the priorities set in the target audience is different levels of educational institutions of Latvia and trainees and faculty organizations. 12. the overall contest in 2007 in the framework of the available budget financing of Latvia is lats 43000. 14.2. this rule 7.2. priority in point is 15000 LVL. 15. The project's administrative costs are for the project administration. Administrative costs that the applicant requires the project to be financed from within the envisaged tender Latvian State budget funds, may not exceed 15% of the total forecast funding of Latvia, which is provided for in the budget of the project. 16. The project site is the Republic of Latvia. II. Invitation to tender-17. If the calculation is the arithmetical mistakes, an approved project budget for additional State budget funds are not granted. 31. The project's budgeted costs include all relevant taxes, as well as the necessary social insurance contributions. 32. the project applicant, which is direct or mediated by the national regulatory authority or authorities, having in mind that the funds intended for the financing of the project are included in the Ministry's current expenditure in the budget-service? cover. The co-financing of project budget: 34.1. where the applicant undertakes to cover the part of the project budgeted amounts, but the Ministry provide the remaining project budget the necessary financing, not exceeding the provision set out in point 14;
21.3. If applicant projects attract other partners in the project, which undertakes to cover the part of the project budgeted amounts, but the Ministry provide the remaining project budget the necessary funds, which do not exceed that laid down in point 14 of the rules. 35. Project implementation period: 36.1. project start-august 1, 2007;

In assessing the conformity of the application of the draft provisions in the annex 6 criterion 2.2. If any of the technical and financial criteria of quality is evaluated by one point, the application is deemed not appropriate technical and financial quality evaluation criteria and the rejected. 76. If the total number of points when evaluating the technical and financial criteria of quality is less than 81, the application is deemed not appropriate technical and financial quality evaluation criteria and the rejected. VIII. adoption of the decision and notification of the tender results 77. Notice shall be sent electronically or by fax, as well as by mail. 87. The notification within seven working days after the decision is published in the "journal" and the Ministry's website on the internet. IX. Grant Agreement 88. Project of the applicant that the application for the project was supported by the Ministry of finance, the offer to conclude a grant agreement (annex 7). 89. If the winner refuses to conclude grant agreements, the Ministry offers to conclude a contract of the project grant to the applicant who has received the next highest number of points in the given priority when considering the application of the project compliance with technical quality and financial evaluation criteria. 93. If the protracted application evaluation and project decision on contest winners, and it is therefore not possible to initiate the implementation of a project under this rule 36.1. the time-limit laid down by the Ministry through grant's contract with the tender winner, extended the deadline for implementation of the project. X. other conditions 94. Ministry terminated the contest without closing the grant contract, the following happened: mo 94.1. all projects submitted are recognized as the application does not satisfy the tender criteria laid down in the Statute, and have been rejected;
94.2. for objective reasons (force majeure circumstances, the lack of available financial resources, specific circumstances which preclude project), why the Ministry cannot enter into civil relations (to close the grant contract) with the contest winner. 95. If during project implementation remains unused financial resources that were allocated for the implementation of the project from the State budget, the project implementer them transferred back to the Ministry's account. 96. If during the implementation of the project requires a project changes, they coordinated with the Ministry. If the changes significantly affect project activities to be implemented, they coordinated with the development cooperation Council. 97. If grant's contract is for a project that is for the two project phases according to the rules referred to in paragraph 38 of the conditions, but in 2008, the necessary funding is not available from the State budget for the implementation of the second stage, grant's contract is terminated.
