11. Express 21.2. subparagraph by the following: "If the municipality decided to 21.2. borrowing, to participate in the construction of laws and regulations that govern the municipal budget, building and execution, the receive permission for taking a loan;".
12. Supplement with 21.6 points following below: ' 21.6. document which contains information on number of persons registered in the municipality, which provided with living quarters in the first place. "

14. Delete 24.1 and 24.2...
15. Replace paragraph 29, the number and the word "with" in paragraph 36 the number and the word "37".
