Cabinet of Ministers Regulations No. 424 in Riga in 2007 (26 June. No 37 20) Education Innovation Fund rules Issued in accordance with the law of Education Innovation Fund 2 of the second paragraph of article i. General questions 1. Education Innovation Fund (hereinafter Fund) is the Cabinet of Ministers in monitoring public foundation. The Cabinet of Ministers overseeing the Fund implemented by the Minister of education and science. 2. the Fund's goals, tasks, and right down the Education Innovation Fund law. II. the Board of the Fund. the Fund is managed by 3 the Fund Council (hereinafter Council) which perform the following functions and tasks: 3.1 approve the budget of the Fund;
3.2. shall decide on the establishment of sectoral Councils Fund and elimination;
3.3 decide on funding allocation the Fund's sectoral Councils, setting priorities, deciding on a cross-sectoral projects, and approved by the Fund's sector councils the decisions on financial aid applications for the project or for life scholarships;
3.4. the approved fund managers, sector councils;
3.5. establish and approve the Fund secretariat the post of Director of the applicant selection and evaluation criteria;
3.6. Approves the Secretariat of the Fund rules;
3.7. Decides on the cooperation with foreign and international institutions;
3.8. approve the methodological recommendations on education innovation project (hereinafter the project) and an application for life scholarship award for outstanding educators for lifetime contribution in education (hereinafter-life scholarships application) preparation;
3.9 decide on projects supported by the Fund for the financing of future;
3.10. the Fund secretariat determined the remuneration of the Director;
3.11. approve the work plan of the Fund;
3.12. Approves the annual report of the Fund;
3.13. approve financial documents signed by the Director of the Secretariat of the Fund of the law;
3.14. determines the order in which the Director of the Secretariat of the Fund with the Fund, owned the property and the use of movable and immovable property and cash, and issue a mandate for the Fund and its interests in the Republic of Latvia and abroad;
3.15. any other action by the Fund related issues that matter is not within the competence of the Secretariat of the Fund, if the law is not laid down otherwise;
3.16. the objective and tasks of the Fund within the national development budget request for the current mistress of the draft year and submit it to kajam Minister of education and science;
3.17. approve the Fund distribution plan. 4. The Council shall be convened by the President of the Council at least once every three months. If the convening of the meeting requires at least a third of the members of the Council, convened the hearing to ten working days. The meeting venue, time and agenda in writing all members of the Council no later than five working days before the meeting. 5. the Council is valid if at least one half of the members of the Council. The Council decision adopted by a majority, vote. If the votes are divided into similar, the President of the Council shall have a casting vote. Each Board Member decision-making is one vote. 9. If the interests of any of the Fund's Board members, their spouses, relatives or interests, including brother-in-law affinity up to the second degree and up to the first degree of affinity, the interested Board member is not entitled to participate in, as well as the record of the vote, and it is not writable in the minutes of the Council. Before taking a decision the Council members sign a declaration of absence of conflict of interest and non-disclosure of information in the decision making process. 10. the Council advertised in the newspaper "journal" open tender to the Director of the Secretariat of the Fund. 11. the Council in the absence of the President, his duties shall be the Chairman of the Council authorised Member of the Council. 12. the Council justified reason (rude violation of duties, overstepping, failure or improper performance, as well as damage to the interests of the Fund) may be removed from Office by the President of the Council. 14.3. submit to the Council proposals for the financing of projects supported by the Fund, if the further implementation of the project does not meet the Fund's goals and objectives. 15. If projects submitted do not meet the existing sector councils of the Fund, the Council shall, in addition to competence in Education Innovation Fund referred to in the law sector councils can also create other sectors of the Council of the Foundation. 16. new Fund Industry Council established by the Council in accordance with the Education Innovation Fund Law article 12 in the fourth, fifth and sixth part. 17. If the submitted projects comply with this provision 18. the criteria set out in paragraph 1, the Council shall take a decision on the new Fund Industry Council. IV. Project and lifelong scholarship application evaluation 18. each relevant Fund Industry Council 15 working days evaluate project compliance with the following criteria: 18.1 application compliance education innovation fund the statutory goals and objectives;
18.2. the application of and compliance with the prescribed form;
18.3. the applicability of the results of the project;
18.4. the innovative content of the application for the project;
18.5. the project time schedule for the implementation of tasks of the compliance with the planned results;
11.6. project personnel qualifications and experience match project tasks;
11.6. the number of personnel, the assignment and payment compliance project tasks;
12.8. the co-financing, technical materials and information resources, the implementation of the project, the participating legal entities and concerned Latvia, foreign and international cooperation partners. 19. each fund sector concerned a member of the Council shall give its opinion in writing to the Council on the application of the project going forward. 20. the Fund's sector councils the members within two months, assess the life scholarship eligibility of the application of the following criteria: 20.1. do the applicant has appropriate social status (retired);
20.2. the applicant's pupil, pupils, student achievement in working life (degrees, national awards);
20.3. the applicant submitted with the educational development project applications and participate in their implementation;
20.4. the applicant's publications on domestic and international sources, the citējamo developed methodological resources, training and popular science books, and other publications;
20.5. the applicant's participation in the development of the education system-related policy papers and draft laws and (or) project public consultation;
20.6. the applicant's participation in the public information on the development of the education system of current events;
20.7. the applicant's participation in and contribution to the municipality (City) in public life. 21. each fund sector concerned a member of the Council shall give its opinion in writing to the Council on the application of life scholarships. V. Secretariat of the Fund. the Fund's secretariat 22:22.1. develop methodological recommendations for project preparation;
22.2. draw up methodological recommendations for life grants application development;
22.3. the adopted projects and scholarship applications from natural and legal persons;
22.4. evaluate the project and application for compliance with the Scholarship Fund's objectives and submit it for consideration: 22.4.1. Humanities Council if the projects submitted and scholarship applications concern the history, Linguistics, philosophy and literature;
22.4.2. Science Council if the projects submitted and scholarship applications affect the physics, chemistry, mathematics and computer science, biology, Earth and environmental science, engineering and technology, agriculture and medical field;
22.4.3. Social Sciences Council if the projects submitted and scholarship applications affect psychology, economics, pedagogy, Ethnology, demographics, economic and social geography, cities, and other objects in the planning, management, law, political science, sociology and sports;
22.4.4. kultūrizglītīb Council if the projects submitted and scholarship applications affect the kultūrizglītīb (e.g., art, music) and in the area of ethics;
22.5. upon project and lifelong scholarship applications submitted to the Council on the evaluation of the sector Council prepared by the sector Council decision for approval;
22.6. within five working days after the decision of the Board shall inform the project the applicant of the decision taken;
14.1. the project is concluded with the applicant on the implementation of the project;

22.8. prepares reports for the sectoral Councils Fund projects supported by the Fund on the progress and financing;
14.2. create, maintain and update the public and submitted to the Fund projects supported by the Fund database;
22.10. creates, maintains and updates the Foundation's internet home page;
22.11. inform the public about the activities of the Fund;
12/22. analyse information about perspective directions of innovation;
22.13. ensure circulation of information and records laws in the order;
22.14. analyse the sector councils;
22.15. shall be advertised in the newspaper "journal" of the members of the boards of the sector;
22.16. shall draw up and submit for approval to the Board of the fund industry of the members of the boards of the draft list;
22.17. prepares proposals to the Council on the implementation of the project required the resources of the State budget;
22.18. the development budget of the Fund;
22.19. develop estimates of revenue and expenditure, including the pay fund projects;
22.20. develop and submit the Fund allocation plans to the Council for approval;
22.21. issue a design competition for funding and publish the results of the design contest in the "journal" and the Fund's website;
22.22. ensure accounting regulations in accordance with the procedure laid down in the legislation;
22.23. the Fund supports the development of the work plan and updating;
22.24. prepare for publication in the newspaper "Latvian journal" Fund annual public report. Vi. the Director of the Secretariat of the Fund. the Fund's secretariat 23 (hereinafter referred to as the Director) is the Secretariat of the Fund's administrative manager. 24. the Director: 24.1. determines the structure of the Secretariat of the Fund and the number of units of the Office;
24.2. supports the activities of the Fund;
24.3. the Secretariat of the Fund rules drawn up and submitted to the Council for approval;
15.2. the Council acting in accordance with the procedure laid down by the Foundation, owned and in use of movable and immovable property and money and issued a mandate for the Fund and its interests in the name of the representation in Latvia and abroad;
24. in accordance with the mandate of the representative of the Council of the Fund, conclude contracts and make transactions with natural or legal persons;
24.6. quarterly until next month the second Friday gave Council a report on the activities of the Fund;
24.7. is responsible for the internal audit of the Fund;
15.4. the basis of the Council issued orders, performs other tasks according to competence. 25. the Director is subordinated to the Council. 26. in the absence of the Director, his duties shall be authorized by the Director of the Secretariat of the Fund. VII. Fund procedures 27. Fund its obligations with all its property. 28. The Fund for projects and applications for life scholarships are distributed in accordance with the provisions of the design contest. Design contest rules approved by the Council. 29. the Person submitting the application, the Fund shall comply with the contest rules. VIII. the internal audit of the Fund 30. the Fund's internal audit performed by the Fund's internal audit department. 31. the Fund's internal auditor internal audit operation meets the requirements set out in the Act.
