If the Finance Ministry is opposed to the user assignment of it within five working days after the rules referred to in paragraph 17 of the receipt of the application, the applicant shall send a written refusal. The applicant has the right to specify the initial application under the Ministry of finance in writing of the reasons and clarify submission submit again. 20. If the authorised person ceases to hold the (labor) duties, which is associated with the European Union fund management information system, the applicant one working days in writing, sent to the Ministry of finance application for user rights. 21. The Ministry of Finance has the right to withdraw the notified person assigned user rights if it is established that one of the following offences: 21.1. authorized person with your actions or omissions made the possibility of a person other than the person entitled to dispose of the funds of the European Union management information system data;
