No 42 46) the procedure for the granting of European Union support for local action groups for participation in cooperation activities Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the European Union's support for local action groups for participation in cooperation activities (hereinafter measure) single programming document and the programme complement for 2004-2006 (hereinafter referred to as the planning documents) priority "rural and fishery development" event "local action for development (LEADER + type measure)" activities "skills". 2. The aid from the European agricultural guidance and guarantee fund, guidance section-national programme co-financed by the "skills" of the project "skills". The total funding available for aid is 56000 lats, including from the European agricultural guidance and guarantee fund, guidance section-42000 co-financing of late and the State budget – 14000 dollars. 3. Support the implementation period is the year 2007. II. conditions for receiving the aid 4. Support can get the society or Foundation (hereinafter local action group), which meets at least one of the following conditions: 4.1. local action group of strategy development application approved in accordance with the relevant provisions of the rules on open project submission guidelines, planning document of the competition measures the "local action for development (LEADER + type measure)" activity "integrated rural development pilot strategies";
4.2. the local action groups shall draw up development strategy planning document of the event "local action for development (LEADER + type measure)" activities "skills" and comply with the laws and regulations on the application of open project competition guidelines, planning document of the event "local action for development (LEADER + type measure)" activity "integrated rural development pilot strategies". 5. the aid shall be granted for participation in events in Latvia and abroad (such as conferences, seminars, study visits), satisfying the following conditions: 5.1 encourage the local action group development strategy or implementation;
5.2. increase the local action group competence, skill or skills in one of its areas of activity;
5.3. promoting local action groups the formation of cooperation with other Latvian or other local action groups. 6. the support shall be granted 100% of local action groups the costs associated with participation in activities, but not as many as 2000 lats for one event. III. acceptance of application, assessment and granting aid for 7 this provision in paragraph 5 that aid, the local action group within 10 working days from the date of entry into force of the provisions and further up to the first month of the current date (until 1 November 2007), pursuant to the provisions of paragraph 8 shall be submitted to the Ministry of agriculture (hereinafter referred to as the Ministry) submission (annex 1). The application shall be accompanied by the following: 7.1. local action group on delegation of the representative;
7.2. the organizer of the event invitation, or a copy of the approval of membership;
7.3. the organizer of the event prepared agenda;
7.4. aid expenditure, including membership fee, the amount of the allowance, the amount of expenditure on hotels, travel expenses (transport tickets, fuel abroad need insurance, Visa) (annex 2). Expenses calculated in accordance with the relevant provisions of the rules of procedure by which the recoverable with the missions and the staff of travel-related expenses. In the statement of expenditure shall also measure, managing agents and other donor contributions. 8. The local action groups shall submit the application to the Ministry not later than 15 working days before the event. 9. The Ministry within 15 working days from the date of entry into force of the provisions and a further five working days from the first date of the current month shall collect and submit applications created by the Ministry. The Commission shall examine the applications within five working days and shall decide on the granting of aid or the rejection of the application. The minutes of the proceedings of the Commission shall submit to the Ministry. 10. If local action groups application is completed accurately or not not add this provision 7. the documents referred to in paragraph, the Commission shall make a request in writing to the local action group for more information. Additional information the local action group compiled and submitted within five working days of receipt. 11. the decision of the local action groups rejecting the application, the Commission shall adopt, if: 11.1. local action group submitted the additional information requested by the Commission in paragraph 10 of these rules the time limit laid down;
11.2. the local action groups does not meet at least one of the terms referred to in paragraph 4;
11.3. the application does not meet at least one of these rules referred to in paragraph 5;
11.4. This provision has not been complied with, the deadline laid down in point 8;
11.5. the funding available for aid is spent. 12. If one measure delegated more representatives, the Commission shall take a decision on one or more of the representatives of the rejection, if their participation in the event is not appropriate. Preference shall be given to the representative that participates in the event with a presentation or exhibit or speak with other types of messages. 13. the decision taken by the Ministry to inform local action groups. 14. Local action group may challenge the Commission's decision and the appeal in accordance with the administrative procedure law in the following order: 14.1. Commission decision may be appealed by submitting an application to the Secretary of State of the Ministry;
14.2. the Ministry's Secretary of State, may appeal to the Court. 15. The Commission adopted the decision concerning the granting of aid, the Ministry concludes a contract with a local action group. The contract provides for prepayment 100% of the amount of aid granted on the basis of the expenditure. The final settlement after the event specified in the report (annex 3) and the costs for the production of supporting documents in the Ministry. The contract determines the amount of aid allocated to payment modalities and deadlines, as well as the amounts of aid granted reimbursement procedures and deadlines, if the local action group supplied false information, receive the prepayment exceeds the expenses or not complied with the conditions of these rules. 16. Local action group within 10 days after the event in the event the Ministry submitted a report (annex 3) and expenditure supporting documents. 17. If local action group provided false information or has not adhered to the terms of these rules, it shall repay the amount received in accordance with the procedure laid down in the Treaty and timeless. 18. Local action group may not receive support from other structural funds of the European Union the financial sources and the national budget for the same event. 19.
