General questions 1. determines the order in which grant, administered and monitored by national and European Union support for fruit and vegetable delivery general education 1-9 grade students (pupils) of the European Parliament and of the Council of 17 December 2013 Regulation (EU) no 1308/ 2013, with agricultural products the common organisation of the market and repealing Council Regulation (EEC) no 922/72, (EEC) No 234/79, (EC) no 1037/2001 and (EC) No 1234/2007, and the European Commission of 7 April 2009. Regulation (EC) no 287/2009 laying down detailed rules for the application of Council Regulation (EC) No 1234/2007 as regards Community aid for fruit and vegetables processed fruit and vegetable and banana products to the delivery of children in educational establishments in accordance with the "fruit of the school" (hereinafter referred to as aid). 2. supports the Administration and monitoring of the implementation of the Field support service. II. Regulation (EC) no 287/2009 laying down detailed rules for the application of Council Regulation (EC) No 1234/2007 as regards Community aid for fruit and vegetables, processed fruit and vegetable and banana products to children in educational establishments in accordance with the "fruit of the school" (hereinafter Regulation No 288/2009), article 5, paragraph 1, subparagraph "b" "" referred to in subparagraph III, communications costs and paragraph 1 of article 5 of the "b" section in the "ii" above the cost of the evaluation. 4. the applicant, which is a derived public person that rule 3.1. products referred to in the period of support in general education institutions according to the laws and regulations in the area of public procurement, unless these rules otherwise. 5. the applicant is: 5.1 the provisions referred to in point 3.1., the manufacturer of the product, which registered with the food and veterinary service, as well as the producer of the product cooperative society (hereinafter producer); 5.2. the municipality or educational institution; 5.3. economic operator that provides nutrition education; 5.4. a person making Regulation No 288/2009 article 6 paragraph 2 of the "e") ("ii" and in paragraph 1 of article 5 "b") ("III" referred to in the communication measures and operations and field support service is chosen in accordance with the laws and regulations in the area of public procurement; 5.5. the rules referred to in paragraph 32, the person responsible for Regulation No 288/2009 article 6 paragraph 2 of the "e") ("ii" referred to. 6. A prepackaged product is a product of the European Parliament and of the Council of 25 October 2011 Regulation (EU) no 1169/2011 on the provision of food information to consumers and on the amendment of the European Parliament and Council Regulation (EC) No 1924/2006 and (EC) No 1925/2006 and Commission Directive 87/250/EEC, Council Directive 90/496/EEC, Commission Directive 1999/10/EC of the European Parliament and Council Directive 2000/13/EC Commission Directive 2002/67/EC and 2008/5/EC and Regulation (EC) no 608/2004 (hereinafter Regulation No 1169/2011) article 2, paragraph 2, "e" in the definition provided. 11. the rural support service to current year 15 July the official Edition of the "journal" and tīmekļvietn (www.lad.gov.lv) publishes information on support period and the rate of aid per portion of the product during the current school year. 12. the Commission is empowered to review the support period and the rate of aid per portion of the product during the current school year, a change in the overall number of educational institutions participating in the aid program, or regulation no 288/2009 funds laid down in annex II. IV. National and European Union aid and monitoring procedure 13. General education institution each year, before 15 September, supporting the applicant provides information on membership support in the current academic year (annex 3). 14. where these regulations 5.1, 5.2 and 5.3 of the aid referred to in some circumstances the applicant intends to break this rule referred to in paragraph 3, the supply of products education authority, that 10 working days prior to the supply disruption of that decision, notify the field support service. 15. the rural support service until the beginning of the period of support in writing notify the veterinary services of food and aid in General in participating educational institutions and that rule 5.1, 5.2 and 5.3 support referred applicants. If the training institution is not revealed in this rule referred to in paragraph 9.1, releases of assorted students each month receives both fruits and vegetables. 17. This rule 5.4. aid referred to by the applicant up to the beginning of the period of support, general educational institution participating in the aid scheme shall be issued informative poster, produced in accordance with Regulation No 288/2009 article 14, paragraph 1 of the said requirements. General education institution assistance period organised by the students of the class or classes of fruits and vegetables a healthy effect on the human body, as well as at least one of the following educational measures: 19.1. field trips to food company or holding, dealing with fruit and vegetable cultivation or processing; 19.2. the competition, sports and agility competitions or other measures to provide knowledge about healthy lifestyle and nutrition, with a particular focus on the use of fresh fruit and vegetables for the utility. 20. in the period of support, education authority in accordance with Regulation No 288/2009 article 14, paragraph 1, at the main entrance to the places that rule the information referred to in paragraph 17. 21. General education institution assistance period take the portion of the monthly inventory and prepare a report on the use of the product (portions) (two copies) including information about the purchase and the students of the quantity of products distributed in accordance with the provisions of paragraph 18, as well as organised educational measures (annex 5). If the applicant is a general education institution, the report shall be drawn up in a single original. The requirement to submit a certain number of copies of documents does not apply, if the documents are submitted in accordance with the laws and regulations on the circulation of electronic documents. 22. in order to receive the aid, these rules 5.1, 5.2 or 5.3. aid referred to by the applicant in the rural support service shall be submitted by: 22.1. the application for aid (annex 6) per calendar month in which the products are released; 22.2. General education institutions to prepare a statement, if the educational institution in the relevant month of the period of support has changed the registered class 1-9 number of students (annex 4); 22.3. General educational institution of accompanying products supplied derivatives, which is prepared according to the laws drafting and design. The accompanying document shall indicate the number of the delivered portion, as well as the delivered quantities of fruits and vegetables in kilograms; 22.4. the records of the preparation of the product, if the pupil is dedicated to fruits and vegetables or assorted prepared general education institutions in the canteen. 23. in order to receive the aid, the provisions referred to in paragraph 5.4 support the applicant submits the rural support service: 23.1. support application (annex 7); 23.2. the transaction documents on the implementation of communication activities. 24. the expenditure related to the provision of the products referred to in point 3.1., the withdrawal of students of the educational institution, the application shows the total amount of support, exclusive of value added tax: 24.1. no more than 5 percent on the portions of prepackaged products; 24.2. not more than 20 per cent – on portions of prepackaged products. 25. If the application support the retention of the specified product costs exceed this provision set out in paragraph 24, the rural support service to the amount of the aid shall be reduced proportionately. 26. the rural support service within three months after the completed properly and valid support of receipt of the application, shall take a decision on the payment of the aid and, in accordance with Regulation No 288/2009 article 11-cost support. 27. the rural support service in accordance with Regulation No 288/2009 article 12 (1) of the monitor and under Regulation No 288/2009 article 13 control with the support of the implementation of accounting documents and by supporting candidates and general education institutions. According to the Commission the support programme approved evaluation plan and its support for the preparation of these programs assess food safety, animal health and Environmental Research Institute "BIOR" (hereinafter called the Institute). 33. the Institute support programme shall be measured in accordance with Regulation No 288/2009 article 12 (2): 33.1. having regard to the provisions mentioned in the annex 8 indicators and support the parties involved in the program (students, their parents and teachers) and establishing the representative sample; 33.2. to ensure that the evaluation is used only reliable and objective data on the basis of scientific methodology. 34. the Institute supports programs evaluation: 34.1. the general types of educational institutions participating in the aid program, and membership; 21.3. as from the impact of the support programmes has increased fruit and vegetable consumption and what are the implementation of a programme of support for the main factors; 21.3. as support program affects students ' eating habits; 21.4. as educational measures have affected the students ' and their parents ' consumption of fruit and vegetables; 21.4. as for support of the implementation of the programme has changed students ' and their parents ' consumption of fruit and vegetables; 21.5. as support affects the healthy lifestyle (physical activity) among students; 21.6. parental views on a possible partial product costs; 21.6. General education institutions management, teachers, students and their parents suggestions of perfecting the program. 35. the Institute up to 2015 submitted October 1 Field Service support program evaluation plan and its estimate, but up to 2016 October 1 – support programme for the assessment and application of aid (annex 7), then adding the evaluation of transactions and the supporting documents. 36. the rural support service shall evaluate: 36.1. the prepared support programmes the evaluation plan and its them and until 2015 November 1, forward it to the Commission for reconciliation; 36.2. the prepared support programmes for evaluation and estimate and by 2016 November 1, forward it to the Commission for reconciliation. 37. The Commission shall, within two weeks of the rule referred to in paragraph 36 of document, shall take a decision on the approval of the decision and inform the field support service. 38. the rural support service within three months of the rules referred to in paragraph 35 of the receipt of the application, the aid covers with an assessment of costs in accordance with Regulation No 288/2009 article 5 paragraph 1 subparagraph "b" "ii" section and those approved by the Commission. 39. the Institute five years after the receipt of the aid, keep that rule 35. documents listed or their derivatives and presented at the request of the field support service. 40. the rural support service, paying out the aid rules referred to in paragraph 5, shall be borne by the applicant in support of the value added tax costs those applicants that are the value added tax, if Regulation No 288/2009 provides otherwise. 41. the rural support service of Regulation No 288/2009 article 15 (1) provides information to the European Commission. 42. the rural support service to Regulation No 288/2009 article 12, paragraph 2, the period shall be forwarded to the European Commission to support programmes for the assessment report. V. concluding questions 43.
