Cabinet of Ministers Regulations No. 541 in 2015 (29 September. No 51 10. §) rules on military aerodromes and military aviation site security object potentially dangerous labelling and fitting with aizsarggaism issued in accordance with the law "on the air", the fourth part of article 113.2 and 113.3 a quarter of article i. General questions 1. determines the order in which the military aerodrome and military aviation site security potentially hazardous objects owner and possessor shall be marked and be provided with the aizsarggaism of the objects (hereinafter labelled objects) : 1.1. that absolute height of 30 metres and more above the military aerodrome control absolute height (five kilometres of it) or that approach or exceed any aerodrome obstacle limitation surfaces; 1.2. which, whatever their height will be military aircraft take-off or landing, two kilometres from the nearest runway threshold; 1.3. where the absolute height of 75 metres and more above military aviation higher landfill space (Earth's surface) the geographical terrain of the site, 15 kilometres from the military aviation of the outer edge of the landfill. 2. Marķējamo objects marked and equipped with aizsarggaism, subject to the conditions laid down in these rules, which shall be included in the permit issued by the Ministry of defence military airfield and military aviation operations safety landfill potentially hazardous objects for the construction, installation and deployment (hereinafter referred to as the permission of the Ministry of defence). Conditions to be objects – structures – marking and fitting with aizsarggaism can include the authorization of the Ministry of defence in the technical regulations. 3. If the object is to be the national protected cultural monument, its labelling or fitting with aizsarggaism to be carried out in conformity with the requirements for the protection of cultural monuments, in order not to decrease the value of cultural monuments. Municipal cultural objects of certain labelling labelling or fitting with aizsarggaism, take it to a reduced post heritage value of object. II. the Labelling object 4. labelling requirements Labelling object shall be marked (color): 4.1 subsequent contrasting color bands, if it has a continuous surface where one edge of a horizontal or vertical direction more than 1.5 metres, while the other side is less than 4.5 metres, or if it has a wireframe form height or width is greater than 1.5 metres. The band forms a perpendicular to the largest dimension, the width shall be selected in accordance with the provisions of annex 1. To bar contrast with the background, use the Orange and white colors, except where these colors to blend in with the surroundings. Bar ends of the object to be stained darker (1 and 2); 4.2. check if it is a continuous surface and the projection on a vertical plane is less than 4.5 metres in two dimensions. Creates the panes as rectangles with an edge length of not less than 1.5 metres and not more than three metres, the darker the color of the corners (annex 1). Check mark use orange and white or red and white colors, except where these colors to blend in with the surroundings; 4.3. one prominent, if its projection on a vertical plane is less than 1.5 meters in both dimensions. Use orange or red color, except where these colors to blend in with the surroundings. 5. This provision 4. in the cases referred to in point required for acquisition of contrast can also be used for other colors. 6. Markers (in the form of spherical single-color objects with a diameter of not less than 60 centimeters), which are placed to be objects or directly next to them and not higher than, the same labelled objects, set so that the object can be identified clearly at least 1000 metres from the air and 300 meters from the ground, and they do not increase post object. 7. The interval between two adjacent markers, or between the marker and the props are: 7.1.-35 meters, 30 if the marker is 60 to 80 centimeters in diameter; 7.2.35-40 meters, if the marker is 80-130 cm in diameter; 7.3.40 meters and more, if the marker is 130 centimeters in diameter and more. 8. If there are several air wires or cables, markers placed in the point which is not less than the highest run level. 9. White, red or orange markers placed alternately. 10. temporarily deployed to marķējamo objects to be marked with the following flags: 10.1 monochrome orange flags that edge length not less than 0.6 meters. If the orange color to blend in with the surroundings, use other well distinguishable colors; 10.2. check flags that edge length not less than 0.9 metres. Tartan flags each pane edge not less than 0.3 metres. Use the Orange and white or red and white. If these colors to blend in with the surroundings, use other well distinguishable colors for flags in contrast with each other and with the background on which they appear; 10.3. triangular flags, which one party is orange, and the other white or one side is red, the other white. If these colors to blend in with the surroundings, use other well distinguishable colors. 11. Labelling labelling of objects intended for flags to be placed around the object, its top or around the object to be the highest edge not less frequently than every 15 metres. III. conditions for the use of 12 Aizsarggaism. Marķējamo object shall be fitted with low, medium or high intensity aizsarggaism (Appendix 3) or a combination thereof. Aizsarggaism set up as closely as possible to be the highest point on the object, the object to be points or edges that have the highest relative to aerodrome obstacle limitation surfaces. 13. If the labelling object width and length is small and its height above the terrain is the location of less than 45 metres in length, used A type of low-intensity aizsarggaism, but localities with increased background brightness – type B low intensity aizsarggaism (annex 2). 14. If the labelled item covers a large area or height above terrain location exceeds 45 metres, use (A), (B) or (C) type of medium intensity aizsarggaism. (A) and (C) type of medium intensity use separately, aizsarggaism type B aizsarggaism of medium intensity are used alone or in combination with type B low intensity aizsarggaism. 15. (A) the type of high-intensity aizsarggaism used to be the name of the object with a height above the location of more than 150 metres of terrain, or in cases where the national armed forces air navigation study results suggest that the following lights are required to be labelled for identification of object during the day. 16. Type B high intensity aizsarggaism are used to denote air wire or cable supports where: 16.1. National armed forces air navigation studies suggests that the following lights are necessary for air or cable wires to represent; 16.2. for practical reasons it is not possible to affix stamps wires or cables. 17. using type B high intensity aizsarggaism, they deployed on three levels: 17.1. based at the highest point. 17.2. air wire or cable of catenary curve at its lowest point. 17.3. the middle between 17.1. these provisions and 17.2 the levels referred to. 18. marķējamo illuminating objects, causing debris sited in the upper aizsarggaism 1.5-3 metres below the labelled item, the highest point (annex 2). 19. the temporary aizsarggaism of labelled objects be equipped building, installation or deployment when the height of the object to be reached in the permit of the Ministry of defence. 20. Wind the generator gondola is equipped with two aizsarggaism so that their positions in the horizontal plane aircraft pilot to provide not less than one aizsarggaism of visibility from any direction and aizsarggaism area of 360 degrees would be. 21. Marķējamo objects, which can be equipped with aizsarggaism (for example, fixed balloon, the Church's Bell Tower), can fade with three or more lights, placed equidistantly around the base of the post object. Spotlights provide the luxury of not less than 160 average lighting to be the top third of the object. 22. If A or B type high intensity aizsarggaism or A type of medium intensity use night aizsarggaism can impair pilots in the vicinity of the aerodrome with a radius of 10 kilometres and the national armed forces of aeronautical research, provides a double-post object illumination system with type A or B high intensity aizsarggaism or, if necessary, with A type of medium-intensity aizsarggaism of day and twilight hours and (B) or (C) type of medium intensity aizsarggaism of the night. 23. If a high-intensity aizsarggaism of the day you need to refer to the mast or antenna where the top is the enhancement as zibensnovedēj or exceeds 12 metres in height, but the top is not possible to set a high-intensity, high-intensity aizsarggaism aizsarggaism shall be possible at a higher point, but the peak, if it may be A type of medium-intensity aizsarggaism. 24. If the aerodrome obstacle limitation surface is sloping and the object to be the highest point above the surface of the object to this labelling at the highest point, deploy additional aizsarggaism to the object to be the highest part. 25. According to this provision, 26, 27, 28 and 29 to determine the appropriate number of levels, aizsarggaism the use of land or its equivalent-around existing buildings the highest points (annex 2). 26. If the labelling object is represented by A type of medium-intensity aizsarggaism, but its highest point is higher than 105 metres, between the aizsarggaism and the upper ground level or near the highest point of the building equal distances from each other places additional aizsarggaism so that the interval between them does not exceed 105 meters. 27. If the object is to be represented by the type B aizsarggaism of medium intensity, but its highest point above about 45 meters, between the aizsarggaism and the upper ground level or in the vicinity of the highest point of the building in addition to interchangeably deploy low-intensity type B and type B aizsarggaism medium-intensity aizsarggaism so that the interval between them does not exceed 52 metres. 28. If the labelling object is represented by a type C aizsarggaism of medium intensity, but its highest point above about 45 meters, between the aizsarggaism and the upper ground level or near the highest point of the building equal distances from each other places additional aizsarggaism so that the interval between them does not exceed 52 metres. 29. If the labelling object is represented by A or type B low intensity aizsarggaism, but its highest point is higher than 100 metres, between the aizsarggaism and the upper ground level or near the highest point of the building equal distances from each other places additional aizsarggaism so that the interval between them does not exceed 45 metres. 30. If starplīmeņo uses A type of high-intensity aizsarggaism, its located equal distances from each other so as to intervals not exceeding 105 metres between the ground level and the provisions referred to in paragraph 23 of the upper aizsarggaism (aizsarggaism), except when determining the number of levels on the ground level of the building is used equivalent to the highest point. 31. (A) and (B) the type of high-intensity angle aizsarggaism the Setup complies with the rules set out in annex 3 angles. 32. Low, medium and high intensity aizsarggaism number and arrangement of each level provides for labelling flier object visibility in a horizontal plane from any direction, and aizsarggaism the area is 360 degrees. IV. activities of Aizsarggaism characteristics To be 33. object of type (A) and (B) the medium-intensity and high-intensity type of synchronous flashes aizsarggaism. 34. A type B high intensity aizsarggaism, which stands for air wires or cable supports, flashes in sequence – first impulse gives the mean aizsarggaism, then aizsarggaism, which is set up on the top, and finally in the lower aizsarggaism. 35. air wires or cable supports the marking type B high intensity intervals between pulses aizsarggaism choose: 21.8. Pulse interval between the middle and upper aizsarggaism is 1/13 of the total cycle; 35.2. Pulse interval between the upper and lower aizsarggaism are 2/13 parts of the total cycle; 35.3. the momentum of the interval between the lower and middle aizsarggaism is 10/13 parts of the total cycle.
