No 53 13) operational programmes for the "growth and jobs" 9.2.1. specific objectives of aid "to raise social services efficiency and professionalism of employees working with risk situations in the parties ' Support measures ' 9.2.1.3 specialists to work with children with communication difficulties and behavioural disorders and domestic violence" implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines the : 1.1 the procedures for implementing the action programme "growth and employment" 9.2.1. specific objectives of aid "to raise social services efficiency and professionalism of employees working with risk situations in persons" (hereinafter referred to as the specific objective of aid) measure "support 9.2.1.3 professionals working with children with communication difficulties and behavioural disorders and domestic violence" (hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. the requirements of the European Social Fund project for the applicant and partner; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project in a unilateral notice conditions. 2. objective of the measure is to enhance the professionalism of specialists working with children, including those with communication difficulties and behavior disorders, and to improve efficiency, to reduce domestic violence while providing public education about domestic violence. 3. in the event the target group are: 3.1 children with communication difficulties and behavioural disorders; 3.2. State and local government professionals working with families with children and this provision as referred to in point 3.1. target groups of statutory representatives or caregivers; 3.3. Child protection statutory entities (professionals) who require expertise on the rights of the child. 4. Measure are achievable following a specific aid target monitoring indicators: 4.1 to 2018 31 December: outcome indicator 4.1.1-the number of professionals who participated in the training of child protection laws, – 2 000; 4.1.2. specific outcome indicators – number of children with communication difficulties and behavioural disorders, which developed supporting programs – 300; 4.1.3. the specific outcome indicators — professionals and children with communication difficulties with the legal representatives or the number of caregiver provides recommendations for children's behavioral adjustment,-700; 4.1.4. financial performance – certified expenditure of eur 586 934; 4.2. till 2023 December 31: outcome indicator 4.2.1 – number of specialists participated in training on the rights of the child protection – 5 825; 4.2.2. specific outcome indicators – number of children with communication difficulties and behavioural disorders, which developed supporting programs – 1 000; 4.2.3. the specific outcome indicators — professionals and children with communication difficulties with the legal representatives or the number of caregiver provides recommendations for children's behavioral adjustment – 2 250; 4.2.4. results indicators – number of experts raised the level of professional qualifications in the field of protection of the rights of the child, measures 5 5 825. implement limited project application selection. 6. II. requirements for the applicant and the project partner 10. Minors support information system (hereinafter referred to as the information system) adjustment; 16.2. the child protection and domestic violence with children in prevention measures, including: 16.2.1. development education programme knowledge development education program (education programs) and educational programs for training development and approval of the methodology (pilot project); 16.2.2. the rules referred to in point 3.3 target groups of training according to the rules referred to in paragraph 16.2.1. education programmes; 16.2.3. awareness-raising activities to change public awareness, including interactive games, to recognize and reduce violence in families with children; 16.2.4. population survey on the public change of attitude in relation to domestic violence; 16.3. information and publicity measures for the implementation of a project; 16.4. the project management and ensure its implementation. 17. Measure the following costs: plan 17.1. direct eligible costs; 17.2. indirect eligible costs; 17.3. the unexpected costs. 18. These provisions 17.1. referred to the direct eligible costs include the following positions: 18.1. direct personnel costs according to State and local officials and employees of the institutions of legal remuneration, excluding overtime. If the staff is employed in the normal working time, work equipment acquisition cost is eligible for 100 percent.
