' 9.3.1.2 infrastructure development functional assessment and technology asistīv (technical equipment) for the Exchange Fund" (hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. requirements the project applicant; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project in a unilateral notice conditions. 2. objective of the measure is to develop the infrastructure of functioning of the rating system and asistīv technology (technical equipment) for the Exchange Fund to persons with medical treatment person recognized functional impairment. 3. in the event the target group is disadvantaged in population: 3.1 persons with functional disabilities, including persons with disabilities and persons with predictable disabilities; 3.2. the children and young people from 7 to 25 years with functional disabilities who obtain basic education and general secondary education and vocational training institutions.  4. Measure are achievable following indicators: 4.1 to 2018 31 December – financial performance – certified expenditure of eur 815 415; 4.2. till 2023 December 31 – specific outcome indicators: 4.2.1 create functional assessment systems infrastructure – 1; 4.2.2. create a asistīv-tech (technical equipment) of the Exchange Fund's infrastructure – 1.5 implements a limited selection of project application form. 6. Measure the responsible authority for the Ministry of welfare (hereinafter referred to as the responsible authority). 7. Measure the total available funding is applicable 4 077 075 euro, including the European regional development fund – 3 465 513 euro and national budget funding – 611 562 euros. 8. the maximum eligible European regional development fund shall not exceed 85 per cent of the total eligible project funding. 9. II. Requirements for the project the applicant 10. IV. the Measures and conditions for the implementation of the project

These activities provide: 30.1. functional assessment systems (laboratory) and asistīv-tech (technical equipment); 30.2. functional evaluation licenses and copyright acquisition; 30.3. functional assessment systems (laboratory) and asistīv-tech (technical equipment). 31. This rule 14.3. eligible referred to the implementation of the action provided the requested funding is linked to the service provider. These activities are carried out in the framework of the assessment of the functioning of the information necessary for the compilation of the database development experience (including software). 32. The European regional development fund shall be invested in the property to which the beneficiary has accepted ownership or use rights which confirms the beneficiary signed a long-term (at least nine years) lease agreement that is in effect for another five years after the end of the project.  33. in implementing the project, the funding recipient: 33.1. attracted by the project management personnel on the basis of the contract of employment that provides for the reimbursement of costs. If the project management personnel is linked to the employment contract, the beneficiary shall ensure that project management staff are linked to the normal working time (part-time may be applied to the remuneration of relevance principle) or to part-time jobs, respectively, making the project management staff working time records of all the functions and time worked; 33.2. attracts service providers according to public procurement law; 33.3. (company) service contracts, advance payments made for no more than 20 percent of the value of the contract concerned; 20.8. to ensure information and publicity measures, the European Parliament and of the Council of 17 December 2013 Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006 and regulations, arrangements for the European Union's structural and cohesion funds in 2014 introduction – 2020 programming period provide a communications and visual identity requirements. If the project management personnel is linked to the employment contract, the beneficiary shall ensure that project management staff are linked to the normal working time (part-time may be applied to the remuneration of relevance principle) or to part-time jobs, respectively, making the project management staff working time records of all the functions and time worked; 20.9. to accumulate data about the following horizontal principle of "equal opportunities" the horizontal pointer – number of objects, in which the European regional development fund is a result of the investment environment and access to information; 33.8. provide project results and resources for the maintenance of the project results, as well as the sustainability of the results achieved at least five years after the end of the project, using the public financing of the infrastructures developed only within the public administration of the delegated tasks. 34. the draft amendments to be made according to the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period. 35. cooperation authority have the right to unilaterally withdraw from the agreement for the implementation of a project in any of the following cases: 21.8. beneficiary does not comply with the agreement on the implementation of the project, including the project under the project deadlines or joined other factors adversely affecting or likely to affect the purpose of the aid monitoring indicator or measure; 21.9. in other cases, an agreement on the implementation of the project. 36. within the framework of the project the measures implemented in accordance with the signed agreement for the implementation of a project, but no longer than up to Dec 31, 2019. 37.
