2. Supplement with 11.1 points as follows: "The provisions of paragraph 11 11.1 shall not apply in respect of marginally compliant aircraft registered in developing countries, except if: 11.11. aircraft noise certificate has been received pursuant to the Convention between and international civil aviation Annex 16 volume 1, part II, Chapter 3, and it uses the aerodrome concerned during the period from 1996 in the 1 January to 31 December 2001;
11.12. this rule 11.11. the period referred to in the plane was registered to the developing country concerned aircraft register and continue to use it in this country to a natural or legal person. "
3. To supplement the provisions of the following paragraph 18: "18. This rule 11.1 points is valid until March 31, 2012."
4. Make the following point 1.1 of the annex: "1.1. Description of the airport, including information about its capacity, location, surroundings, air traffic volume and mix and runway mix."
