No 55 44) public transport services arrangements for organizing the network Issued in accordance with the public transport service of the law article 6 the first and tenth and seventh paragraph of article 8 of the general question 1. determines the basic route network and outside the core route network development, public transport services and, at the request of the route network of the determination of the amount of the order, as well as the arrangements for organizing public transport services basic route network and outside the core route network. 2. 5.3. the regional local route-district municipality after coordination with the Directorate of road transport. 6. the location of the staging point shall be determined taking into account the following conditions: 6.1. people are situated in convenient locations;
6.2. the distance between the staging in populated areas may not be less than 800 metres, but outside them – about two kilometers;
6.3. the municipality after coordination with the Directorate of road transport, taking into account the specific nature of the city, you can determine the distances between stops less than mentioned in paragraph 6.2. of these rules;
6.4. Subscriber after coordination with the Directorate of road transport and road Manager outside built-up areas can determine the distances between stops less than mentioned in paragraph 6.2. of these rules. 7. the municipality after coordination with the Directorate of road transport shall be granted for the name of the waypoint (excluding stops on the route to the meaning of the city). Waypoint name must be different from existing in Latvia in the name of the staging point, except for names containing toponym. 8. Road Transport Directorate stops to each staging point code (except for the staging route to the meaning of the city). 9. rail routes in the station and the stopping points of the opening shall be governed by the provisions of the railway station, changes to point and point to the opening, closing and title. 3. Public transportation service request and route network 10. determination of the amount of the public transport service requests and route network amount is determined on the basis of: 10.1 population needs and defining indicators;
10.2. public transport service quality indicators: 10.2.1. usability-the amount of the public transport services according to geographic location, intensity and mode of transport;
10.2.2. accessibility-access to public transport, provided by linking with various types of public transport vehicles and options, with a different type of passengers in public transport;
10.2.3. the accessibility of information-provision of systematic information on public transport;

10.2.5. passenger service-public transport service elements, introduced to ensure the best possible coordination of public transport services to the individual interests of passengers;
10.2.6. comfort-service elements, introduced to make the driving public transport more enjoyable;
10.2.7. Security-passenger personal sense of security due to actually implement security measures and passenger information on planned measures. 11. the district municipality shall prepare a draft decision on regional local route network and sends it to the Directorate of road transport harmonisation. The draft decision shall be accompanied by: 11.1. the district map that depicts the routing schematic network boundaries, and a breakdown of the amount of the order, if the entire route network is not intended to pass to service one of the public transport service contracts;
11.2. route network in the route (route network and based off the main route network) list (annex 1);
11.3. each route description and scheme (scheme is the route route (with stops) display map scale of 1:200,000 or, if the route is for the staging, which is not built, 1:50000). Route description sequentially with road and street names indicate bus routes, stops, including the technical staging (staging public vehicle stopping location for public vehicle technical service, ancillary staff working regime and the rest of the passengers, but not for the interchange of passengers), stop code (if any) and the name of the location on the track or street, distance (km) between the staging and distance (km);
11.4. every route (flight) (public service vehicle route from one route to another destination) the need for socio-economic reasons (existing and potential volume of passenger flow and analysis of financial indicators, the social role of transport) (annex 2);
11.5. the bus schedule to regional local route (Appendix 3) or a train timetable route (annex 4) (sent electronically);
11.6. passenger and baggage tariff table project (also sent electronically);
7.3. rail infrastructure manager's opinion, if the regional local bus route crossing the railway tracks by one level crossing and the crossing does not belong to a regional matter inter-urban routes;
11.8. rail infrastructure manager's opinion on the draft list of train movements and compliance with the allocation of railway infrastructure capacity and technical capabilities;
7.4. the local authorities concerned set up a route survey of the Commission's opinion on the road (Street) or the technical situation, if the regional local bus route was created by road (Street), which does not belong to a regional matter inter-urban route. 12. The relevant public transport public transport applicable to the service quality indicators and quality level according to the competence of the Directorate of road transport or Republican city or district municipality (hereinafter-subscriber) public transport service contracts. 13. the Republican town or district municipality before public transport service order Organization prepares a public transport service contracts and forward it to the Directorate of road transport coordination, together with the following documents (one copy of the agreed contract and annexed documents remain in the possession of the Directorate of road transport): 13.1. information about public transport services quality requirements specific to the route (flight);
13.2. public transport cost calculation;
8.3. public transport service tariff calculation. 14. District municipality after the grant of the carrier to provide public transport services endorsed by the public transport service contracts (contract amendment) draft and sends it to the Directorate of road transport harmonisation. Contract (contract amendment) shall be accompanied by: 14.1. basic information about carrier-name, legal address, occupation;
14.2. information about the carrier's experience and proof of good repute for the provision of public transport services;
14.3. information about public transport services on public vehicles involved, their restoration and modernisation plans.
14.4. the cost of public transport services and passenger kilometres cost calculation for each route;

14.5. public transport service tariff calculation. 15. This provision 14.1, 14.2, 14.3.., 14.4 and 14.5. referred to in documents shall also be submitted for each person in the Group and each of the subsidiaries (where provided). 16. the Republican town or district municipality before public transport service obligations (liabilities) sent to the Directorate of road transport taxation harmonisation binding draft regulation 13 of these regulations together with the information referred to in paragraph (one matching binding of a copy of the regulations and the annexed documents remain available to the Directorate of road transport). 17. the Republican town or district municipality, by the road Directorate of public transport service contract, draft amendments to the regulations annexed to the information referred to in paragraph 14 concerning the amendments provided for in the Treaty and. 18. Road Transport Directorate before public transport service contracts (contract amendment) matching or local rules binding (binding Amendment) approval may require the Republican town or district municipality for additional information on the conditions under which expected to close public transport service contracts (contract amendments to be done), or impose the obligation (commitments) to provide public transport services. 19. the Republican town or district municipality by public transport service contracts (contract amendment) coordination and signing of Treaty one copy shall be sent to the Directorate of road transport. 20. Republic City municipality and the district municipality on a quarterly basis (up to a quarter of the calendar year following the month of the tenth date) submit information about the Directorate of road transport: 20.1. creating a new route and the need for socio-economic reasons (annex 2);
20.2. information about the route (flight) (brief description of the nature and content of the amendment);
20.3. information about certificates issued and withdrawn;
20.4. information on transport in the city (annex 5). 21. the Central Statistical Bureau every three years to collect information on the movements of the population. 4. the organisation of public transport service route discovery 4.1, modification, closure and movement list approval 22. new route and route flight route network found, route (flight), and the switch as well as the timetable: 22.1. the Directorate of road transport (planning of the interested municipalities and regions in the perspective of clearance)-regional Intercity route to the meaning;
22.2. the Republic city-a city meaning route, carriage of passengers by bus, trolleybus or tram;
22.3. the district municipality-district city meaning route (after coordination with the Directorate of road transport) and the regional local route. 23. Railway routes and train movements found in the route list confirms this in point 22 of the rules of that institution, after coordination with the infrastructure managers. 24. The client, taking into account the special circumstances (such as traffic, weather, road, street or track repairs), the motion may be provided in the list changes (for example, the seasonality of transport intensity), which shall enter into force without special consent. 25. the proposal for the new route (flight) may be submitted to the carrier and any other legal or natural person submitting an application to a specific customer in the sample form (annex 6). New route or service may also be initiated at the Subscriber. 26. The provision referred to in paragraph 25 the application shall be accompanied by the following documents: 26.1. route (flight) the need for socio-economic reasons (except the city means transport) (annex 2);
26.2. the route (flight) description and diagrams: 26.2.1. regional matter inter-urban route scale 1:200000;
26.2.2. regional local route to a scale of 1:200,000;
26.2.3. City meaning route, a scale of 1:20,000;
26.3. route (flight)-sequential with road and street names indicate the movement of the vehicle to the public route, waypoints, including technical staging, staging code (if any) and the name of the location on the track or street, distance (km) between the staging and distance (km);
26.4. the route (flight) schedule of regional local route (Appendix 3) or a train timetable route (annex 4) (sent electronically);
26.5. passenger and baggage tariff table project, except in the matter of the city routes (also send electronically);
16.5. rail infrastructure manager's opinion, if the bus route crossing the railway tracks by one level crossing and the crossing does not belong to a regional matter inter-urban routes;
16.6. rail infrastructure manager's opinion on the draft list of train movements and compliance with the allocation of railway infrastructure capacity and technical capabilities;
16.7. technical mileage (km) of public vehicle lift point to the starting point of the route (flight) and the route (route) to the destination public vehicle location;
26.9. with the new route (flight) research related expenses calculation, if the applicant has incurred such expenses. 27. a Subscriber, based on this rule 26.9. estimates of expenditure referred to in point, determine the amount of expenditure to be repaid. Refundable expenses shall be borne by the Subscriber means a Subscriber. 28. the new regional Intercity route is a route to the meaning which differs significantly from the existing route and back up to maximum of 50 Pro cents. Compliance with the new route the client also determines its functional meaning. 29. a new regional local route is a route that differs from an existing route and backs up to a maximum of 70 per cent. 30. the new role of urban route is route that differs from an existing route and backs up to a maximum of about 60 percent. 31. a new flight, subject to this provision 28, 29 and 30, is a voyage that differs from an existing service with arrival and departure time or route scheme of the change at least one arrival or departure--time. 32. The Commission shall draw up a law on Road (Street) or the technical condition and determine the measures to be taken. 39. the importance of the city route and regional local route road (Street) or the stage of the survey create a Commission composed of: 39.1. the Republican town or district municipality's Representative-Chairman of the Commission;
24.4. the road (Street), a representative of the holder;
39.3. public joint stock company "Latvian state roads" representative;
24.5. the carrier or his representative (if required);

24.5. railway infrastructure manager (where the route crosses the railway tracks by one level crossing). 40. regional Intercity route road survey the meaning to create a Commission composed of: 24.9. Department's representative of the consequences-the President of the Commission;
40.2. the national joint stock company "Latvian state roads" representative;
40.3. railway infrastructure manager (where the route crosses the railway tracks by one level crossings);
25.1. the municipal representative;
25.2. If necessary, the carrier or his representative as well as other interested persons. 41. The route along the track (excluding the tram tracks) surveyed the laws on railway technical operation. 42. If the new road construction or repair of the existing road transport route during the week goes through the bypass is intended to change or stop of the road layout, possessor is obliged to harmonize with the principals in new road construction or road repair work in an existing project. 43. If it is intended for exceptional circumstances necessary Highway, street or railway infrastructure repair: 43.1. railway infrastructure manager for rail infrastructure repairs associated with the passenger train a stop or a restriction on the rail, as it is not possible for the transportation of passengers by order, shall notify the Subscriber, subject to the following terms: If 43.1.1. rail infrastructure overhaul-two months before the commencement of work;

43.1.3. exceptional circumstances (such as natural disaster, accidents), the repair must be carried out to restore the train movements along the tracks or to prevent threats to traffic safety, human life, health, property or environment of people,-immediately;
43.2. the road (Street) Manager for the road (Street), which is associated with the cessation of movement of a particular road (Street), inform the customer of the period, subject to the following terms: 43.2.1. where road (Street) overhaul and is mounted in the SideTrack,-two months before the commencement of work;
43.2.2. where road (Street) maintenance and repairs-a month before the launch;
43.2.3. exceptional circumstances (such as natural disasters), the repair must be carried out to restore the movement along the road (Street) or to prevent threats to traffic safety, human life, health, property or environment of people,-immediately. 44. where the infrastructure manager or the railway road (Street) the possessor of that rule 43, paragraph in the order and within the time limits have not announced the launch of the carrier and repairs therefore have additional direct expenditure, it bears of the rail infrastructure or road (Street) the possessor. 45. new road construction or repair the existing road project road possessor (road construction or repair by the Subscriber) coordinate with the Directorate of road transport in relation to the route (route) and staging deployment. 46. the carrier for expenses related to the slip road, the road of the possessor (road construction or repair the client) include road construction or repair them. 47. For the consideration of proposals for a new route (route), route (flight) modification or closure, the Subscriber can create Advisory Board (Commission). 48. to open new regional routes of local interest (flight), District Council or its authorized institution shall send to the Directorate of road transport: 29.9. route (flight) the need for socio-economic reasons (annex 2);
48.2. (flight) of the route description and scheme;
48.3. the route (flight) schedule of regional local route (Appendix 3) or a train timetable route (annex 4) (sent electronically);
48.4. passenger and baggage tariff table project (also sent electronically);
30.1. rail infrastructure manager's opinion, if the regional local bus route crossing the railway tracks by one level crossing and the crossing does not belong to a regional matter inter-urban route or the route of local interest;
30.2. rail infrastructure manager's opinion of the route schedule of the train project and its compliance with the allocation of railway infrastructure capacity and technical capabilities;
30.3.38 of these rules in the cases referred to in paragraph-the municipal route survey established the Commission's opinion on Road (Street) or the technical condition of the period;
30.3. technical mileage (km) of public vehicle lift point to the starting point of the route (flight) and the route (route) to the destination public vehicle location;
30.4. with the new route (flight) research related expenses calculation, if the applicant has incurred such expenses. 49. not later than 10 days before the commencement of the road traffic Directorate coordinated the new route (flight) district municipality Directorate of road transport shall be informed in writing of the date of commencement of carriage. 50. the provision of public transport services in the new law of the route (flight) granted or obligation (commitments) to provide public transport services in the public transport sector regulatory laws. 51. 57.3. (flight) of the route description, which sequentially with road and street names indicate the movement of the vehicle to the public route, waypoints, including technical staging, staging code (if any) and the name of the location on the track or street, distance (km) between the staging and the entire route length (km);
57.4. route (flight) socio-economic justification of amendments (annex 2), except that if you do not change the driving route or amendments are made to the maintenance of the railway infrastructure;
57.5. estimated income from the provision of public transport services on the route concerned (trip);
57.6. technical mileage (km) of public vehicle lift point to the starting point of the route (flight) and the route (route) to the destination location of public vehicles. 58. the amendments to harmonize the regional local route (flight), District Council forwarded to the Directorate of road transport: 58.1. timetable of the regional Intercity regional meaning local interest or the interest of the city route or train timetable route;
58.2. (flight) of the route description and diagram, except if the motion is amended in the list only the driving time or flight time;
58.3. the justification of the need for amendments, stating: 58.3.1. route (flight) socio-economic grounds (annex 2), except that if you do not change the driving route or amendments are made to the railway track or road repairs;

58.3.2. estimated income from the provision of public transport services on the route concerned (trip). 59. before taking a decision on the matter of regional Intercity route (flight) of the road transport administration amendment clarified the views of the interested authorities. 60. not later than 10 days before the commencement of the carriage or the termination of the agreed with the Directorate of road transport in the new, amended or closed route (flight) district municipality in writing inform the Directorate of Road transport or termination date. 61. the route (route) may propose the closure of the customer, the carrier, as well as any other legal or natural person. 62. the application of the route (annex 6) submitted to the customer. The application shall be accompanied by information on flows of passengers on the route in question and the financial figures for the past two years. If the transport is carried out in less than two years, the application adds financial figures for each month from the date of commencement of carriage. 63. In reaching a decision on the conclusion of the route (flight), the Subscriber shall assess the need to introduce alternative public transport services. 64. before taking a decision on regional local route (route) the closing of District Council forwarded the draft decision to the Directorate of road transport, in order to clarify its position. Before a decision on the matter of regional Intercity route (flight) closure of the Directorate of road transport stakeholders find out local views. 65. On the new route (route), route (flight) amendments or route (flight) closure of the carrier shall notify the public, placing the information bus terminals, railway stations, stops and the media law. 66. the decision of the Directorate of road transport on the new route (route), route (trip) the amendments or the closure of the route (flight) may be challenged in the Ministry of transport. 67. The municipal decision on new route (route), route (trip) the amendments or the closure of the route (flight) may appeal to a court in the administrative order. If the municipality the route network management and service organisation has delegated to another person, then the person delegated decisions may be challenged in the relevant municipality. 68. in specific cases, to plan a route network, public status may be granted to vehicle passenger car. 4.2. issue and cancellation of a proof 69. provision of public transport services rights bus route (flight) confirm the customer's receipt issued. 70. the carrier may receive a Certificate, which is the operator of passenger transport special permit (license). If a rail carrier for the carriage of passengers, the carrier may receive a certificate, which has a railway security certificate, certifying that the carrier has the right to use the railway infrastructure in the respective compartments. 71. the receipt issued by the carrier and is voided: 71.1. the Directorate of road transport-regional Intercity route to the meaning;
71.2. the Republic city-a city meaning route passenger services by coach and bus;
71.3. the district municipality-regional, local and district town of interest route. 72. Subscriber certificate specifies the following information: 72.1. receipt issuing;
72.2. receipt by the beneficiary;
72.3. receipt of series and number;
72.4. period of validity of the certificate;
72.5. route name and number;
72.6 at. flight number;
72.7. trip posted public vehicle departure time from one destination and arrival time to the other endpoint;
72.8. days of the week when the voyage;
45.3. the contract number;
72.10. other information (if applicable). 73. If a decision to issue a receipt, the client determines the date of commencement of carriage. 74. the receipt issued by the carrier after the tenderer who has obtained the services of public transport right or obligation imposed on (commitments) to provide public transport services on the route concerned (trip), the conclusion of a public transport service contracts. 75. within 10 days after the decision to issue a receipt for the customer announces issuance of a certificate, the validity period and the date of commencement of carriage: 75.1. the Directorate of road transport-interested authorities, line possessors of structures and other stakeholders;
75.2. Republic City municipality-municipalities concerned, line possessors of structures and other stakeholders;

75.3. district municipality – Directorate for road transport, interested Governments, line possessors of structures and other stakeholders. 76. the certificate shall be issued to the public transport service order agreement, except that rule 77 and 88 cases referred to. 77. in order to ensure adequate and continuous public transport services, in particular cases, if there is a traffic stop or condition (e.g., natural disasters, social events, corporate insolvency) threats and if these cases not to apply this provision of the conditions referred to in paragraph 43, the client may issue a one-time or short-term certificate, without public transport services, regulations governing the provision of public transport services in the award procedure. The total one-time or short-term certificate shall not exceed 12 months. 78. A service on the route in question (the trip) is located at the driver's original proof. Proof is only valid together with the license card in passenger transport. Carrier receipt may not be transferred to another carrier. 79. the carrier passes the attestation of the subscriber 15 days after receipt of the lapsed or expired. 80. in the receipt issued by the carrier if the customer rescinds the decision route (flight) to close. 81. A Subscriber shall make attestations issued and withdrawn. 82. the carrier and the subcontractor relationships governed by subcontracting. Carrier assumes the risk and responsibility for subcontractor work. 83. the carrier at least one month in advance, inform the customer of its intention to close the bottom of the company's contract and provides information about subcontractors and its conformity with the provision of public transport services the regulatory requirements of the law. 84. the Subscriber of the subcontracting agreement is the basis for the issue of a proof to the subcontractor. 4.3. pilot services To 85 of passengers surveyed. and analyse the route action economic performance, the client can discover the pilot services in a new route (the trip). 86. the right of the pilot services on the route concerned (flight) granted this provision in paragraph 50. 87. the pilot services not to apply this provision to 26.9. and paragraph 27. 88. The experimental service subscriber carrier receipt and determine its validity period, which may not be less than three months and not more than six months. If the Subscriber accepts the decision about the route (flight), carriage rights granted to the carrier under this rule 85 won the experimental transport rights. If the carrier refuses to provide public transport services on the route concerned (trip), the subscriber chooses a new carrier in accordance with the provisions of paragraph 50. 4.4. The route endpoints and staging 92. regional Intercity and regional local bus route starts and ends in the bus station, which is the endpoint of each bus route. Where no bus station, the route endpoint location is determined by the Subscriber by checking with the local government. 93. The regional Intercity and regional local bus route endpoint may fall outside the station where the exchange of passengers has grown up in a different place. The following sites after checking with authorities determined by the Subscriber. 94. the regional locality between city and regional local bus route, passengers board the bus and get out of the bus station. If the locality has not picked up a passenger bus, bus stops and gets out of it. Settlements stops (outside the bus station) is determined by the Subscriber by checking with the local government. 95. the carrier under the public transport regulatory laws and principals in a particular staging provides information and a list of plate motion. 96. list of information and movement of plates placed perpendicularly to the staging points 534.
