1.2 project submission evaluation criteria;
1.3. the requirements of the project applicant;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. The purpose of the activity is the development of human resources, increasing employment and the competitiveness of the unemployed, the ability to adapt to changing labour market demand and increasing the possibility of reintegration into the labour market.
3. the purpose of the activity reaches the implementation of this provision in paragraph 5 and the following performance indicators: monitoring outcome indicators 3.1-aided the unemployed and job seekers – the 36000 number;
3.2. result indicators – 40 percent of the unemployed and job seekers for six months of training, settling at work.
4. Activities and projects within the implemented taking account of the statutory procedure on the active employment measures and the Organization and implementation, in so far as these provisions do not stipulate otherwise.
5. The project supported the following: 5.1. professional training, re-training, skills and professional qualifications exam organization, training to employers;
5.2. competitive activities – non-formal learning and the labour market the necessary competences and skills;
5.3. specific services target group unemployed training (ergoterapeit services, surdotulk services, specialized transportation for people with disabilities to the unemployed person);
5.4. project management;
5.5. information and publicity measures for the implementation of a project.
6. implement a limited activity in the project application selection. the 2007 to 2013 programming period, the responsible authority shall organise the selection referred to at least two times.

II. Requirements for the project applicant 11. applicant's Project Authority, in accordance with the law on the support of the unemployed and jobs seekers to implement the national policy for the reduction of unemployment and unemployed, job seekers and persons at risk of unemployment support.

III. submission of the project selection procedure 15. the responsible authority shall send to the applicant of the project call for project applications (hereinafter referred to as the notice) in accordance with the requirements of these regulations set out in paragraph 11 of the draft.
16. The invitation shall: 16.1. project application procedures for submission in person, shipment by mail or electronically;
16.2. the project submission deadline, which is not less than 30 calendar days from the date of dispatch of the invitation;

17. the project applicant project application submitted, subject to the following requirements: 17.1. applicant shall project no more than two project submissions;

17.2.2. project budget materials, technical and equipment rental costs of supporting documents;

11.1. 19.3. the project application is signed by the authorised person of the applicant in the project (Officer);
19.4. the project application has been drawn up according to the law on electronic document design (where the application is submitted electronically);
19.5. the project is drawn up into the application;
12.2. the project proposal is prepared in the national language.
20. If the competent authority finds non-conformity with the project application, at least one of the terms referred to in paragraph 19 of the conditions, it shall take a decision not to underestimate the project application, inform the applicant of the project and returned or sent by mail to the two projects submitted by the applicant in the application, a copy of the project or project submission in electronic form of a document (the project submission must be prepared according to the legislation on the circulation of electronic documents).
IV. modalities for the evaluation of the application of projects 21. activities within the project submission evaluation provides project submission Evaluation Commission (hereinafter the Commission). 22. The Commission shall determine the responsible authorities approved regulations.
23. the project submission compliance project application administration and eligibility assessment criteria is assessed by "Yes" or "no" ("Yes", "no" – meets does not meet). 24.1.8. or project submission for the co-financing of the European Union shall not exceed the amount of the provision for co-financing referred to in paragraph 13; 
24.1.9. or project submission eligible cost specified in total not exceeding 14. these provisions referred to in paragraph 1, the maximum amount of financing of the project;
24.1.10. or the application included in the eligible costs complies with that rule 45, 46, 48, 50, 51, 52, 53 and 54. referred to eligible costs; 
24.1.11. or project submission, the planned costs do not exceed this provision 47, 49, 50 and 53 of those cost constraints;
24.1.12. or the period of project implementation and cost allocation over the years corresponds to one of the provisions referred to in paragraph 56 of the project implementation periods;
24.2. eligibility criteria (substantive, financial and eligibility criteria in the implementation): 24.2.1. or the aim of the project contributes to this provision referred to in paragraph 2, the objective of the activity;
24.2.2. or project submission, the projected expenditure need is justified;
24.2.3. or project submission, justify the chosen target group needs and identify the problem to be solved;
24.2.4. or project submission, the planned project activities as defined in project problem solving;
24.2.5. or in the application of the project outcomes and planned results indicators facilitates the provision referred to in paragraph 3 of the monitoring indicators;
24.2.6. or project submission seeks to ensure the maintenance of the results achieved by project completion;
24.2.7. or the application are defined in project personnel job responsibilities and qualifications requirements;
24.2.8. or the application are defined in the project administration personnel job responsibilities and qualifications requirements;
24.2.9. or project submission reflect existing and planned facilities security;
24.2.10. or project submission reflect project management, monitoring and quality assurance system;
24.2.11. or project planned in the application of publicity and information dissemination activities comply with these regulations 58 and 59. the requirements laid down in points;
15.1. quality criteria (specific to the policy implementing the eligibility criteria): 24.3.1. the project involves the balanced development of the territory tool, ensuring the availability of services, especially in areas with high unemployment and registered in areas with a large number of job vacancies;
24.3.2. the project provides a matching service for persons of the following target groups: 24.3.2.1. unemployed young people (15-24 years of age);
24.3.2.2. pre-retirement-age unemployed and job seekers (parents about 55 years);
24.3.2.3. the disabled (according to the needs of people with disabilities by providing ergoterapeit services, surdotulk, specialised transport, training and practice adjustments);

24.3.2.4. persons six months of parental leave (parental period);
24.3.2.5. the long-term unemployed (unemployed for longer than one year);
24.3.2.6. immigrants;
24.3.2.7. other unemployed persons and job-seekers according to local labour market conditions;
24.3.3. project provides services (educational programmes implemented) compliance with featured and estimated labour market demand in the area concerned;
24.3.4. project activities contribute to the development of the information society, providing for the training of the target group to work with information and communications technologies;
24.3.5. project provides continuity of the investment made to date;
24.3.6. project is direct or indirect positive effect on the horizontal priority of equal opportunities.
25. If the application complies with the provisions referred to in paragraph 24.3.1. quality criteria, the maximum number of points to be acquired is a 10 point and determination of its conformity with the following sub criteria and scoring: 25.1. project provides services in areas where the registered unemployment rate is a percentage and more-15.01 four points;
25.2. the project provides services in areas where the registered unemployment rate is 15.00 per cent, up from 10.01 – three points;
25.3. the project provides services in areas where the unemployment rate is recorded from 5.00 to 10.00 percent, two points;
25.4. the project provides services in areas where the registered unemployment rate is up to 4.99 per cent-one point.
26. If the application complies with the provisions referred to in paragraph 24.3.2. quality criteria, the maximum number of points to be acquired is a 10 point and determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 26.1. project provides the appropriate service provision to all these rules referred to in paragraph 24.3.2. target groups – 10 points;
26.2. the project will ensure adequate provision of at least five 24.3.2. these provisions referred to in point target groups – five points;
26.3. the project provides the appropriate service less than five of the provisions mentioned in paragraph 24.3.2. target groups – two points.
27. If the application complies with this provision in the abovementioned 24.3.3 quality criteria, the maximum number of points to be acquired is a 10 point and determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 27.1. the project is a reasoned analysis of services (educational programmes implemented) in compliance with the current and projected labour market demand in the area-10 points;
27.2. the project is not based on the analysis of services (educational programmes implemented) in compliance with the current and projected labour market demand in the territory, 0 point.
28. If the application complies with this provision in the abovementioned 24.3.4 quality criteria, the maximum number of points to be acquired has five points and the determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 28.1. the project involves training of target groups with information and communications technologies – five points;
28.2. the project provides for training of the target group to work with information and communication technologies – 0 point.
29. If the application complies with this provision in the abovementioned 24.3.5 quality criteria, the maximum number of points to be acquired has five points and the determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 29.1. the project provides continuity of the investment made in the past, five points;
29.2. the project will ensure the continuity of the investment made in the past, 0 point.
30. If the application complies with this provision in the abovementioned 24.3.6 quality criteria, the maximum number of points to be acquired is a 10 point and determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 30.1. the project has a direct positive impact-10 points;
30.2. the project has an immediate positive impact – five points;
30.3. the project does not apply to the horizontal priority of equal opportunities – 0 point.
V. procedures shall be adopted and shall give a decision on approving or rejecting the application 31. the responsible authority approves the application, the project if its compliance with this provision and 24.1 24.2. apply the admin referred to the tratīv and the eligibility criteria are assessed with "Yes" and that this provision, 24.3.2 24.3.1.,.,., 24.3.3 24.3.4 24.3.5. and 24.3.6. quality criteria referred to in point of assessment receives a number of points equal to that rule 33.3. , 33.4 33.5.,.,.,., and 21.0 20.9 20.9. the bottom point of the quality criteria defined for the minimum number of points that must be obtained or higher than that.
32. the project's responsible authority approves the application, provided that the applicant projects that rule 40 within the time limit referred to in paragraph prevents the existing discrepancy in the application of these rules referred to in paragraph 24 of the draft application evaluation criteria, if there was at least one of the following circumstances: 32.1. the project submission does not meet any of these provisions 24.1. referred to administrative criteria, except in the case where the application of those rules have not been added to the bottom paragraph 17.2.2. attachment;
32.2. the project submission does not comply with any of these terms, 24.2.2 24.2.3.,.,., 24.2.6 24.2.4 24.2.5.,.,., 24.2.7 24.2.8 24.2.9., 24.2.10. and 24.2.11. referred to the eligibility criteria.
33. the responsible body stops and does not continue the project evaluation and their application is rejected, if there was at least one of the following circumstances: 33.1 an application is attached to the project for this provision 17.2.2. attachment referred to;
33.2. the project submission does not comply with the provisions referred to in paragraph 24.2.1. eligibility criteria;
33.3. the project application, rated according to this rule laid down in paragraph 24.3.1. quality criteria is below seven points;
20.8. application assessment projects according to these rules laid down in paragraph 24.3.2. quality criteria is below five points;
33.5. application assessment projects according to these rules laid down in paragraph 24.3.3 quality criteria is below 10 points;
20.9. application assessment project under this provision laid down in paragraph 24.3.4 quality criteria is below five points;
20.9. application assessment project under this provision laid down in paragraph 24.3.5 quality criteria is below five points;
application assessment project 21.0 according this rule laid down in subparagraph 24.3.6. quality criteria is below five percent.
34. in paragraph 32 of these provisions that the condition can include: 34.1. additional explanation of the submission;
21.3. the provisions of the annex referred to in paragraph 17.2.1. set-up;
21.3. adding the necessary proof;
21.4. the updating of the eligible costs (reduction or exclusion), in so far as it does not affect this rule 47, 49, 50 and 53 of those cost constraints;
34.5. other steps to ensure the conformity of the application of the draft provisions 24.1. projects referred to the administrative application evaluation criteria.
35. If 32. these rules and conditions referred to in paragraph 34 of the enforcement of this provision will affect other 24. evaluation criteria mentioned in the conformity assessment, the responsible authority decision on the approval of the application, the project on condition accompanied by appropriate instructions.
36. the decision on the approval of the project application, approval or rejection provided the determining authority along with supporting documents (extract from the minutes of the Commission by Commission decision) within five working days after the decision has been forwarded to the project applicant.
37. the decision on the application of the project approval, the responsible authority shall include information on the conclusion of the agreement.
38. the responsible authority shall within five working days after the decision on the approval of a project application shall inform the liaison body. The liaison body switch arrangement in accordance with the law establishing procedures for the structural funds and the European Union cohesion fund management in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority shall send to the liaison body of the decision on the application for the approval of the project, and two copies of the project approved. The responsible authority approved projects can be sent electronically if it is filed under this rule 17.7.2..
39. the decision on the application for the approval of the project, provided the determining authority specifies in the application of the project details in accordance with the provisions of paragraph 32 and 34.
40. the decision on the application for the approval of the project provided the conditions contained in the project, the applicant provided within 15 working days of receipt of the decision. Information about the decision the conditions contained in the project, the applicant shall submit to the competent authority for evaluation.

41. the competent authority shall assess within 10 working days of this provision the information referred to in paragraph 40 and, drawing up an opinion on the compliance with the conditions in the decision.
42. If the opinion is positive, the competent authority within two working days, following these rules referred to in paragraph 41 shall inform the preparation of the opinion on the European Social Fund, the beneficiary of the financing and cooperation authority to conclude an agreement, in accordance with the law establishing procedures for the structural funds and the European Union cohesion fund management in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority the European Social Fund, the funding recipient shall forward its opinion to the decision contained in the conditions, but the cooperation body – a decision on approval of the draft provided an opinion on the conditions contained in the decision and two copies of the approved project or project submission in electronic form of a document (application of the project must be designed according to the circulation of electronic documents regulating legislative requirements).
43. If the applicant does not provide the decision to the fulfilment of the conditions contained in these terms within the period referred to in paragraph 40 or 41 these provisions the competent authorities referred to in the opinion is negative, the application shall be deemed to have been rejected. Opinion on the conditions contained in the decision of the responsible authority within two working days, send to the project applicant.
44. If a decision to reject an application because the project has not complied with the requirements set out in these rules, the designated authority shall return the project applicant or sent by mail to two projects in the project submitted by the applicant a copy of the application or project submission in electronic form of a document (application of the project must be designed according to the circulation of electronic documents regulating legislative requirements).
Vi. implementation of the provisions of the project 45. Project eligible costs the following cost plan positions: 45.1. project administration costs;
45.2. the logistical means and equipment costs;
45.3. the other eligible project implementation costs, including: preparation of project submissions 45.3.1. costs;
45.3.2. the target group's security costs;
45.3.3. the cost of the service;
28.2. the unexpected costs.
46. This rule 45.1. cost position referred this cost includes subheadings: 46.1. project administration employees involved in wage, salary or remuneration for employees of a particular job or service performance, if employees are employed on the project full time;
46.2. the national employers ' compulsory social insurance contributions, employers ' social benefits and compensation, calculated from income tax and the State social security payments;
46.3. domestic travel and business travel in the monitoring of the implementation of the project, including per diems, accommodation and transport costs;
46.4. postal, telephone and other communications services;
28.9. expenditure for public utility services;
46.6. Office supplies and equipment.
47. This rule 45.1. cost referred to in heading does not exceed 10 percent of the total eligible costs of the project.
48. This rule 45.2. referred to cost position includes the following subdivisions-the cost of equipment, inventory and equipment repair, technical service, rental and leasing.
49. That rule 45.2. referred to cost position does not exceed two percent of the total eligible costs of the project.
45.3.1.50. This provision referred to the position include project costs in the preparation of submissions to the company's contract attached to the staff or service costs not exceeding 0.1% of the total eligible costs of the project.
51. This provision 45.3.2. the costs referred to in the heading of this cost includes subheadings: 51.1. scholarships, including scholarships for non-formal education;
51.2. the rent or compensation of travel expenses during training.
52. This provision 45.3.3. the cost referred to in the heading of this cost includes subheadings: 52.1. procurement procedure implementation costs;
52.2. the project services provided an independent assessment of costs;
52.3. the enterprise agreement or work contract of guest ergoterapeit, surdotulk and satellite cost: monthly salary or 52.3.1. pay for a particular job or service performance;
52.3.2. national employers ' compulsory social insurance contributions, employers ' social benefits and compensation, calculated from income tax and State social insurance payments (if applicable);
52.3.3. space rental costs for the provision of advice (if they apply);
52.4. active employment measures, vocational training, retraining, skills and competitive-cost;
52.5. specialist transport costs for disabled people unemployed;
52.6. public information and publicity costs.
53. Rule 45.4. in point unexpected costs for the implementation of the project shall not exceed five percent of the total eligible costs of the project.
54. The value added tax payments are eligible costs depending on whether the European Social Fund co-financed project purchased goods and services received are for taxable or non-taxable transaction or transactions to provide assurance not provided for in the law "on value added tax".
55. Financing from the European Social Fund and State budget funds not eligible costs not specified in that rule 45, 46, 48, 50, 51, 52, 53 and 54 or does not comply with this provision, 47, 49, 50 and 53 of the cost specified in the limit, as well as the costs for which are not for the implementation of project activities and for which payments are not made within the time limit laid down in the agreement.
56. Project implementation plan in one of the following periods: 56.1. from these provisions into force by 2010 31 December;
56.2. from 1 January 2011 to 31 December 2013.
57. The project site is the territory of the Republic of Latvia, by ensuring the availability of services especially in areas with high unemployment levels and areas with a large number of job vacancies. Project international cooperation does not apply.
58. in implementing the project, the European Social Fund, the beneficiary will be provided by the Commission on 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund, and the laws of European Union funds publicity and visual identity requirements laid down by the provision of information and publicity measures.
59. the European Social Fund, the beneficiary of their homepage on the internet at least once every three months puts up-to-date information on the implementation of the project.
60. the draft amendments to be made according to the procedures laid down in the laws of the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
61. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 61.1. project objectives;
61.2. European Social Fund financing requested;
38.1. the deadline for implementation of the project;
61.4. expected project results;
61.5. project total eligible cost, or the amount of programming over the years.
62. This provision up to 47, 49, 50 and 53 of the above eligible cost limits and previously announced a cooperation body, the European Social Fund funding recipient project can take: 62.1. the reallocation of costs that rule 45, paragraph under the heading of costs, not exceeding five percent of the cost of the reallocated positions total eligible costs;
62.2. reallocation of costs that rule 46, 48, 51 and 52 of the cost referred to in the bottom position, not to exceed 10 percent of the cost of a transferable within the total eligible cost;
38.7. This provision referred to in paragraph 53 the reallocation of costs.
