Cabinet of Ministers Regulations No. 731 in Riga in 2007 (30 October. No 61. § 12) the rules on the "operational programme human resources and employment ' addition activity" capacity building of labour market institutions "Issued under the European Union's structural funds and the cohesion fund management law, article 18, paragraph 10 i. 1.2 project submission evaluation criteria;
1.3. the requirements of the project applicant;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. The purpose of the activity is to create a modern and customer-oriented institutions that actively responds to client (employer, employed, unemployed, jobseekers, the economically inactive population of working age) request and provide the appropriate competent advice, provide information support, disseminate information and explanatory material on labour market participants to questions related to employment, contribute to the competitiveness of the labour force.
3. the purpose of the activity reached in implementing the provisions referred to in paragraph 4 and the following performance outcomes: 3.1 number of employees trained an average of 200 people per year;

3.3. implementation of marketing communication-at least one social campaign year;
3.4. implementation measures cooperation for strengthening the capacity to local authorities and employers on average 35 years of activity.
4. The project supported the following: 4.1 job methods;
4.2. the services social marketing measures, including strengthening the partnership of cooperation, consultation and educational seminars for employers;
4.3. the staff development plans;
4.4. career advice guide base modernization;
4.5. career advice services quality and methodological improvement of database;
4.6. the quality management system improvement;
4.7. public information;
4.8. project management;
4.9. information and publicity measures for the implementation of a project.
5. Activity implemented limited project application selection.
6. funding is available for the activity 2376750 lats, including European Social Fund co-financing 2020238 dollars, and the national budget funding 356512.
7. activities within the responsible authority provides the Ministry of welfare. The Ministry of welfare: 7.1. create limited project application selection Evaluation Commission;
7.2. forward to the limited range of the project call for project submissions;
7.3. provide information about the project applicant project application preparation;
7.4. assess the project submissions and acceptance of the Board's decision on the application of the project approval, approval with conditions or reject in trouble;

II. Requirements for the project the applicant 10. Project applicant is labour market institutions, in accordance with the law on the support of the unemployed and jobs seekers implements national policies: 10.1. unemployment and unemployed, job seekers and persons at risk of unemployment aid;

III. submission of the project selection procedure 15. the responsible authority shall send to the applicant of the project call for project applications (hereinafter referred to as the notice) in accordance with the requirements of these rules laid down in paragraph 10 of the draft to the applicant.

16.2. the project submission deadline, which is not less than 30 calendar days from the date of dispatch of the invitation;

19.5. the project is drawn up into the application;
12.2. the project proposal is prepared in the national language.
20. If the competent authority finds non-conformity with the project application, at least one of these rules the conditions of paragraph 19, it shall take a decision not to underestimate the project application, inform the applicant of the project and returned or sent by mail to the two projects submitted by the applicant in the application, a copy of the project or project submission in electronic form of a document (the project submission must be prepared according to the law on electronic document design).

24.1.10. or the application included in the eligible costs complies with that rule 44, 45, 47, 49, 50, 51 and 52 of the above eligible costs;
24.1.11. or project submission, the planned costs do not exceed that rule 46, 48, 49 and 51 of the costs referred to in paragraph 1;
24.1.12. or the period of project implementation and cost allocation over the years correspond to the provisions referred to in paragraph 54 of the project implementation period;
24.2. eligibility criteria (substantive, financial and eligibility criteria in the implementation): 24.2.1. or the aim of the project contributes to this provision referred to in paragraph 2, the objective of the activity;
24.2.2. or project submission, the projected expenditure need is justified;
24.2.3. or project submission, justify the chosen target group needs and identify the problem to be solved;
24.2.4. or project submission, the planned project activities as defined in project problem solving;
24.2.5. or project submission planned outcome indicators facilitates the provision referred to in paragraph 3 of the outcome indicators;
24.2.6. or project submission seeks to ensure the maintenance of the results achieved by project completion;
24.2.7. or the application are defined in project personnel job responsibilities and qualifications requirements;
24.2.8. or the application are defined in the project administration personnel job responsibilities and qualifications requirements;
24.2.9. or project submission reflect existing and planned facilities security;
24.2.10. or project submission reflect project management, monitoring and quality assurance system;
24.2.11. or project planned in the application of publicity and information dissemination activities comply with these regulations and in paragraph 56.57;
15.1. quality criteria (specific to the policy implementing the eligibility criteria): 24.3.1. the project involves the strengthening of employment partnerships, promoting the State, local authorities and private sector cooperation;

24.3.2. the project demonstrates the direct and positive impact on the services provided by the applicant of the project quality employee training and job-specific form development;
24.3.3. project for the current investment follow-up;
24.3.4. project synergies with the European regional development fund to support labour market institutions and infrastructure development, providing targeted, comprehensive and complementary support;
24.3.5. project is direct or indirect positive effect on the horizontal priority of equal opportunities.
25. If the application complies with the provisions referred to in paragraph 24.3.1. quality kritērijm, the maximum number of points to be acquired is a 10 point and determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 25.1. the project involves strengthening the employment partnership, contributing more than the two-sector cooperation-10 points;
25.2. the project involves strengthening the employment partnership, promoting cooperation between the two sectors – five points.
26. If the application complies with the provisions referred to in paragraph 24.3.2. quality criteria, the maximum number of points to be acquired is a 10 point and determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 26.1. project contains reasonable direct and positive impact on the project evaluation of the applicant's quality of services provided to the employee-specific training and employment development form – 10;
26.2. the project does not contain a reasonable direct and positive impact on the project evaluation of the applicant's quality of services provided to the employee-specific training and employment development – form, 0 point.
27. If the application complies with this provision in the abovementioned 24.3.3 quality criteria, the maximum number of points to be acquired is a 10 point and determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 27.1. the project of the investment made so far in the succession of-10 points;
27.2. the project will ensure the continuity of the investment made in the past, 0 point.
28. If the application complies with this provision in the abovementioned 24.3.4 quality criteria, the maximum number of points to be acquired is a 10 point and determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 28.1. project synergies with the European regional development fund to support labour market institutions to the development of infrastructure-10 points;
28.2. the project provides synergies with the European regional development fund to support labour market institutions and infrastructure development, 0 point.
29. If the application complies with this provision in the abovementioned 24.3.5 quality criteria, the maximum number of points to be acquired is a 10 point and determination of its conformity with the applicable one of the following apakškritērij and the following number of points: 29.1. the project has a direct positive impact-10 points;
29.2. the project has an immediate positive impact – five points;
29.3. the project does not apply to the horizontal priority of equal opportunities – 0 point.

31.2. the project submission does not comply with any of these terms, 24.2.2 24.2.3.,.,., 24.2.6 24.2.4 24.2.5.,.,., 24.2.7 24.2.8 24.2.9., 24.2.10. and 24.2.11. referred to the eligibility criteria;
31.3. the project submission does not comply with the provisions laid down in point 24.3.5. quality criteria specified in the apakškritērij these rules 29.2 29.1. and the bottom point.
32. the responsible body stops and does not continue the project evaluation and their application is rejected, if there was at least one of the following circumstances: 32.1. project submissions have not been added to the bottom of these rules specified in paragraph 17.2.2. attachment;
32.2. the project submission does not comply with the provisions referred to in paragraph 24.2.1. eligibility criteria;
32.3. the project application, rated according to this rule laid down in paragraph 24.3.1. quality criteria is below five points;
32.4. the project application, rated according to this rule laid down in paragraph 24.3.2. quality criteria is below 10 points;
32.5. the project application, rated according to this rule laid down in paragraph 24.3.3 quality criteria is below 10 points;
32.6. the project application, rated according to this rule laid down in paragraph 24.3.4 quality criteria is below 10 points.
33. This provision, paragraph 31, the condition can include: 33.1. additional explanation of the submission;
33.2. This provision in the annex referred to in paragraph 17.2.1. adds a citation;
33.3. adding the necessary proof;
33.4. the updating of the eligible costs (reduction or exclusion), in so far as it does not affect this rule 46, 48, 49 and 51 points in certain cost limits;
33.5. other steps to ensure the conformity of the application of the draft provisions 24.1. projects referred to in the application of the evaluation criteria in the admin tratīv.
34. where these rules 31 and the conditions referred to in paragraph 33 of the execution of the other provisions referred to in paragraph 24 of the evaluation criteria the conformity assessment, the responsible authority decision on the approval of the application, the project on condition accompanied by appropriate instructions.
35. the decision on the application of the project approval, approval with conditions or disapproval of a responsible authority, together with the supporting documents (extract from the minutes of the Commission by Commission decision) within five working days after the decision has been forwarded to the project applicant.
36. the decision on the application of the project approval, the responsible authority shall include information on the conclusion of the agreement.
37. the responsible authority shall within five working days after the decision on the approval of a project application shall inform the liaison body. The liaison body switch arrangement in accordance with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority shall send to the liaison body of the decision on the application for the approval of the project, and two copies of the project approved. The responsible authority shall send to the liaison body (in paper form) a decision on the approval of the project application and two copies of the project approved. The responsible authority approved projects can be sent electronically if it is filed under this rule 17.7.2..
38. the decision on the application for the approval of the project, provided the determining authority specifies in the application of the project details in accordance with the provisions of paragraph 31 and 33.
39. the decision on the application for the approval of the project provided the conditions contained in the project, the applicant provided within 15 working days of receipt of the decision. Information about the decision the conditions contained in the project, the applicant shall submit to the competent authority for evaluation.
40. the responsible authority shall assess within 10 working days of this provision of the information referred to in paragraph 39 and draw up an opinion on the compliance with the conditions in the decision.
41. If the opinion is positive, the competent authority within two working days, following these rules referred to in paragraph 40 shall inform the preparation of an opinion on the European Social Fund, the beneficiary of the financing and cooperation authority to conclude an agreement, in accordance with the law, which determines the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority the European Social Fund, the funding recipient shall forward its opinion to the decision contained in the conditions, but the cooperation body – a decision on approval of the draft provided an opinion on the conditions contained in the decision and two copies of the approved project or project submission in electronic form of a document (application of the project must be designed according to the circulation of electronic documents regulating legislative requirements).

42. Where the applicant does not provide the decision to the fulfilment of the conditions contained in these terms within the period referred to in paragraph 39, or these rules referred to in paragraph 40 of the responsible authority opinion is negative, the application shall be deemed to have been rejected. Opinion on the conditions contained in the decision of the responsible authority within two working days, send to the project applicant.
43. If a decision to reject an application because the project has not complied with the requirements set out in these rules, the designated authority shall return the project applicant or sent by mail to two projects in the project submitted by the applicant a copy of the application or project submission in electronic form of a document (application of the project must be designed according to the circulation of electronic documents regulating legislative requirements).
Vi. implementation of the provisions of the project 44. Project eligible costs the following cost plan positions: 44.1. project administration costs;
44.2. logistical and equipment costs;
44.3. the other eligible project implementation costs, including: preparation of project submissions 44.3.1. costs;
44.3.2. service cost;
27.6. the unexpected costs.
45. This rule 44.1. cost position referred this cost includes subheadings: 45.1. project administration employees involved in wage, salary or remuneration for employees of a particular job or service performance, if employees are employed on the project full time;
45.2. the national employers ' compulsory social insurance contributions, employers ' social benefits and compensation, calculated from income tax and the State social security payments;
45.3. domestic travel and business travel in the monitoring of the implementation of the project, including per diems, accommodation and transport costs;
28.2. postal, telephone and other communications services;
28.3. expenditure for public utility services;
45.6. Office supplies and equipment.
46. This rule 44.1. cost referred to in heading does not exceed 10 percent of the total eligible costs of the project.
47. This rule 44.2. cost referred to in heading includes the following subdivisions-the cost of equipment, inventory and equipment repair, technical service, rental and leasing.
48. This rule 44.2. cost referred to in heading does not exceed two percent of the total eligible costs of the project.
49. This provision 44.3.1. referred to in the heading of costs includes the project application to the preparation of the company's contract the associated services costs, not exceeding 0.1% of the total eligible costs of the project.
50. This provision 44.3.2. cost referred to in the heading includes the following subdivisions: the cost of the contract the company 50.1. or working contracts experts associated with the cost of service quality and methodological Base: 50.1.1. monthly salary or pay for a particular job or service performance;
50.1.2. national employers ' compulsory social insurance contributions, employers ' social benefits and compensation, calculated from income tax and state compulsory social insurance contributions, if they apply;
50.1.3. rental costs of the work of experts, if they apply;
50.1.4. Office supplies expert;
50.2. the procurement procedure implementation costs;
50.3. costs for staff development plans;
50.4. service costs to improve working methods, including exchange of experience, methodological development and issuance of material, purchase and improvement of cost of quality control;
50.5. domestic and foreign travel, including per diems, accommodation, transport and foreign inland transport costs according to the provisions of point 4.3 and 55;
50.6. social marketing costs, including conferences and seminars, as well as information for the public about ways to get services.
51. This provision is referred to in paragraph 27.6. estimated costs for implementation of the project shall not exceed five percent of the total eligible costs of the project.
52. The value added tax payments are eligible costs depending on whether the project will purchase goods and services received are for taxable or non-taxable transaction or transactions to provide assurance not provided for in the law "on value added tax".
53. Financing from the European Social Fund and State budget funds not eligible costs not specified in these provisions 44, 45, 47, 49, 50 and 52 or does not comply with this rule 46, 48, 49 and 51 points in the cost limit, as well as the costs for which are not for the implementation of project activities and for which payments are not made within the time limit laid down in the agreement.
54. Project implementation plan from the moment of conclusion of the agreement to 31 December 2013.
55. The project site is the territory of the Republic of Latvia. The project has allowed international cooperation, in particular the information, experiences, results and good practices.
56. in implementing the project, the European Social Fund, the beneficiary will be provided by the Commission on 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund, and the laws of European Union funds publicity and visual identity requirements laid down by the provision of information and publicity measures.
57. the European Social Fund, the beneficiary of their homepage on the internet at least once every three months puts up-to-date information on the implementation of the project.
58. the draft amendments to be made according to the procedures laid down in the laws of the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
59. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 59.1. project objectives;
59.2. the European Social Fund financing requested;
59.3. execution of the project;
59.4. anticipated results of the project;
59.5. the project's total eligible cost, or the amount of programming over the years.
60. This provision up to 46, 48, 49 and 51 eligible costs referred to in point limits and previously announced a cooperation body, the European Social Fund funding recipient project can take: 60.1. the reallocation of costs that rule 44, paragraph under the heading of costs, not exceeding five percent of the cost of the reallocated positions total eligible costs;
60.2. the reallocation of costs that rule 45, 47 and 50 of the cost referred to in paragraph 1a, shall not exceed 10 per cent of the cost of a transferable within the total eligible cost;
60.3. this rule 51, paragraph reallocation of costs.
