No 65 13) Social Service Administration Regulations Issued pursuant to the public administration Act, article 16 of the equipment the first part i. General question 1. Social Services Administration is the responsibility of the Minister of welfare on the direct administration, participating in the implementation of the national policy for social services and social assistance. II. Social service management functions, tasks and rights 2. Social Services Board has the following features: 2.1 to make social services and social assistance laid down in article 15 of the law functions;
2.2. provide methodological support for social service providers and local authorities social services and social assistance. 3. in order to ensure the fulfilment of functions in the administration of social services has the following objectives: 3.1 to organize social services and social assistance law of article 13, first paragraph, 2, 3, 4, 6 and 7 and in paragraph 9.1 of the services referred to in article 8 (referred to as the State-funded social services);
3.2. decisions on the State-funded social service award a particular person;
3.3. make purchases for State-funded social services, to enter into contracts and to control the State budget according to the rational use of contracts;
3.4. If needed, make the goods and services of centralized procurements State social care centres;
3.5. to organise national budget request the preparation of a State-funded social services and prepare a summary;
2.2. prepare a summary of the analysis of the implementation of the budget of the national budget spent on social care and social rehabilitation, as well as to prepare the annual report and quarterly financial reports;
3.7. analyze publicly funded social services financial and volume indicators, predict the State-funded social services and to assess the need for these services, as well as to calculate the development of necessary financial resources;
3.8. the Ministry of welfare the task of calculating the social services and social assistance system for the development of the necessary financial resources;
3.9. check and evaluate social service provider compliance with laws and social service providers, as well as social care and social rehabilitation services;
3.10. collect and analyze social services and social assistance policy for monitoring and evaluating the necessary statistical data, and prepare annual reports on trends in social services and social assistance;
3.11. to create, update and maintain social services and social assistance policies require database;
3.12. register social service provider in the register and exclusion from the register of social service providers;
3.13. the development of methodological materials on social services and social assistance organisation and delivery;
3.14. to provide advisory support to national social care centres;
3.15. the development of methodological materials for statistical surveys the State of completion of social services and social assistance;
3.16. ensure social services administration delegated the tasks for the implementation of the European Union structural funds measures finansējamo and other social services projects;
3.17. According to competence to provide the Welfare Ministry proposals for policy planning documents and normative acts projects;
3.18. to provide natural and legal persons information and advice on social services and social assistance, as well as to inform on publicly funded social services and the receipt of the order;
3.19. examine natural and legal persons complaints, applications and proposals on social services and social assistance quality and customer rights;
3.20. the Welfare Minister's task of implementing State responsibility for social care center. 4. in the administration of social services has the following rights: 4.1 control at national and European Union structural funds, payment of the use and cost of the process, to take a decision on the suspension of cost of funds in cases of dispute, as well as proposing illegal reimbursement of the funds spent;
4.2. to provide paid services related to social service management function;
4.3. to request and receive, free of charge from the national regulatory authorities, as well as the laws and the cases of other legal and physical persons of the CAI social services administration tasks don't the overwhelming information and documents;
4.4. on its own initiative or in considering complaints, examine the spaces which are provided to social services, and require of providers of social services news on compliance with the requirements as to survey customers on the quality of social services received and to ask the social service providers to eliminate social services administration inspections identified deficiencies;
4.5. to apply administrative penalties social service providers to the Latvian administrative violations code cases;
4.6. to issue administrative social care and social rehabilitation. III. Social Service administrative structure 5. Social Service Administration shall be headed by a Director. The Director is a civil servant appointed and released from the post of Welfare Minister. 6. the Managing Director of social services shall carry out public administration facilities and other law regulations in certain direct public administration functions. 7. Social Services Administration Director's deputies. 8. Social Service Administration is a unit. Departments headed by Divisional managers. Social services administration units and their tasks determined in the rules of procedure of the Government. IV. Social Services Administration of justice activities and reports on the activities of Government 9. Social Services administration operations rule of law provides the Director. The Director is responsible for the internal control system and management decisions for the creation and operation of the system. 10. the Managing Director of social services shall have the right to cancel social service officials and employees of Government decisions. 11. Social Service officials and employees of Government issued the administrative act or actual action may be challenged, by the Managing Director of social services for the application. Social Services Administration Director's decision can be appealed in court. 12. Social Services Managing Director issued the administrative act or actual action can challenge welfare three Minis. Ministry of welfare decision may appeal to the Court. 13. the social services Board, not less than annually provides welfare to review the three Minis on their activities and the use of budget resources, as well as laws and regulations be prepared within a public annual report. 14. The Welfare Minister has the right at any time to request a review of the management of social services activities. V. closing question 15.
