Cabinet of Ministers Regulations No. 862 in Riga in 2007 (11 December. No 69 49) swine vesicular disease outbreaks and threats of conventional order issued in accordance with article 26 of the law on veterinary medicine the first part i. 8.12. determining the action to be taken against the disease during the outbreak of animal carcasses and animal waste with a massive disposed of without endangering human health and using procedures or methods, which prevent damage to the environment, minimum risk to soil, air, surface and ground water, plants and animals, cause minimal interference noise or odor, minimal adverse impact on the rural landscape or special points of interest;
8.13. the merchant establishments for animal waste disposal;

The expert group shall assist the Department to take the epizootiological studies to determine the procedure for taking samples for laboratory examinations, organised by sample testing and interprets the results of laboratory investigations and recommend strategies to combat the disease. The composition of the experts group shall include epizootolog, veterinary scientists, biologists, virologists, technicians, environmental safety, as well as other persons whose competence corresponds to the requirements contained in these provisions. 10. the Epizootiological studies obtained the following information: 10.1 the possible disease agent in the presence of the duration of the herd until the suspect is confirmed or received the message;
10.2. the possible sources of the disease and potentially infected holdings, which could threaten one of the origin of the disease;

12.10. date of confirmation of the disease;
12.11. the date when the disease is suspected;
12.12. the date when the first evaluation of the disease;
12.13. the place of origin of disease;
12.14. control measures taken;
12.15. number of susceptible animals on the holding (by species);
12.16. clinically ill animals shed (by species);
12.17. dead animals shed (by species);
12.18. the number of animals slaughtered (by species);
12.19. number of carcases destroyed (by species);
12.20. the estimated completion date of animal slaughter;
12.21. estimated date of completion of disposal of animals. 13. 32.2. the geographical location of the holding, of natural and artificial barriers and ecological factors;
32.3. meteorological conditions;
32.4. the vector presence, distribution and type;
32.5. the results of the laboratory examinations;
32.6. the applicable control measures. VII. Measures in the protection zone 33. Protection Zone: 33.1. all official sites containing animals of susceptible species;
33.2. the veterinarian attending the holding keeping animals susceptible to the disease. During the visit, the official veterinarian shall carry out clinical examination of the animals, health control, identification and registration of pigs, as well as samples laboratory studies. Any vehicle used for the transport of pigs may leave the zone, if it is not washed and disinfected, veterinarian hasn't made it and if not received officers written permission;
33.5. vehicles and equipment used in the territory of the protection zone to transport pigs, other animals or substances which are suspected of being infected, are not allowed to be exported from: holding 33.5.1. located in the protection zone;
33.5.2. protection zone territory;
33.5.3. slaughterhouse;
20.9. pigs are not allowed to move from a holding not less than 21 days after the infected site cleaning, washing and disinfecting measures in accordance with chapter X of these rules. 43.2. all the measures identified in the protection zone. IX. Additional measures during the outbreak, 44. If officially confirmed the outbreak of the disease (reference laboratory in the diagnosis of the disease), meet the following requirements: 44.1. pigmeat obtained from agents during the possible entry point to the restrictive measures on the herd started the moment shed traced and destroyed under the supervision of the official service, providing the control agent;
44.2. 46.4. the epizootiological studies carried out by officials in accordance with the provisions of paragraph 11 of these requirements.
46.5. the slaughter area are not allowed to put any swine earlier than 24 hours after washing and disinfection measures fully completed. XII. The vaccination order 53. vaccination of pigs against the disease is prohibited, except where it is carried out in disease control, ensuring the achievement of the following requirements: 53.1. in cooperation with the staff of the European Commission has adopted a decision on vaccination of pigs against the disease, except for this provision, paragraph 58;
53.2. this rule 53.1. the decision referred to in the subparagraph on the commencement of the vaccination campaign service justify the European Commission, taking into account: 53.2.1. susceptible animal population density estimated vaccination;

54.2. susceptible animals prohibited to enter hiperimūn in the serum. 55. during the vaccination campaign comply with the following conditions: 55.1. all vaccinated animals are marked with clear and legible markings, using methods approved by the decision of the European Commission;
55.2. vaccinated animals are left in the territory of the vaccination until they are sent to the officers to a designated slaughterhouse for immediate slaughter. Before sending the animals to the slaughterhouse veterinarian has carried out a clinical examination of the animals, which have not been discovered in sick animals and there is no suspicion that the animal disease. 56. After completion of the vaccination campaign against the movement of susceptible animals outside the vaccination area is allowed after the period established by the decision of the European Commission. 57. the service regularly inform the Permanent Veterinary Committee of the vaccination programme and the measures taken. 58. the decision on the launching of vaccination shall be adopted, if such activities are informed by the European Commission and the European is not affected if the interests of the community. Such a decision may be adopted by agencies, taking into account the animal density in some areas of the country, as well as the need to protect certain species of animals and of the geographical area in which vaccination should be carried out.
