No 68 43) European capitals of culture in the selection contest rules Issued under Cabinet installations of article 14 of the law in the first part of paragraph 3 i. General questions 1. determines the selection of the European capital of culture competition (Latvia) application for eligibility criteria and conditions, application will submit to NASA, the selection panel, the application assessment and decision-making procedures. 2. European capital of culture selection contest consists of two rounds-a first round of pre-selection, for the second round of the final selection. 3. the applicant or the authorized person of the selection contest in the first round and second round of applications specified in the application to the two cauršūto (cauraukloto) copies in the English language and two cauršūto (cauraukloto) duplicate in the Latvian language in the Ministry of culture submitted or transmitted to the Ministry of Culture through the mail. 4. selection of the contest in the first and second round appearance of electronic application, if it is completed and filed according to the law on electronic document production and circulation. 5. 5.4. the application name. II. Description of the applicant and the filling order 6. Applicant is a district of the city, town or municipality municipality requesting the city selection contest. The applicant shall submit the application on your own or with a partner (or partners). European capital of culture programme in Latvia provides links with Sweden the European capital of culture programme. 13. European capital of culture programme includes measures to be taken during the calendar year. If the activity is selected in the shorter time period, choose accordingly. III. Submission of the tender for the selection of the first round 14. The Ministry of culture shall examine those applications received in the 10 months following the invitation to tender. If the application is received after the deadline, it does not open, and the Ministry of culture this application sent back stating the reasons of reasonable return. 15. The Ministry of culture shall adopt a reasoned decision on the application for acceptance or non-acceptance of the tender for the selection of the first round. Decision of the Ministry of culture, the applicant may appeal to the Court. 16. The Ministry of culture of the applications received, immediately notify the European Commission. IV. The selection panel of the General conditions for the establishment and operation of 17 in accordance with European Parliament and Council decision 1622/2006/EC (24 October 2004) article 6 (2), establishing a Community action for the Mama do "European capital of culture" from 2007 to 2019, tenders are assessed the European capital of culture the selection panel. As as regards "city and citizens" the city intends to achieve the following objectives: 9.1 to draw people from other European countries interest; 9.2. to promote artists, social and cultural fields, as well as interested parties in the city, its surroundings and activities in the areas involved in the participation of the population; 9.3. in the event the program is sustainable, it is the city's cultural and social part and parcel of long term development. 10. As the city plans to participate in the European institutions support the cultural activities or coordinate their activities with them? 11. Does the measure a certain part of the program is created for a specific audience (for example, young people, minorities)? Specify them. 12. What is a city or a measure of organisation responsible for preparing cooperation or as it planned to build with: 12.1 cultural organisations in the city, including the cultural services provided by ERS, cultural operators; 12.2. cultural organizations outside the city, including cultural services providers, cultural mu; 12.3. cultural organizations outside the country, including cultural operators, cultural workers. Please substantiat your answer for each of the criteria (this question must be answered in greater detail at the final selection stage). • As regards "City and citizens", how does the city intends to ensur that the program for the event will attract the interest of:-of the population at European level; -the participation of encourag artists, enterprise in the socio-cultural scene and the inhabitant of the city, its surrounding and the area involved in the program, and an integral sustainable-is on of the long-term cultural and social development of the city? 10. Structure of the programme for the event 1. what structure does the city intends to give it the year's program if it is designated ' European Capital of culture "(guidelines, the general theme of the event)? What is the city's communications strategy intended for the European Capital of Culture event? At the final selection stage, considerations must be given in particular to the partnerships planned or established with the written press and the audiovisual sector, with a view to ensuring media coverage of the event and of the plans relating to this strategy). 2.
