Updated December 18, 2008, the Latvian Journal No 3 (3787) Cabinet of Ministers Regulations No 896 in 2007 December 18 (Mon. No 70 32) amendments to the Cabinet of Ministers of 20 July 2004, regulations no 618 "implements and trailers registration rules" issued under the Highway Traffic Act, the first subparagraph of article 10 do cabinet 20 July 2004 rules no 618 "implements and trailers registration rules" (Latvian journal, 2004, nr. 139) the following amendments: 1. Replace the text of the provisions: 1.1., the word "inspection" (fold) with the word "agency" (fold). 1.2. the words "regional or district" (fold) with the words "district" (the fold). 2. Supplement with 1.1 and 1.2 of paragraph 1 by the following: "1.1 the provisions do not apply to interchangeable towed machinery from the laws and regulations of the said agricultural or forestry tractors, their trailers and component conformity assessment, and technical units. 1.2 the Agency provides and maintains the technical and informational system for the driver, listing the technical, as well as its trailer, implements and trailers frames or implements the cab that the manufacturer has supplied an identification number (hereinafter referred to as the Assembly numbered). The communication system will be included in each trailer or implements, or numbered unit's inventory data and technical data about its owner, holder and possessor. " 3. To delete the 2, 3 and 4. 4. the title of chapter II be expressed by the following: "(II). The technical and its trailer registration papers and the national registration plate". 5. Supplement with 10.1 and 10.2 point as follows: "10.1 implements or registering a trailer owned by changing the national registration number or the number sign get lost or stolen, the national registration number can be selected from the appropriate Department of the Agency held number plates. 10.2 Technical or trailer can deliver any such special interest plates: 10.2 1. transit plates. They issue the technical or the trailer, which is to be exported from the Republic of Latvia for disposal or permanent operation of a foreign country or who participate in road traffic, passing through the territory of the Republic of Latvia in transit, if, upon entering the Republic of Latvia, it is not a valid number. Transit number assignment evidenced with transit number plates issued to the transit number of the licence; 10.2 2. trade plates. They shall be issued only in registered merchants within the agency that deals with the technical or commercial trailers (hereinafter referred to as the trading company). Trading number assignment of the number of trade licence issued; 10.2 3. Special implements plates. They shall be issued to the manufacturer of the tractor machinery, which is not intended for use on the road. " 10. Put the title of chapter III, the following: "(iii). the trailer or implements, numbered the owner, possessor, and holder". 11. Replace the figure in paragraph 11.1., and the words "17 years of age" with the words "age of majority". 12. Express section 11.1.2 as follows: "a person becomes 11.1.2 marriage before 18 years of age in accordance with article 221 of the civil code;". 13. Delete paragraph 11.1.4. the words "or numbered unit." 14. To complement the introductory part of paragraph 13, after the word "application" with the number and the word "(annex 5)." 15. Express 13.1.5. and section 13.1.6. the following wording: "minors 13.1.5. natural persons the guardian, showing guardianship or evidence of guardianship; 13.1.6. natural persons of minor patron, showing proof of custody; ". 16. To supplement the provisions under section 13.1.7. by the following: "13.1.7. a natural person who has reached 16 years of age, if the technical to be allowed to drive from the age of 16." 17. Replace paragraph 13.2:17.1. the words "this company" with the words "the Merchant"; 17.2. the words "relevant company" with the words "the Merchant". 18. To supplement the 13.8. subparagraph after the word "person" with the words and figures "or this provision a person referred to in paragraph 13.1.7.". 19. To register previously unregistered foreign technical or trailer, the Agency shall submit the application in: 33.1.; 33.2. the statement of the implements or the trailer VIN number comparisons; 33.3. the implements previously issued or its trailer registration document. A document that certifies that the technical or the trailer is written down or not renewable, does not constitute registration document; 20.8. property rights certificate or invoice-reference (annex 7), if the technical or the trailer seized in the Republic of Latvia, or of the civil code in article 1474 specified people demonstrate agreement; 33.5. the customs declaration is made in the laws on customs matters in the order, if the technical or the trailer are imported from countries that are not members of the European economic area (hereinafter third country); 20.9. Declaration of conformity in accordance with the legislation on car safety and laws on road mobile machinery not provided for an internal combustion engine of pollutant emissions allowable norms (excluding tractors and their trailers), if purchased in a technical from third countries; 20.9. certificate of compliance or a tractor trailer in accordance with the relevant provisions of the rules of agricultural or forestry tractors, their trailers and its components conformity assessment. If not, submit the certificate of certification and test center that tractor or trailer that meets the legislative requirements set out in the annexes. Certificate of compliance or certification and test center, the opinion shall be submitted to the tractor or trailer acquired in a third country. " 31. Supplement with 33.1 and 33.2 of the following paragraph: "to register previously unregistered 33.1 new implements (excluding tractors and their trailers), the Agency shall: 1. application 33.1; 33.1 for the implements 2 or the number of trailers implements comparisons; 33.1 3. Customs Declaration issued regulations on customs matters in the order, if the technical is imported into the European economic area from a third country. 33.2 to register previously unregistered new tractor or trailer, the Agency shall: 1. application; 33.2 2. a statement of the tractor 33.2 or trailer unit number the comparison; 33.2 3. a certificate of conformity in accordance with the laws and regulations of agricultural or forestry tractors, their trailers and its components conformity assessment; 33.2 4. tractor or trailer manufacturer or the representative of the official document attesting to the tractor or trailer tracking technical data. As the tractor or trailer tracking technical data certificate may submit invoice-reference provided by the merchant-official representative of the manufacturer; 33.2 5. property rights supporting documents; 33.2 6. Customs Declaration issued regulations on customs matters in the order, if the tractor or trailer are imported in the European economic area from a third country. " 32. Delete paragraph 34. 33. Delete paragraph 24.5. 34. Add to paragraph 39 to 39.5. Sub-paragraph by the following: "-reference invoice 24.5." 35. Add to 45 after the word "copy" with the words "or submit a copy of the contract by producing the original". 36. Replace 56.2 in numbers and the words "in paragraph 32 or 33." with numbers and words, "33, 33.1 33.2 points or". 37. the express section follows 56.3.: 56.3. "full mass (kg)"-implements or full trailer mass in kilograms; 1.14. "power (HP)-implements or the maximum capacity of the horsepower of the trailer; 1.15. "notes"-notes on the prohibition or restriction of disposal of žojum, a mark of the possessor, guardianship and custody, the possessor of the declared place of residence (location), as well as other necessary information.
2.
