The Ministry of transport on special permission (license) shall notify the operator in writing of the cancellation. 25. The Ministry of transport's decision may appeal to the Court of Justice of the administrative procedure law. 26. The merchant is entitled to resubmit the documents special permissions (licenses) for general order no sooner than one year after the adoption of the decision of the special permission (license). 27.
