II. Responsible authorities and cooperation authority and competence 5. Responsible authorities functions provide the Ministry of finance.

6.2. to analyze the problems of European Union funds for technical assistance in the implementation of activities and submit proposals to the managing body of the European Union Fund for technical assistance for the improvement of the implementation of activities;
6.3. to provide information to the public and to provide publicity for the issues related to the funds of the European Union technical assistance activities;
6.4. use of European Union funds management information system for the monitoring of the operational programme and to accumulate the data about European Union fund technical assistance activities;
6.5. to monitor the available funds of the European Union technical assistance activities, including the financing of the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, article 93 1 and 2 of the principle referred to in the implementation of the European Union funds the technical assistance activity level;
6.6. the development of European Union funds the technical assistance project application form filling methodology.
7. cooperation authority provides functional supervision, Ministry of Finance of the Central Finance and contracting agency.
8. Cooperation authority is: 8.1. to ensure the European Union funds the technical assistance project implementation supervision and control;
8.2. to analyze the problems of European Union funds for technical assistance in the implementation of the project and to submit proposals for a responsible authority European Union funds for technical assistance projects;
8.3. to promulgate and to make limited funds of the European Union technical assistance project application selection;
8.4. the development of European Union funds for technical assistance projects of the Commission for the evaluation of the application of the rules;
8.5. to ensure the European Union funds the technical assistance project, the evaluation of the application;
8.6. to decide on European Union funds for technical assistance projects for the approval of the application, approval or rejection of the provided citation;
8.7. to develop a draft agreement on the Foundation of the European Union the implementation of the project;
8.8. to conclude an agreement with the European Union fund beneficiary of technical assistance;

III. Procedures for implementing the European Union funds the technical assistance activities 9. 10. the European Union will fund technical assistance activities within the European Union funds for co-financing of up to 85% of the total eligible costs, but the State financial budget shall not be less than 15% of the total eligible costs: 10.1. 11. the European Union will fund technical assistance projects, the maximum the available funds of the European Union during the period from January 1, 2008 until December 31, 2010 is $55 013 369.
12. The participating institutions that provide the Foundation of the European Union technical assistance activities to the achievement of the objectives of the estimated maximum amount of funding available for the period from 1 January 2008 to 31 December 2010 shall be indicated in the European Union funds the technical assistance funding (annex 2).

16.14. the European Union fund management information system and the related interinstitutional cooperation responsible for the creation of an information system, implementation, development and linking security with European Union fund management information system;
16.15. the Foundation of the European Union, the implementation of monitoring, control and evaluation process assurance;
16.16. other costs agreed with the cooperation of the authority and is directly related to the provisions referred to in point 15 of eligible activities.
17. the European Union will fund technical assistance projects costs incurred can be considered eligible costs, starting with January 1, 2008.

22.7.7. State social security payments from taxable but not eligible costs;
