Updated 01.02.2008., Latvian Journal No 18 (3802) Cabinet of Ministers Regulations No. 31 in Riga in 2008 (January 22. 5. § 3) amendments to the Cabinet of Ministers of 8 March 2004, the regulations No. 127 "Riga's historic centre conservation and protection provisions" Issued under the Riga historical centre conservation and Protection Act article 7 do cabinet 8 March 2004 No 127 "in the terms of the Riga historical centre conservation and protection provisions" (Latvian journal, 2004; 2005, 39 no no 98) the following amendments: 1. Express 2.4. subparagraph by the following : "not at 2.4 public outdoor space, which determines the design of the territory:".
2. Make the following point in 2.4.10.: "Latvian archers area 2.4.10.;".
3. Supplement with 2.4.12. and section 2.4.13. by the following: "old town area; 2.4.12.
2.4.13. Riga's historic Centre Street; ".
4. Express 2.5. subparagraph by the following: "2.5. parks, gardens and historic cemeteries:".
5. Express point 2.5.5. by the following: "2. The big graves, graves and James Pokrov cemetery;".
6. The deletion of paragraph 3, the word "such".
7. Replace the words "in paragraph 3.1.1 of the city development plan" with the words "planning".
8. Express 3.1.3. subparagraph by the following: "3.1.3. block function change or any building which has increased the parking of transport loads and the influx of it."
9. Express 3.2. subparagraph by the following: "3.2. historic centre of Riga in the protection zone-a new building that is related to the city planning in the base of the natural and historical water reduction."

The heritage of the unique, precious and valuable buildings, repair, retained the building, roof shape, the facade decoration, the original historic Windows and doors, constructive systems and design, as well as the valuable heritage interiors and equipment. If both are unique, very valuable or valuable building is damaged in a way that is not possible and the renovation and restoration of the building has been lost in the heritage value, instead, only the same amount of building materials and building construction, preserving existing genuine heritage value. "
11. Add to paragraph 5.2., after the word "reconstruction" with the word "(conversion)".
12. Replace paragraph 6.2., the words "the historical original" with the words "original historical".
13. To supplement the rules by 6.3 and 6.4. subparagraph by the following: "6.3. the heritage of unique and very valuable buildings change shape and cover the roof and constructing a new type of public outdoor space visible roof Windows;

17.7.2.2 and 7.2.3. Expressing. the following subparagraphs: "7.2.2. designing new building between heritage unique, precious and valuable buildings, its height in each specific case by the street landscape in urban spatial analysis, maintaining historic building scale and traditional Street and square space of the landscape. The height of the national cultural monument protection Inspectorate and the city of Riga būvvald, but it must not exceed the higher of the adjacent building more than one floor up and planning the maximum height of buildings;
7.2.3. the heritage of unique, precious and valuable buildings to save the historic roof form. Exceptions are allowed if modifications to improve the roof landscape or they needed to save the building. 18. Replace paragraph 7.3 and annex 1 and 2, the words "Art Nouveau Centre" with the words "the Riga historical centre core".
19. Make 7.3.2. subparagraph by the following: "7.3.2. designing a new building between heritage unique, precious and valuable buildings, its height in each specific case by the street landscape in urban spatial analysis, maintaining historic building scale and traditional Street and square space of the landscape. The height of the national cultural monument protection Inspectorate and the city of Riga būvvald, but it must not exceed the higher of the adjacent building more than one floor up and planning the maximum building height; ".
20. Make 7.3.4. subparagraph by the following: "7.3.4. heritage unique, precious and valuable buildings to save the historic roof form. Exceptions are allowed if modifications to improve the roof landscape or they needed to save the building. They agreed in advance with the national cultural monument protection Inspectorate, and the city of Riga būvvald Riga historic centre preservation and Development Council; ".
21. the express section 7.4.3. the following wording: "(re) 7.4.3. an existing building (remodeling) may not significantly alter the historic roof form, if it does not comply with the architectural style of the building."
22. Replace paragraph 7.5., and annex 1 and 2, the words "outskirts of the Centre of Riga and the eastern part of the Citadel" by the words "the historic centre of Riga was the outside parts of the kernel".
23. Amend paragraph 7.5.4.
24. Make 7.6.1. subparagraph by the following: "the heritage of unique 7.6.1. between, very valuable and precious buildings, designing a new building, an urban environment preserved historical building scale and traditional Street and square space of the landscape. New building height in each specific case by the street landscape spatial analysis. The height of the national cultural monument protection Inspectorate and the city of Riga būvvald; ".
25. To complement the 7.6.3. subparagraph after the word "system" with the word "and".

29. Make 7.10.1. and 7.10.2. subparagraph by the following: "7.10.1. new building construction is permissible only in accordance with the planning of the territory;
7.10.2. building height in separate from the center of faraway places may be increased, if it does not affect the old panoramic visual perception; ".
30. Express 8.4.4. subparagraph by the following: "8.4.4. to change the roof coverings with their time of construction materials to the unique, very precious and valuable buildings;".
31. Express 12 and 13 the following paragraph: "12. national cultural monument protection Inspectorate: 12.1 in consultation with the World Heritage Committee of UNESCO, establish criteria for the historic centre of Riga and its protection zone of significant transformations with harmonisation of the World Heritage Committee;
12.2. in consultation with UNESCO National Committee, determined to save the historic centre of Riga and authentic cultural values;
12.3. in coordination with the city of Riga būvvald and, if necessary, in consultation with the historic centre of Riga's conservation and Development Council, determine the building (structure and individual elements), the heritage the value according to the following levels: 12.3.1. value heritage unique buildings;
12.3.2. heritage very valuable buildings;
12.3.3. the heritage value of the building;

12.3.4. buildings with little cultural value;
12.3.5. building without cultural values;
12.3.6. environment-damaging buildings.
13. the national cultural monument Office and the city of Riga būvvald assesses the development and reconstruction of buildings (renovation) projects, taking into account the buildings, structures and their elements heritage value levels. If the building does not have a certain heritage value, determined in accordance with the provisions of section 12.2 of the construction or the intentions of receipt of the application, for the time necessary for evaluating lengthening of the administrative procedure law in the construction of the examination of the application. "
32. Supplement with 14, 15 and 16 of the following: "14. This rule 6.3. and 6.4. bottom paragraph does not apply to those buildings and premises of the reconstruction, restoration and development projects whose implementation up to this rule and section 6.3 6.4. date of entry into force of the country received cultural monuments protection inspection.
15. reconstruction of buildings and premises, restoration and development projects, the implementation of which is coordinated with the national cultural monument protection Inspectorate up to this date of entry into force of the rules, or have received a national cultural monument protection Inspectorate's permission to perform the activities concerned, the legislation that was in force when the authorisation of the project of harmonization or the date of receipt.
16. Riga City Council supports the Riga historical centre planning with this amendment, which requires to replace the words "in paragraph 7.3 Art Nouveau Centre" with the words "the Riga historical centre core", the year of the entry into force of the amendments of the rules of the day. "
