Cabinet of Ministers Regulations No. 82 in Riga 2008 February 5 (pr. 7. § 42) standard requirements, preparing action plans for cases not provided for ports, wharves, piers and oil or chemical terminals in accordance with the Issued maritime administrations and Maritime Security Act article 51 the eighth rule 1 determine typical requirements that must be followed when preparing the action plan for unforeseen cases of pollution in ports, wharves, piers and oil or chemicals terminals (hereinafter plan). 2. the plan shall contain the following information: 2.1. the objective of the plan, objectives, and expected results;
2.2. geographical territory plan;
2.3. it equipment needed for ports, docks, piers, a group of oil or chemical contamination of the liquidation, the Terminal listing, description and location;
2.4. maximum laden tanker and the load bearing characteristics, as well as the largest cargo hold size in cubic metres to a ship that arrives at the port concerned, the wharf or Terminal;
2.5. possible emergency risk assessment and its running scenarios;
2.6. the possible leakage assessment-calculation, based on the largest volume of the hold, cargo loading/unloading capacity and the time required to stop the oil, dangerous or other harmful substances in loading/unloading or prevent possible pipeline rupture;
2.7. institutions that are involved in the implementation of the plan for each of the unforeseen pollution incidents, their duties and responsibilities: 2.7.1. fire safety, fire and rescue services;
2.7.2. the police;
2.7.3. the State border (ports, wharves, piers and oil or chemicals terminals that are set in the border inspection post);
2.7.4. the national armed forces;
2.7.5. the environmental protection authorities;

2.7.7. commercial companies and sole proprietors;
2.8. implementation of the plan and the team, their duties and responsibilities;
