General questions 1. determines the procedure for the granting of national aid for the development of the forestry sector (hereinafter referred to as aid) in 2008. 2. The total amount of aid is 3 360 890 million lats from the budget of the Ministry of agriculture programs 24.00.00 "forest conservation" apakšpr the sustainability of 24.02.00 gramm "State support measures in the forest sector" Forest Development Fund resources. 3. support for: 3.1 forest industry support and development programmes and projects (development projects);
3.2. research project (research projects);

3.3.2. the "forest focus 2006" (according to the law on vajiem in normat Latvian and European Commission contract): the 10 890 lats;
3.4. the remuneration of experts of the project application and assessment of project performance review-21 300 lats. 4. the total amount of funding development projects is 1 930 000 lats, including: 4.1. forest sector institutions and infrastructure development projects-780 000 lats: 4.1.1. forestry information centre capacity building-100 000 lats;
4.1.2. the forest Museum concept and project development-50 000 lats;
4.1.3. the forest sector at all levels of education, including the development of further education-500 000 lats;
4.1.4. information on the forest sector for production and distribution – 80 000 lats;
4.1.5. logistics support and independent systems determine the development of the project-50 000 lats;
4.2. public awareness and education projects-800 000 lats: 4.2.1. forest sector image-300 000 lats;
4.2.2. the school youth education category and contests-200 000 lats;
4.2.3. actions "forestry days 2008" and "the gold cone 2008" for progress-300 000 lats;
4.3. other projects-350 000 lats. 5. the total amount of funding research projects is 1 350 000 lats, including: 5.1 in 2007 initiated a long-term project of tasks-360 000 lats;
5.2. the projects these rules laid down in point 6 priority areas: 5.2.1. long term (longer than a year) projects-200 000 lats;
5.2.2. the short-term (up to) projects-100 000 lats;
5.3. the projects of forest-based industries within the national program-440 000 lats;
5.4. projects in areas that have not been defined in point 6 of these regulations,-250 000 lats. 6. Research project priority areas for 2008:6.1. new wood and other products and innovative technologies;
6.2. the assessment of forest biodiversity;
6.3. the role of forests in climate change mitigation and adaptation to climate change. 7. To support development projects may apply to any natural or legal person (hereinafter applicant). To support the implementation of research projects may apply to an applicant who registered scientific institutions. 8. In accordance with the laws and regulations of the forest development fund forest development Fund Council (hereinafter Council) decides on the granting of aid, the execution of projects financed and the assigned amount of the repayment. 9. If 4 or 5 of these rules. the funding referred to in paragraph 1 is not to be used in full, the Council may adopt a decision on the reallocation of funding and repeated invitation to tender. 10. the project application (hereinafter application) this provision in paragraph 4 and 5 (except 4.1.3., 4.2.3., 5.1 and 5.3) that projects submitted to 14 March. 11. Submission of the application, evaluation and decision-making aid 13. applicant shall submit a field support service (hereinafter service) application. 14. the application shall include the following documents: 14.1. submission (annex 1);
14.2. the project manager and artist history description (CV);
14.3. a written acknowledgement by the third party co-financing availability, if the development project for the third-party financing;
14.4. the applicant's scientific institutions recommendation of the Scientific Council of the research project for the application. 15. the service within five working days after the expiry of the login: 15.1. examine the application of these rules in compliance with paragraph 14 of these requirements.
15.2. writing to the Ministry of agriculture (hereinafter the Ministry) for compliance with the application of this provision in paragraph 14 above;
15.3. applications submitted electronically to the Ministry. 16. Applications to assess forest development Fund Advisory Board and expert according to the assessment criteria (annex 2). If the assessment point amount is less than 60, the aid is not granted. 17. the Council within one month of the application deadline, shall decide on the granting of aid and the submit Service Council meeting Protocol of the projects supported, their funding and rejected the application, citing the reason for the rejection. If objective reasons this time limit cannot be met, the Council extended the administrative procedure law. III. Conclusion of contracts and financing contracts concluded on 18 June 2008. Support conditions applicable to 15 February 2008. 19. on receipt of the minutes of the proceedings of the Council, notify the applicant about the service support or rejection of the application and the applicant within 10 working days of the contract for the implementation of a project. The contract provides for: 19.1. Overview of project submission procedures and deadlines: 19.1.1 Overview for the first half of 2008. to submit to the service in until 14 July 2008.

19.1.2. review of implementation of the project (long-term research projects-overview of tasks), which reflects the business tasks, results and summary of financial funds (hereinafter report) (annex 3) shall provide service until 3 November 2008;
19.1.3. public presentation of the report-I quarter of 2009;
19.2. the financing arrangements and terms: 19.2.1. advance payment of 50% of the project amount of aid;
19.2.2. interim payments, if necessary in the implementation of the project, up to 30% of the amount of aid for the project-after the first half of 2008, reporting services;
19.2.3. final settlement-after reviewing is approved by the Council;
19.2.4. funding changes in any of these sections of the agreement does not exceed 10% of the total funding of the contract agreed with the service;
19.2.5. the aid is paid to the non-cash form of settlement projects implementing the specified bank account;
19.3. the requirement that the dissemination of any information about the project, indicate the reference to donor-Forest Development Fund;
19.4. the condition that the research project report places the Latvian Agricultural University's science research database. 20. The applicant within 10 working days after the receipt of the notification of award of the aid shall be submitted to the Department the information required for the preparation of the Treaty. If the information is not submitted within the prescribed time, the service will inform the Council and it shall have the power to review the decision on the granting of aid. 21. Service: 21.1. within five working days after the conclusion of the contract in advance the cost of implementing the project, subject to this terms and conditions of the contract;
21.2. within five working days of the project reviews and summarizes the information gathered electronically transmit to the Ministry;
21.3. Council decision on the approval of the report of receipt within five working days of the settlement with the project promoter carries out;
21.4. the use of the financial control compliance with the record keeping and accounting regulatory requirements of the regulations;
21.5. random checks for not less than 5% of the total number of projects implemented;
21.6. Contracting with outside experts, of the Council on the granting of aid. If the project implementer provided false information or breach of these rules or the terms of the contract, the Department shall notify the Ministry. Council decision on the reimbursement of aid service requires a project promoter to repay the amount referred to in the decision.
