Express the point 1 and 2 by the following: "1. the provisions laid down in the essential requirements, the compliance monitoring mechanisms and procedures for marking of the ballast for fluorescent lamps (ballast). 2. Subject to the provisions of standard EN 50294 + A1 + A2, EN: 2007 "qualifier-light circuit power consumption measurement method" referred to in subparagraph 3.4 ballast, which offers market separately or incorporated in luminaires, which receives electricity from the grid, with the exception of ballast bulb mounted or built-in furniture luminaires when not replaceable part of the luminaire, and not verifiable separately from the luminaire. Ballasts shall be classified in accordance with the provisions of annex 1, table 1. " 2. Make paragraph 3 by the following: "3. the manufacturer or his authorised representative shall ensure the determination of the power consumption of each ballast according to the standard EN 50294 + A1 + A2, EN: 2007" qualifier-light circuit power consumption measurement method "procedures, as well as the ballasts into conformity with the requirements laid down in these rules." 3. " 4. Express 4 by the following: "4. the manufacturer, his authorized representative or the importer provides the ballast of the technical documentation. Documentation in addition to this provision, the information referred to in paragraph 3.2 shall bear the following information: 4.1. main characteristics of the model (especially those that substantially affects power consumption) and, if necessary, technical drawings; 4.2. data for this rule 3.23. measurement referred to in compliance with the rules set out in annex 1 the energy consumption requirements; 4.3. the user manual in the language of the country. " 5. To complement the chapter III with 9.1 points as follows: "If the ballast and 9.1 packaging marked with the Community eco-label pursuant to the procedure referred to in the European Parliament and of the Council of 17 July 2000, in Regulation (EC) no 1980/2000 on a revised Community eco-label award scheme (hereafter-Regulation (EC) no 1980/2000), or other mark, which, according to Regulation (EC) no 1980/2000, the procedure referred to in article 19 of the recognised as equivalent to the Community eco-label then consider that the ballast meets the requirements of these regulations in so far as the Community eco-label or marking applies to such claims. " 6. Supplement with 10.1 points as follows: "10.1 consumer centres is entitled to request and receive, free of charge, samples of ballast and organize inspections to verify compliance with this provision ballast requirements. If the inspection found that the ballast does not meet the requirements laid down in these rules, the costs of inspection shall be borne by the manufacturer, his authorized representative or the importer, who first put the non-compliant ballast market of Latvia. " 7. Make the informative reference to European Union directives as follows: "Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the European Parliament and of the Council of 18 September 2000, Directive 2000/55/EC on energy efficiency requirements for ballasts for fluorescent lighting; 2) of the European Parliament and of the Council of 6 July 2005, the provisions of Directive 2005/32/EC establishing a framework for the setting of ecodesign requirements for energy-using products and amending Council Directive 92/42/EEC and European Parliament and Council Directive 96/57/EC and 2000/55/EC. '
