Cabinet of Ministers Regulation No 131 of 2008 in Riga on February 26 (Mon. 29. § 12) the rules on the "operational programme infrastructure and services" apakšaktivitāt "Appendix 3.1.5.3.2. Oncology patients radiotherapy treatment development" Issued under the European Union's structural funds and the cohesion fund management law, article 18, paragraph 10 (I). General provisions 1. determines: 1.1. procedures implemented by the operational programme infrastructure and services "services" Appendix "Oncology 3.1.5.3.2. apakšaktivitāt patient radio therapy treatment development" (hereinafter activity);
1.2. the responsible authority and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination;
1.3. the requirements of the European regional development fund project applicant (hereinafter referred to as project applicant);
1.4. European regional development fund project application (hereinafter referred to as project submissions) evaluation criteria.
2. The purpose of the activity is the oncology patient treatment requires aligning the infrastructure and development of medical devices, continuing the oncology patient treatment services of Daugavpils, Liepaja in focus and in Riga. 3. activities pursued in the implementation of the objectives, the following activities: monitoring indicators 3.1. purchase and install a new oncology patients radiotherapy treatment equipment in four medical institutions;
3.2. improve the institutional infrastructure of the four treatments.
4. activities to target patients suffering from onkoloģiskaj diseases.
5. the activity of the European regional development fund, the project application to the limited selection.
6. funding is available for the activity 9 897 134 lats, including the European regional development fund co-financing 8 412 564 lats and national public financing 1 484 570 dollars.
7. activities within the delivery of medical equipment purchasing organized and conducted the health compulsory insurance State Agency. Procurement is carried out centrally for all European regional development fund projects in cooperation with the European Regional Development Fund beneficiaries (beneficiary).
8. European Regional Development Fund for the implementation of the project site is the territory of the Republic of Latvia, providing services for patients suffering from onkoloģiskaj diseases, developing and concentrating the oncology patient treatment services in Daugavpils, Liepaja and Riga II. Responsible Authority and cooperation authority 9. Responsible authorities functions provide the Ministry of health, the authority of cooperation provides the health statistics and medical technologies State Agency.
10. the cooperation body is the functional supervision of the responsible authority.
11. the competence of the authority responsible: 11.1. to provide information on the preparation and submission of the project to ensure the project application form filling methodology development;
11.2. collect information on the draft legislation for the European Union's structural funds and the cohesion fund management information system and the use of the prescribed order;
11.3. to monitor available in the European regional development fund, including a learning Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, article 93 1 and 2 of the enforcement of this principle in the activity level;
11.4. to prepare the State budget approved the request for the European regional development fund and the European regional development fund reimbursement;
11.5. develop project application assessment methodology and the assessment form methodology;
11.6. to participate in the development of the standard contract on the European regional development fund, the implementation of the project;
7.3. to plan and implement information measures for the implementation of activities, including publishing information on activities approved under the European regional development fund projects.
12. Cooperation authority: 12.1. create the European Regional Development Fund's limited application of selection of projects project application Evaluation Commission (hereinafter the Commission);

12.7. to provide information on the State budget and the preparation of the request to the responsible authority pursuant to laws and regulations on the procedures foreseen in the State budget for the European Union projects co-financed by the Fund;

12.12. collect data on the European regional development fund projects in the laws of the European Union's structural funds and the cohesion fund management information system and the use of the prescribed order;
12.13. to plan and implement public awareness measures on the European regional development fund projects.
III. conditions for implementing the activities and project requirements the applicant 13. Project applicants have regional and local multi purpose hospital providing in-patient assistance in Oncology or iroonkoloģij (including chemotherapy and radiation therapy), and regional multi purpose hospitals, which plans to build alliances with medical institutions that provide inpatient oncology assistance (including chemotherapy and radiation therapy).
14. The beneficiaries of the activity within the implemented one of the European regional development fund project.
15. the project application consists of the completed project submission form page () and the following: 15.1 the applicant's project of a value added tax payer registration certificate, if the applicant is registered with the State revenue service value added tax register of taxable persons;

22. 31. the project submissions valued at the following evaluation criteria: 19.3. administrative evaluation criteria (design and submit eligibility criteria): the project applicant 31.1.1. comply with the provisions of paragraph 13 of these requirements and have been invited to submit a project application;
31.1.2. project submission is filed, this provision within the time limit specified in paragraph 24;
31.1.3. the project is drawn up into the application;
31.1.4. project submission prepared for the Latvian language;
31.1.5. submission of the project financial statement is made in local currency;
31.1.6. project application is fully completed and drawn up according to the project submission form, including those set out in annex attached;

31.1.7. project submission is without deletions, aizkrāsojum, without reservation, the corrections, deletions and additions;
31.1.8. If the project application filed in paper form, the original is cauršūt or caurauklot;
31.1.9. where the submission is filed in paper form, is accompanied by an electronic copy of the electronic medium;
31.1.10. If the application filed electronically, it is according to the electronic movement of documents regulating the regulatory enactments;
31.1.11. project submission signed by the authorised person;
31.1.12. If the application language, Latvian attachments are not accompanied by a certified translation into Latvian language in the document in accordance with the legislation of the country vajiem normat procedures which are translations of documents in the language of the country;
31.1.13. application of the project financial statement is designed to accurately and arithmetic properly;
31.2. the conformity evaluation criteria (content, financial eligibility criteria and implementation): project submission 31.2.1. complies with those rules 14, 15, 16 and 21, paragraph;
31.2.2. The European regional development fund, the project is focused on oncology patient treatment necessary infrastructure and medical equipment;

31.2.7. submission of project expenditure is proportionate, justified, necessary for the European Regional Development Fund for the implementation of the project and provides a physically measurable results;
31.2.8. until 31 December 2009 provided not less than 35% of the use of the European regional development fund project funding;
31.2.9. The European regional development fund project implementation capacity is sufficient and justified;
31.2.10. European regional development fund, the project planned activities do not duplicate the activities that are funded from other European regional development fund and other financial instruments;
31.2.11. European regional development fund, the project planned in the publicity and information dissemination activities are sufficient and appropriate;
31.3. quality evaluation criteria (specific to the policy implementing the eligibility criteria): 31.3.1. European regional development fund, the project is based on the application of statistics and cost effectiveness analysis, as well as with the activities proposed impact assessment compared with an alternative activity;
31.3.2. European regional development fund, the project's level of risk is acceptable;
31.3.3. supported by the European regional development fund project result sustainability;
31.3.4. European regional development fund, the project will reduce the morbidity, mortality and disability, increase the population life expectancy and improve the health status of the population;
31.3.5. European regional development fund within the framework of the project for the disabled will be provided for the treatment of oncology patients needed infrastructures and the availability of medical devices.
32. the project submission's compliance with this provision in the abovementioned 31.3.1 quality evaluation criterion is assessed according to the following criteria below, giving the number of points: 32.1. project activities is based on the application of statistics and cost effectiveness analysis, as well as the activities of each of the proposed impact assessment, compared with the alternative activity, and be positive — two points;
32.2. the project activities are based on statistical and cost effectiveness analysis, as well as the activities of each of the proposed impact assessment, compared with the alternative activity, and be negative-one point;
32.3. the project is not based on statistical and cost effectiveness analysis, as well as the activities of each of the proposed impact assessment, compared with the alternative activity, – the zero point.
33. This provision 31.3.1. quality evaluation referred to the assessment criteria is considered adequate if it received two points.
34. the project submission's compliance with this provision in the abovementioned 31.3.2 quality evaluation criterion is assessed according to the following criteria below, giving the number of points: 34.1. project implementation duration is up to 18 months – two points;
21.3. the duration of the implementation of the project is 36 months from 18 to-one point;
21.3. the project implementation duration is greater than 36 months-zero pun kt.
35. This provision 31.3.2. quality evaluation referred to the assessment of the criteria for being considered as appropriate, if the minimum number of points you receive is the one.
36. the project submission's compliance with this provision in the abovementioned 31.3.3 quality evaluation criterion is assessed according to the following criteria below, giving the number of points: 36.1. the results achieved after the project is completed in 10 years and longer maintained – two points;
36.2. the results achieved maintained after completion of the project from five to nine years-one point;
36.3. the results achieved after completion of the project maintain less than five years – the zero point.
37. This provision 31.3.3. quality evaluation referred to the assessment of the criteria for being considered as appropriate, if the minimum number of points you receive is the one.
38. the project application, compliance with this provision in the abovementioned 31.3.4 quality evaluation criterion is assessed according to the following criteria below, giving the number of points: 38.1. at the project hospital crew territory decreases morbidity and mortality – two points;
38.2. the implementation of the project on the territory of the hospital crew reduces the mortality-one point;
23.8. at the project hospital crew territory does not reduce the morbidity and mortality-the zero point.

39. This provision 31.3.4. quality evaluation referred to the assessment of the criteria for being considered as appropriate, if the minimum number of points you receive is the one.
40. the project submission's compliance with this provision in the abovementioned 31.3.5 quality evaluation criterion is assessed according to the following criteria below, giving the number of points: 24.9. ensure full infrastructure and availability of medical devices for the handicapped – two points;
40.2. ensure limited infrastructure and the availability of medical devices for the handicapped-one point;
40.3. not supported infrastructure and availability of medical devices for the handicapped – zero point.
41. This provision 31.3.5. quality evaluation referred to the assessment criteria is considered adequate, if the minimum number of points you receive is the one.
42. cooperation authority approves the project application and contracts on the European regional development fund project, if it meets all of the administrative and eligibility evaluation criteria have been assessed with "Yes" and all the quality evaluation criteria have received at least the minimum number of points for the assessment could be considered adequate.
43. where the liaison body confirms the application of the project, (with the exception of those provisions referred to in paragraph 44 of the evaluation criteria), the applicant of the project 25 of these provisions within the time limit referred to in paragraph shall take specific liaison bodies: 43.1. submit additional information and clarification on the draft application evaluation criteria (except the provisions referred to in paragraph 44 of the evaluation criteria);
43.2. ensure compliance with this rule 19.3. referred to administrative evaluation criteria (except for this provision, 31.1.3 31.1.1.31.1.2.,.,.,., and 31.1.6 31.1.4 31.1.5. Administrative vērtēš referred to the NASA criteria);
43.3. ensure compliance with this rule 31.2. conformity referred to the assessment criteria (except this rule 31.2.2. the conformity referred to evaluation criteria).
44. If the submission of the project's compliance with this provision, 31.1.3 31.1.1.31.1.2.,.,.,., 31.1.6 31.1.4 31.1.5. and the assessment referred to in subparagraph 31.2.2. the criteria for assessing compliance with the "no" or to one of the quality evaluation criteria assessed by the number of points, which is below the minimum required, the liaison body rejects the project submission.
45. an application for rectification of the project in accordance with the provisions of the decision referred to in paragraph 43 of the cooperation project, the authority shall assess the application and shall draw up an opinion on the decision: If the project application 45.1. specified in accordance with the provisions of the decision referred to in paragraph 43, the liaison body shall prepare a positive opinion and the conclusion of the agreement on the European regional development fund project;
45.2. If the application does not specify in accordance with the provisions of the decision referred to in paragraph 43, the liaison body shall prepare a negative opinion of the project and the application shall be deemed to have been rejected.
46. The provisions referred to in paragraph 45 of the opinion, Justice shall be carried out as in the decision, which contains the conditions to control it.
V. European regional development fund project supported activities, eligible and non-eligible costs 47. European regional development fund, the project has supported the following: 29.3. information and publicity measures;
47.2. the purchase of medical equipment;
47.3. infrastructure.
48. The provision laid down in paragraph 29.3. eligible actions include heading of eligible costs: the European regional development fund information and publicity. These eligible activities eligible costs not exceeding 0.5 percent of the European regional development fund, the total eligible cost.

50. The provision laid down in paragraph 47.3 eligible activities eligible costs include the following headings: 50.1. technical project preparation costs;

50.3. the construction, reconstruction or renovation costs;

50.5. building services.
51. the estimated cost of the project will not be considered eligible costs, shall not exceed five percent of the European Regional Development Fund's total eligible costs.
52. funding from the European regional development fund and the State budget are not eligible costs: 52.1. not specified in this rule 48, 49 and 50;
52.2. above this rule 48 and 51 above-cost position;
52.3. not conforming to these rules laid down in paragraph 21, the European Development Fund in the region was the total eligible costs of the project limits;
52.4. for which the European regional development fund projects during the implementation of the commitments assumed and for which no payments are made by the European regional development fund project completion deadline;
which is not supported with 52.5. appropriate documentation justifying costs incurred or regulatory non-compliance.
53. The value added tax payments are eligible costs depending on whether the European regional development fund within the framework of the project the goods acquired and services received for the non-taxable taxable or transaction or transactions to provide assurance not provided for in the law "on value added tax".
Vi. Closing questions 54. European regional development fund, the project implementation plan from the date of conclusion of the agreement on the European regional development fund project, to 31 December 2013.

55.
