Cabinet of Ministers Regulations No. 173 in Riga on March 11, 2008 (pr. No 16 13) national General National Road Fund for the use of the funds assigned to the order Issued in accordance with the law "on the road" article 12 the third and the seventh part i. General questions 1. determines: 1.1. National Road Fund, the utilisation of funds;

6.14. local governments, merchants, home construction, reconstruction of roads, daily maintenance and periodic maintenance monitoring, as well as for monitoring road safety on these roads;
6.15. the local government-owned urban transit street maintenance and renewal for co-financing;
6.16. the purchase of land to restore the City Transit streets;
6.17. local authorities, economic operators and road reconstruction of houses, if it is necessary for public road renovation and improvement of traffic safety on the public road;
6.18. inspection of road transport infrastructure construction;
6.19. breakdown and damage caused by natural disasters, the destruction of national road network.

14.8. to inform the public about the road sector;
14.9. local road and street network takes credit for financing basic reimbursement;
23.10. the consequences of the emergency and natural disaster damage caused for local road and street network;
23.11. the municipal road and street maintenance equipment (such as tractor technique with suitable equipment for road maintenance, graders, brush cutters and grass cutters) for purchase and maintenance.

40. the application shall be accompanied by the following documents: 24.9. local Government Council decision on the participation of local authorities in the implementation of the project and the availability of co-financing the municipal part of the application and in time;
40.2. one copy of the construction plan (if any);
40.3. the urban transit renewal of street calculation of eligible costs the average estimated price;
40.4. local Government Council assurances on its property projects in the implementation of the land;
25.2. information on the implementation of the project in addition to the required ground;

27.1. local action is required for the implementation of the project land;

43.8. the project is not funded or co-financed from European Union sources of finance, as well as project planned activities different from those activities which are financed from the funds of the European Union.
44. in order to make a decision on the co-financing of the Ministry of transport, the municipality may require additional information.
45. The decision taken shall inform the authorities of the Ministry of transport to the year's October 1.
46. The City Transit streets project grant for the implementation of fi nance up to 75 percent of this provision referred to in paragraph 47.
47. the costs attributable to urban transit street reconstruction, co-financing the following types of costs: 29.3. Street roadway and its elements of the cost of the works;
47.2. a street roadway rain water sewer cost of the works;
47.3. the street light works cost;
47.4. restore civil design of the street;
29.5. the renovation of the building of the street;
29.6. autoruzraudzīb;
29.6. project management.

51.2.35 percent from mērķdotācij in proportion to municipal property in the street pavement and bridge (road transport), multiplied by the following coefficients (k): parish Street carriageway 51.2.1., k = 1;
51.2.2. the street pavement area cities with a population of up to 7000, k = 1.4;
51.2.3. street pavement area cities with a population of 7000 to 38000, k = 3.8;

51.3.35 percent of mērķdotācij distribution in proportion to the municipal-owned road length multiplied by the following coefficients (k): 51.3.1. municipal roads registered the black cover, k = 3;
51.3.2. all other municipal roads registered, k = 1.52. in 2009, the mērķdotācij between the municipalities shall be distributed as follows: 52.1. Riga City municipality traffic Ministry transferred 26 Pro cents from mērķdotācij;
52.2. the remaining 74 percent of mērķdotācij between the other authorities of the Ministry of transport shall be distributed as follows: 52.2.1. percent of the mērķdotācij 22.2 allocated in proportion to the territory of the municipality of the registered vehicle (if they carried out the previous year's national technical inspection), multiplied by the following coefficients (k):. 52.2.1.1 passenger cars, k = 1.0;
52.2.1.2. trucks, k = 3.4;
52.2.1.3. bus, k = 2.8;
52.2.1.4. trailers and semi-trailers, k = 5.7;
52.2.2.25.9 percent of mērķdotācij distribution in proportion to the municipal property in the street pavement and bridge (road transport), multiplied by the following coefficients (k): 52.2.2.1, in the parish of street pavement., k = 1;
52.2.2.2. street pavement area cities with a population of up to 7000, k = 1.4;
52.2.2.3. street pavement area cities with a population of 7000 to 38000, k = 3.8;
52.2.2.4. the street pavement area cities with population more than 38000, k = 4.8;
52.2.2.5. bridge (road transport), k = 10;
52.2.3.25.9 percent of mērķdotācij distribution in proportion to the municipal-owned road length multiplied by the following coefficients (k): 52.2.3.1. municipal roads registered the black cover, k = 3;
52.2.3.2. all other municipal roads registered, k = 1.53. in 2008 and in 2009, the Ministry of transportation includes the mērķdotācij of Riga, Daugavpils, Liepaja, Jelgava, Jurmala, Ventspils and Rezekne city and district authorities in special budgets, travel funds.
54. in 2008 and in 2009, the Ministry of transport on the basis of the district's City Council, District Council or Parish Council decision on mērķdotācij from the Ministry of transport, can be transferred to the district City Council, District Council or Parish Council, part of the area of the intended mērķdotācij.
