Cabinet of Ministers Regulations No. 173 in Riga on March 11, 2008 (pr. No 16 13) national General National Road Fund for the use of the funds assigned to the order Issued in accordance with the law "on the road" article 12 the third and the seventh part i. General questions 1. determines: 1.1. National Road Fund, the utilisation of funds;
1.2. mērķdotācij parts;
1.3. the order in which mērķdotācij being divided between local and regional authorities;

1.5. the order in which the legality of the use and of the mērķdotācij of the Ziba control;
1.6. the order in which the municipality provides an overview of the cultural mērķdotācij of the lottery;
1.7. the co-financing of urban transit Street.
2. State the General National Road Fund program are as follows: 2.1 the bottom Sub "national road management, maintenance and renewal" (hereinafter referred to as national highway subprogramme);
2.2. the sub-programme "Mērķdotācij local roads (streets)" (hereinafter referred to as the mērķdotācij).

6.8. the road sector's historical value;
6.9. the purchase of land for public road improvement and development;
6.10. the environmental protection measures and conditioning of land;
6.11. the membership fees pay for international travel organizations;
6.12. the State road management;
6.13. the public sector road;
6.14. local governments, merchants, home construction, reconstruction of roads, daily maintenance and periodic maintenance monitoring, as well as for monitoring road safety on these roads;
6.15. the local government-owned urban transit street maintenance and renewal for co-financing;
6.16. the purchase of land to restore the City Transit streets;
6.17. local authorities, economic operators and road reconstruction of houses, if it is necessary for public road renovation and improvement of traffic safety on the public road;
6.18. inspection of road transport infrastructure construction;
6.19. breakdown and damage caused by natural disasters, the destruction of national road network.

9.4. percent of the mērķdotācij 21.0 proportion to municipal property in the path length multiplied by the following coefficients (k): 9.4.1 municipal roads registered the black cover, k = 3;
9.4.2. other municipal roads registered, k = 1.10. Ministry of transportation includes special budgets of local mērķdotācij-local road funds.
11. Local authorities provide a means of tracking mērķdotācij separately from other authorities dedicated the revenue and expenditure shown in the budget.

V. procedures for the use of the Mērķdotācij 23. Mērķdotācij is used for the following purposes: 23.1. local road and street daily and periodic maintenance, strukcij and construction, rekon as well as improving road safety;
23.2. local road and street program and project development and management;
23.3. pedestrian and cycle route construction and the installation of lights along them;
23.4. the Superintendence and autoruzraudzīb;
14.6. the purchase of land in order to improve and develop the local paths and streets;
14.7. transnational cooperation measures in the road sector;
23.7. local road and street management;
14.8. to inform the public about the road sector;
14.9. local road and street network takes credit for financing basic reimbursement;
23.10. the consequences of the emergency and natural disaster damage caused for local road and street network;
23.11. the municipal road and street maintenance equipment (such as tractor technique with suitable equipment for road maintenance, graders, brush cutters and grass cutters) for purchase and maintenance.
24. the special budget, local road and street Fund, used according to the local government approved the medium-term (three years).
Vi. use of Mērķdotācij control

25. the control of the Ministry of transport mērķdotācij the legality and regularity of expenditure. VII. Reporting on the use of mērķdotācij 28. Report on the use of the mērķdotācij municipal traffic Department submitted four times a year in the following time limits: 28.1. first quarter of the year – up to 20 April;
28.2. the first half of the year, until July 20;
28.3. for nine months-to review the October 20;
28.4. the year-to-year report the following January 20.
29. the report on the use of the mērķdotācij dealt with in accordance with this annex 1 mu set. Document property "signature" does not fill in, if an electronic document is drawn up according to the law on electronic document design.
30. This provision of the revised annex 1 in the column "type" indicates costs that are listed under the specific legislation of the local road and street funds used to finance accounting procedures.

VIII. the co-financing of urban transit Street arrangements 33. 36. Urban Transit street maintenance funds for co-financing of the Ministry of transport granted the following extent: 36.1. Financing 50 percent of scheduled services on the route concerned transit in the street below the existing national primary or first class road routine maintenance financing;
36.2. the 25 percent of the funding, scheduled services on the route concerned included transit Street continued in the national secondary road routine maintenance.
37. The municipality from its budget provides funding for transit that city street maintenance and co-financing funds that are equal to or greater than the national road fund for funding.
38. Urban transit renewal funding for co-financing of the street are assigned to projects included in the national road of the subprogramme.
39. for the co-financing of urban transit Street restoration, the Municipal Council shall submit the application to the Ministry of transport. The application shall include the following information: 24.3. City Transit streets project name and restore the horse work description (if not a construction);
24.4. the desirable duration of a project (including the civil design, if needed);
39.3. the estimated cost of the project (including local authorities);
24.5. municipal officials responsible for implementation of the project.
40. the application shall be accompanied by the following documents: 24.9. local Government Council decision on the participation of local authorities in the implementation of the project and the availability of co-financing the municipal part of the application and in time;
40.2. one copy of the construction plan (if any);
40.3. the urban transit renewal of street calculation of eligible costs the average estimated price;
40.4. local Government Council assurances on its property projects in the implementation of the land;
25.2. information on the implementation of the project in addition to the required ground;
40.6. information about the daily average vehicle movements are intense high and composition (movement census data). Motion count is made not earlier than one year before the submission of the application to the Ministry of transport;
40.7. public joint stock company "Latvian state roads" transit made pavement condition assessment.
41. If the request for co-financing urban transit renewal in civil design of the street, local Government Council Declaration of implementation of the project and information on the implementation of the project in addition to the required application to the ground does not have to be added.

43.2. the total daily average intensity of movement in the previous year were no less than 1000 vehicles a day;
43.3. transit pavement condition under national joint stock company "Latvian state roads" the transit pavement condition evaluation matches the Visual assessment of "bad";
43.4. the review of the special inspection of the bridge or the certified expert opinion about the condition of the bridge proposed to restrict the movement of vehicles or to stop due to the load-bearing structure of the bridge bearing capacity deterioration;
43.5. local Government has sufficient and stable financial resources to ensure local government co-financing for the implementation of the project;
27.1. local action is required for the implementation of the project land;
27.2. transit Street restoration costs correspond to the average of the projected market prices and are necessary for the implementation of the planned activities;
43.8. the project is not funded or co-financed from European Union sources of finance, as well as project planned activities different from those activities which are financed from the funds of the European Union.
44. in order to make a decision on the co-financing of the Ministry of transport, the municipality may require additional information.
45. The decision taken shall inform the authorities of the Ministry of transport to the year's October 1.
46. The City Transit streets project grant for the implementation of fi nance up to 75 percent of this provision referred to in paragraph 47.
47. the costs attributable to urban transit street reconstruction, co-financing the following types of costs: 29.3. Street roadway and its elements of the cost of the works;
47.2. a street roadway rain water sewer cost of the works;
47.3. the street light works cost;
47.4. restore civil design of the street;
29.5. the renovation of the building of the street;
29.6. autoruzraudzīb;
29.6. project management.
48. the urban transit Street renovations are completed līdzfinan volume value includes the municipalities of the balance sheet.
IX. Closing questions 49. That rule 7, 8, 9, and 13, paragraph shall enter into force on January 1, 2010.

51.1.2. trucks, k = 3.4;
51.1.3. buses, k = 2.8;
51.1.4. trailers and semi-trailers, k = 5.7;
51.2.35 percent from mērķdotācij in proportion to municipal property in the street pavement and bridge (road transport), multiplied by the following coefficients (k): parish Street carriageway 51.2.1., k = 1;
51.2.2. the street pavement area cities with a population of up to 7000, k = 1.4;
51.2.3. street pavement area cities with a population of 7000 to 38000, k = 3.8;

51.2.4. the street pavement area cities with population more than 38000, k = 4.8;
51.2.5. bridge (road transport), k = 10;
51.3.35 percent of mērķdotācij distribution in proportion to the municipal-owned road length multiplied by the following coefficients (k): 51.3.1. municipal roads registered the black cover, k = 3;
51.3.2. all other municipal roads registered, k = 1.52. in 2009, the mērķdotācij between the municipalities shall be distributed as follows: 52.1. Riga City municipality traffic Ministry transferred 26 Pro cents from mērķdotācij;
52.2. the remaining 74 percent of mērķdotācij between the other authorities of the Ministry of transport shall be distributed as follows: 52.2.1. percent of the mērķdotācij 22.2 allocated in proportion to the territory of the municipality of the registered vehicle (if they carried out the previous year's national technical inspection), multiplied by the following coefficients (k):. 52.2.1.1 passenger cars, k = 1.0;
52.2.1.2. trucks, k = 3.4;
52.2.1.3. bus, k = 2.8;
52.2.1.4. trailers and semi-trailers, k = 5.7;
52.2.2.25.9 percent of mērķdotācij distribution in proportion to the municipal property in the street pavement and bridge (road transport), multiplied by the following coefficients (k): 52.2.2.1, in the parish of street pavement., k = 1;
52.2.2.2. street pavement area cities with a population of up to 7000, k = 1.4;
52.2.2.3. street pavement area cities with a population of 7000 to 38000, k = 3.8;
52.2.2.4. the street pavement area cities with population more than 38000, k = 4.8;
52.2.2.5. bridge (road transport), k = 10;
52.2.3.25.9 percent of mērķdotācij distribution in proportion to the municipal-owned road length multiplied by the following coefficients (k): 52.2.3.1. municipal roads registered the black cover, k = 3;
52.2.3.2. all other municipal roads registered, k = 1.53. in 2008 and in 2009, the Ministry of transportation includes the mērķdotācij of Riga, Daugavpils, Liepaja, Jelgava, Jurmala, Ventspils and Rezekne city and district authorities in special budgets, travel funds.
54. in 2008 and in 2009, the Ministry of transport on the basis of the district's City Council, District Council or Parish Council decision on mērķdotācij from the Ministry of transport, can be transferred to the district City Council, District Council or Parish Council, part of the area of the intended mērķdotācij. City Council, District Council or Parish Council, which receives mērķdotācij from the Ministry of transport, is responsible for its own relationship to the District Council (of the district budget Special-District Road Fund – funding).

57. in 2008, and in 2009 the district City Council, District Council and Parish Council, receiving mērķdotācij of the district budget special-district road fund, establishing the appropriate city, County, district and parish of special budgets, city, County, district and parish road funds.
58. in 2008 and in 2009, the mērķdotācij Division uses the following data: 58.1. a vehicle registered in the territory of the municipality, the number of which in the previous year made State technical inspection;
58.2. for the year January 1 municipal-owned Street and bridge areas;
58.3. the January 1st municipal owned registered path length.
59. in 2008 and in 2009, data on the municipal territory of vehicles, which last year made the State technical inspection of vehicles and get the driver for the national register.
60. in 2008, and in 2009 the District Council, if mērķdotācij the District Council road and street Fund, or local association management, if the municipal mērķdotācij Association of road and street Fund to prepare a report on the use of the mērķdotācij according to annex 2 of these rules. The report lists all municipalities that receive mērķdotācij from District Road and street Fund or local associations of road and street Fund.
