Cabinet of Ministers Regulations No. 211, Riga, 25 March 2008 (pr. No 19 34 §) rules on land communications, navigation and surveillance equipment for the security requirements and technical operation are Issued in accordance with the law "on the air" article 42 of the fourth part i. General questions 1. The service provider shall inform the Civil Aviation Agency of any planned amendments to the Civil Aviation Agency approved technical equipment operation and safety instructions. 26.5. training certificates received by the professionals who operate the equipment;

26.9. the assessment of the safety of the equipment according to the Commission on 20 December 2005, Regulation (EC) no 2096/2005 laying down common requirements for the provision of air navigation services. 27. for the validity of the operating licence of any type of radio navigation and surveillance facilities, in addition to the provisions of paragraph 26 the documents mentioned in the application shall be accompanied by the following documents: 27.1. the publication project with information intended for inclusion in the aeronautical information publication on introduced equipment;

27.3. the schedule for the distance with main routes (monitoring systems);
27.4. the ground radar's field of vision diagram waiting area and access to the area. 28. the period of validity of an operation certificate shall be issued: 28.1. new plants-to the manufacturer's life, but not more than 10 years;
28.2. the former equipment-in service for longer than the manufacturer's specified operating time. 29. If the application for registration of the machine and equipment operating licence validity of the data provided does not meet the requirements of this regulation or not these rules 26 and 27 of the acts referred to in the paragraph, the Civil Aviation Agency requires the applicant within 10 days of receipt of the request to clarify the information provided, or to submit the necessary documents. 30. If the application of these provisions by the applicant within the period referred to in paragraph 29 did not submit information specified in or required documents, the Civil Aviation Agency takes a decision on the registration of the equipment or the operation of the refusal of issue of the licence validity and shall inform in writing the applicant. 31. After the machine technical situation of Civil Aviation Agency operation certificate of validity may be issued for a shorter period than that laid down in paragraph 28 of these rules, if the equipment has changed: 31.1. individual details and manufacturer's specified expiry period is shorter than the validity period of the equipment;

The service provider not later than 15 days before the period of validity of the licence to operate a plant's expiration date can be submitted to Civil Aviation Agency application for extension of validity of the certificate. The application shall be accompanied by the following: 32.1. information about the technical condition of the equipment;
32. information on the operation during the failure, and the adjustments made;
32.3. the last test flight-installations that need to carry out regular checks of the flight;
32.4. existing radio frequency allocation usage rights (raidošaj radio equipment);
32.5. the assessment of the safety of the equipment. 33. Civil Aviation Agency takes the decision to suspend the validity of the certificate lifetime of the equipment if: 33.1. Notes the inadequacy of the equipment manufacturer or the technical characteristics set out in the Passport;
33.2. at the manufacturer's or the international civil aviation organization guidance;
33.3. the service provider shall act on all or part of an installation decommissioning;
20.8. accident, after which the machine does not comply with the manufacturer or the technical requirements set out in the passport and the feature must be restored or repaired;

Civil Aviation Agency to restore the validity of the licence to operate a plant if the service provider eliminates the purpose for which the activity licence has stopped. V. equipment maintenance, repair and inspection of security maintenance 35. each facility maintenance, repairs and inspections shall be carried out according to the technical operating and safety instructions in the set procedure. 36. The service provider to perform the machine maintenance, repair and inspection, the equipment manufacturer. If it is not specified by the manufacturer, equipment maintenance, repair and inspection procedure shall be determined by the service provider equipment technical operating and safety instructions. 38. The service provider shall ensure that all equipment maintenance work be registered equipment maintenance and repair tracking log (annex 5). The log indicates a maintenance amount of work and equipment uptime. 39. The service provider shall ensure that the test flight was done in the following phases: 24.3. before the commencement of operation of the plant;
24.4. before testing of the equipment;
39.3. the equipment repairs (if necessary);

The journal shall include the following information: 51.1. the air navigation service provider's name; 51.2. the journal launch date and date of conclusion; 51.3. the unit name, manufacturer's name and the number assigned by the manufacturer; 51.4. the date of commencement of operation; 51.5. equipment location; 51.6. validity of operation of the plant's license number and expiration date; 32.1. machines use radio frequency allocation certificate number. 52. Equipment maintenance and repair schedule. The Schedule shall include information on the machine scheduled for maintenance and repairs. 53. the cable service provider documentation. Media accounting journal. The journal shall include the following information: 55.1. the air navigation service provider's name; 55.2. Journal launch date and date of conclusion; 55.3. record the device name and number; 55.4. record date and time (start and end); 55.5. time delay of information and guidance; 57.5. getting the media coverage of the hearing or the hearing for authorization; 55.7. record the date, time, the officers name and signature. 56.
