No. 19) of the European economic area financial instrument and the Norwegian Government in bilateral financial instrument scholarship grant schemes subproject application open competition regulations Issued under the European economic area financial instrument and the Norwegian Government, the bilateral management of the financial instrument of the law article 18 (4) i. General questions 1. the European economic area financial instrument and the Norwegian Government in bilateral financial instrument scholarship grant scheme (hereinafter referred to as the grant scheme) subproject application open competition (hereinafter referred to as the open competition) regulations the subproject application evaluation criteria. 2. Grant Scheme aims to contribute to human resource development and education, improving knowledge and promoting these rules laid down in paragraph 3, the mobility of the target audience of the European economic area and European Free Trade Association countries (hereinafter referred to as the EEA and EFTA countries)-Iceland, Liechtenstein and Norway-as well as fostering cooperation and partnerships between Latvia and EEA and EFTA countries. 3. Grant schemes targeted at national, municipal or private general education teacher or teacher training institutions, high school or college students, academic staff and State and local administration employees of the institutions in the field of education. 4. Grant schemes, the operator is the Ministry of education and science in the national monitoring agency "academic programme Agency" (hereinafter referred to as the niekotāj of the establishment). 5. Children are financed from the State budget resources and co-financed by means of financial instruments. Grant schemes available to the overall sub-project financing and financial instruments with Latvian State budget financing is EUR 1 579 702 equivalent in dollars after the Bank of Latvia exchange rate, spread open competition within the sub-projects supported types: 5.1 individual mobility of students-EUR 1 120 000 equivalent in dollars after the Bank of Latvia exchange rate;
5.2. State, local, or private general education teacher or teacher training institutions, universities or colleges academic staff and State and local administration employees of the institutions in the field of education (further-education staff)-EUR 280 000 mobility equivalent in dollars after the Bank of Latvia exchange rate;
5.3. mobility of teacher assistants-€ 179 702 equivalent in dollars after the Bank of Latvia exchange rate. 6. the time limit for the implementation of subprojects: 6.1.-individual mobility of students from four (one semester) to 10 months (one academic year);
6.2. the educational mobility of employees-from one week to six weeks;
6.3. mobility of teacher assistants-from three to 10 months (one academic year). 7. the Scholarship is a payment recipient subproject co-financing for the implementation of the subproject, ensuring that provision referred to in paragraph 2. The scholarship is granted the applicant a subproject, which is supported by the operator and which is concluded for the implementation of the sub-projects. 8. The fellowship includes travel, insurance and subsistence costs amounting to: 8.1. individual mobility of students-EUR 1200 lats equivalent by Bank of Latvia exchange rate per month;
8.2. the mobility of teaching staff-EUR 1600 equivalent in dollars by the Bank of Latvia exchange rate for one week, the EUR equivalent in 1880 after Bank of Latvia exchange rate for two weeks, after the local currency equivalent of EUR 2160 Latvian Bank exchange rate for three weeks, the equivalent in EUR 2440 after the Bank of Latvia exchange rate for four weeks, 2720 EUR equivalent in the by the Bank of Latvia exchange rate for five weeks and 3000 EURO equivalent in the by Bank of Latvia exchange rate for six weeks, as well as tuition fees up to EUR 1000 equivalent in dollars after the Bank of Latvia exchange rate, if requested by the organiser of the training course;
8.3. mobility of teacher assistants-EUR 1800 equivalent in dollars after the Bank of Latvia exchange rate per month. 9. Individual mobility of students and teachers mobility Assistant subproject pre-financing of 80% of the scholarships granted on the implementation of the sub-projects for three months, which end of the co-financing requested subproject sends the operator further funding requests in the next three months (or one-two months, if the remainder of the mobility period is shorter). The remaining part of the payment of 20% of the amounts granted to the subproject paid after the operator has confirmed the final report on the use of the scholarship. 10. Education of employees is a subproject of pre-financing of 80% of the scholarships granted to project below the amount for the whole period of implementation of the sub-projects. The remaining part of the payment of 20% of the amounts granted to the subproject paid after the operator has confirmed the final report on the use of the scholarship. 11. If in the course of implementing a subproject subproject total cost exceeds the maximum allotted sub-projects scholarship, this difference shall be borne by the beneficiaries of co-financing from the subprojects. 13.3. the subproject subproject of the applicant at the date of application, not studying courses in the first or the last semester;
13.4. between the University or College where the applicant is a subproject, and University imatrikulēt the EEA and EFTA country contracted or there is agreement about the applicant's admission to a subproject and the credit recognition. 14. staff mobility at the bottom of the education project, the applicant shall meet the following requirements: 14.1. subproject applicant works for the educator State, municipal or private general education or vocational training establishment or have high school or college academic staff, or is an employee of the Administration in the field of education the State or local authorities;
14.2. the subproject the applicant has received an invitation from the organizer of the training course or the relevant authorities in the EEA and EFTA country. 15. Teacher assistant at the bottom of the mobility project, the applicant shall meet the following requirements: 15.1 the applicant a subproject is successfully studied in a university teacher in no less than four semesters or working as educators in the State, municipal or private general education or vocational training establishment, and his pedagogical seniority shall not exceed one year;
15.2. the subproject the applicant has received the official approval of the teacher assistant space allocation in any EEA and EFTA countries to schools. 16. the subproject the applicant is entitled to submit one application for each subproject that rule 17.1, 17.2, and 17.3.. referred to open competition. III. the public tender procedure for advertising 17. Open tender exercise in accordance with the provisions of the rounds in 5 subprojects in the specified paragraph: 17.1. open tender on individual student mobility project of the apakšpr implemented two rounds-2008 and March 2009. 17.2. tender for mobility at the bottom of educational projects implemented in eight rounds in 2008 and 2009 in March, June, September and December. One round of funding is not less than EUR 35 000 for the equivalent in local currency at the Bank of Latvia exchange rate. The operator shall issue an open tender, and for each tender round inserts a single announcement in the newspapers "journal", "day" and "newspaper of Latvia" as well as the operator's homepage on the internet (URwww.apa.gov.lv), Ministry of education and science's homepage on the internet (www.izm.gov.lv) and the financial instrument for the Latvian homepage on the internet (URwww.eeagrants.lv). 19. the subproject application deadline for open competition in the round is one month from the date of notification of succession. The open competition round announcement indicates the bottom of the project submission deadline and address of the operator. IV. preparation and submission of Subproject submission 20. 25.2. the recommendation letter to subprojects of the applicant's place of work (in Latvian language);
25.3. invitation from the organizer of the course or the relevant authorities in the EEA and EFTA country (in English). 26. the subproject the applicant teacher assistant at the bottom of the application of the mobility project the following annexes are added: 26.1. subproject applicant a copy of the statement of the success rate for the previous school year;
26.2. the subproject on the applicant, a description of the life course (curriculum vitae (CV)) (Latvian);
26.3. letters of recommendation (in Latvian language) originals of the subprojects of the applicant institution of higher education or general education schools in which children of the applicant or working in learning;
26.4. proof of EEA and EFTA State school for children of the applicant in the recruitment Assistant job (in English). 27. the applicant submitted a subproject subproject filled in application form and the provision in question 24, 25 or 26 of the annex referred to in two copies-the original and one copy to the subproject submission form indicating the "original" and "copy". The bottom of the project application form shall also be submitted electronically (CD (CD)) or by sending electronic mail to the address eez@apa.lv. 28. the Subproject subproject of the applicant shall submit the application in person or electronically to the operator by sending the electronic mail address eez@apa.lv or sent by mail, on the envelope: 28.1. distribution-academic programme Agency-and the open competition round announcement contains the address of the operator;
28.2. "scholarship grant scheme";
28.3. subprojects;
28.4. the subproject is the applicant's name;
28.5. "not to be opened before the start of the assessment". 29. If the applicant submits a subproject subproject application electronically, the children submission form and specify the necessary additional documents signed with a secure electronic signature and is certified by the stamp of the time before the subproject application closing date under the electronic document requirements set out in law. 30. The operator shall consider the submissions, which sub-projects have been filed operatorwith postal authority or put to open tender in the period referred to in the advertisement: 30.1. If the application is lodged by a subproject in person, on the filing date shall be considered the operator's seal shows the date and time of receipt;
30.2. if subprojects submissions sent by mail, on the date of submission shall be considered in the specified postmark date of dispatch;
30.3. If the application is submitted electronically to a subproject, for its submission shall be deemed to be the time when it is sent by electronic mail or by using the operator held a special online form. In case of disagreement, the children of the application the applicant must demonstrate that the application is sent a subproject subproject before the application deadline. 33.2. the evaluation of the application of subproject quality evaluation criteria (annex 5). 34. The operator: 34.1. subproject submissions recorded in order of their submission;
21.3. the submissions and each subproject subproject identification number assigned to the application;

3. evaluate submissions according to the subproject administrative evaluation criteria. 35. If the application does not meet the subproject administrative evaluation criteria, the operator in writing of the administrative assessment required the applicant a subproject to clarify the application of the subproject or to submit additional information by sending a request by post. 36. If the applicant is a subproject within two working days after the receipt of the request the operator shall submit the necessary additional information, submitting it personally or by sending by mail (postmark), the children's application under the administrative evaluation criteria assessed. 37. If after the application of the administrative assessment subproject does not meet at least one criterion or the administrative assessment subproject applicant within two working days (postmark) after the receipt of the request the operator has not submitted the additional information required, a niekotāj establishment shall decide on the application of the non-compliance of sub-projects administrative evaluation criteria and its rejection. The operator shall, within 10 working days of the decision, in writing, inform the applicant of the sub-projects, including relevant administrative evaluation criteria or criteria not met. 38. the Subproject submissions that meet the administrative compliance evaluation criteria, the operator passes the tender assessment subproject application Commission (hereinafter the Commission) on the bottom of the application to the evaluation of the project by quality assessment criteria. 39. The operator shall establish the Statute of the Commission. In the Commission's Statute and rules of procedure. The Commission is made up of two Ministry of education and Science representatives and one representative of the Latvian higher education institutions, the Latvian free trade union and the local Union of Latvia. Evaluation of the work of the Commission may participate as observers in the Central Finance and contracts, financial instruments firms, non-governmental organizations or the representatives of the managing authority. If necessary, the work of the Commission attracts experts. 40. the Subproject submissions that meet the administrative compliance evaluation criteria, the Commission shall evaluate the quality evaluation criteria. 41. The children's submissions for individual mobility of students and teachers mobility Assistant Commission assessed in two stages-at the primary and secondary criteria of quality evaluation: 25.5. If applicant is a subproject for individual mobility of students average mark the previous year has been at least 6 Ballroom and the curriculum assessment of language skills are at least 5 Ballroom, it is valued according to the secondary quality evaluation criteria;
41.2. If application of assistant teachers sub-projects for the mobility of the applicant's average mark during the last school year has been at least 6 Ballroom, it is valued according to the secondary quality evaluation criteria. Vi. Decision-making and reporting results of 42. evaluation of the application by the subproject, the Commission shall prepare a list in order of priority according to the process of evaluating the resulting ratings sorted according to quality criteria of the sub-project vērtēto submissions (hereinafter list). 43. on the basis of the list submitted by the Commission adopts a decision on the application of each sub-project approval or rejection. If several bottom project submissions has got the same number of points, the operator supports the application of a subproject of open competition in the round of the less represented Latvia in the planning region. 44. the operator on the bottom of the project approval or rejection of the application to adopt the European economic area financial instrument and the Norwegian Government, the bilateral management of the financial instrument within the time limit set by law. 45. The operator shall, within 10 working days after the decision on the application for approval of sub-projects or rejection shall be notified in writing of the submission of subproject tender the applicants-round results. 46. The operator 20 working days after the decision on the application for approval of sub-projects or rejection shall be published in the list of approved subproject application of operator's homepage on the internet (www.apa.gov.lv) and the Ministry of education and Science website (URwww.izm.gov.lv), indicating the purpose of the subproject, the subproject co-financing beneficiary's name, as well as the amount of funding granted. VII. implementation of the Sub-projects of the conclusion of the contract the operator with the subproject 47. beneficiaries of co-financing for the implementation of the subproject agreement concluded. 48. If the recipient of the sub-projects co-financed 20 working days after the implementation of the sub-projects of the receipt of the draft Treaty is not concluded with the operator agreement, implementation of the subprojects subproject co-financing beneficiary loses the right to enter into this agreement. 49. If these provisions 48. reasons referred to in paragraph 1 for the implementation of the subproject agreement is not concluded within one of the rules set out in paragraph 5 of the final form of a subproject, the subproject implementation by the operator of a contract concluded with the beneficiaries of co-financing of a subproject, the subproject application which has the next highest number of points in the qualitative evaluation. VIII. Reporting 50.
