Activities financed from the European Social Fund (hereinafter the Fund). Project applicant requirements 9. activities within the financing can be obtained from: apakšaktivitāt the 1.3.1.1.1 9.1. Financing: General provisions 12.1. funding may receive following: 12.1.1. General training-theoretical and practical training to which the acquired knowledge and skills applicable to other operators in action or in other areas of activity;
12.1.2. special training-theoretical and practical training, in which the knowledge gained in a particular economic operator to be used in the future, but are not to be used for the benefit of another merchant or in other areas of activity;

12.2.5. it has received or intended to receive funding for the same eligible costs of other activities in the framework of local, regional, national or European Union funds;
12.2.6. it has not violated the conditions of funding;
12.2.7. project evaluation of the application, it is not an attempt to get confidential information in your possession or to influence its employees of the authority. 13. If the applicant for the project, which operates in one of the sectors that have provided support for the implementation of a project eligible sector, it ensures that during project implementation and five years after completion of the project the project sector eligible financial flows is clearly separated from other activities of the applicant in the project sector financial flows. 14. Purchase required for the implementation of the project, the project applicant or beneficiary shall be carried out in accordance with the laws and regulations governing procurement procedures of the European Union in projects co-financed by the Fund. 15. the project applicant or beneficiary before the conclusion of a contract with the procurement procedures set out in the winner can match the procurement procedure compliance with the requirements of the laws with the liaison body. Cooperation authority has the right to enter into a contract with the applicant for the project project implementation by 1. operational programmes and programme complements the activities of the Cabinet of Ministers for approval. IV. Eligible and ineligible costs 19. activities eligible costs are the following: 19.1. administration costs (the company or service contract)-project management costs of these regulations and section 26.1.1.26.2. project set out in the application, but not more than 5% of the total eligible direct costs;
19.2. training costs: 19.2.1. teachers pay for the hours of work (including national employers ' compulsory social insurance contributions), up to a maximum rate of $55 per hour;
19.2.2. training teaching material to be used for the cost of printed or audiovisual materials prepared by the end of training remain the property of the applicant, the project staff (according to the number of employees trained, as well as one additional copy of the project for the applicant) shall not exceed the rate of 200 dollars per employee;
19.2.3. interpreter and translator service costs, up to a maximum of 10% of the total eligible training costs;
19.2.4. training tools and equipment used for depreciation for the period of study in accordance with the rules laid down in the legislation;
19.2.5. training in the use of the space rental fee, not exceeding 10% of the total eligible training costs;
19.2.6. hotel costs for faculty and staff, the daily allowance for employees training venue under the legal norms;
19.2.7. training in the use of equipment rental costs: up to 40% 19.2.7.1. from training total eligible costs, if the training is implemented in the natural sciences, mathematics and information technology, engineering, manufacturing and construction (according to the regulations on the classification of education);
19.2.7.2. not exceeding 10% of the total eligible cost of training if the training is implemented in other education thematic groups (according to the regulations on the classification of education);

19.3. employment-related training needs discovery, career advice and knowledge testing, up to 300 dollars per employee;
19.4. teachers employed and transport costs: 19.4.1. public transport (economy class);
19.4.2. transport rental;
19.4.3. fuel costs if you use a personal or professional road transport or if the vehicle is leased;
19.5. the visa and work permit costs;
12.2. the professions, which after the end of training professional activity is required for the certificate examination and certification-costs, up to a maximum of 1000 Lats per employee;
19.7 employment income (including national employers ' compulsory social insurance contributions) for the hours of work for the purpose of training up to the rest of the total amount of eligible expenditure. 20. activities not eligible are the following: 20.1. costs incurred prior to project implementation contract noslēgš NASA and the contract end date of the project;
20.2. value added tax;
20.3. the costs for which are not submitted to the use of the financial means of supporting documents;
20.4. loan interest payments;
20.5. the cost of such training, of which does not comply with the rules laid down in paragraph 3, the purpose of the activity;
20.6. the costs for this rule set out in paragraph 17 of training;
20.7. the other costs that are not identified as eligible. 21. activities financed under only the eligible costs that are directly associated with the project activities meet the costs laid down in these rules limits, is proportionate and reasonable, and consistent with the principles of financial management. 22. the maximum allowable aid intensity is: 22.1. General training: 22.1.1.80%-small and medium business operators;
22.1.2.60%-large business operators;
22.2. special training: 22.2.1.45%-small and medium business operators;
22.2.2.35%-large business operators;
22.3. language training – 50%. 23. The aid intensity: 23.1. aid intensity is increased by 10%, if all the training the members sign up for the project in a special support groups according to "disadvantaged workers" in accordance with Commission Regulation No 68/2001;
23.2. the aid intensity is calculated from the rule referred to in paragraph 19 of the eligible costs;
14.5. If applicant is a society of the project, the aid intensity is determined according to the type of training and the number of employees that the planned training of the small, medium and large economic operators pursuant to this provision, in paragraph 22, the maximum aid intensity;
14.5. If it is not possible to distinguish between the General training of special training, such as the lowest aid intensity. 24. 26.1.2. the project will train at least 25 employees;
26.2. the partnership submitted project-250 000 lats;
26.3. the maximum funding for training one year employed shall not exceed 6000 lats. 27. activities under the projects, not combined with other funding programmes or individual funding projects support. V. To apply for funding of the project, the applicant shall submit to the institution of cooperation. Application of the project consists of: 32.1. completed project submission form (annex 1);
32. in addition to the documents to be submitted:

32.2.1. 32.2.5. partnerships are to be added to the project submitted in addition to the submitted documents for each project mie participating partners (this provision and the bottom point 32.2.1.32.2.3. documents referred to (if relevant) and 32.2.2. documents referred to). 33. the project application can be submitted in paper form or electronic form of a document. Project submissions in paper form can be submitted to the Liaison Office or sent by registered mail. Project application that is designed to be an electronic document, may submit to the institution of cooperation, be sent by post or send to the liaison body of the electronic mail address provided in the notice of project application submission. 34. Documents to be submitted shall meet the following requirements: 34.1. the project application form is completely filled up into Latvian language;
21.3. If additional documents to be submitted are not Latvian language, shall be accompanied by a certified translation into Latvian language in the document in accordance with the statutory arrangements for the translation of documents in which the national language;
21.3. the project submissions are presented according to the laws established in the development and presentation of document order;
21.4. the project has the original application document legal force;
34.5. in the application of the project financial statement is made in local currency. 35. If the project application submitted in paper form, comply with the following requirements (32.2.2. these provisions referred to in the letter of consent submitted separately): 21.8. project application submitted in two copies (original and copy). 36.3. the project submission form and additionally deliverable document original is signed individually by the author of the safe digital signature and confirm with the time stamp of the selection before the project submission deadline. If additional documents are copies of documents, they are certified in each individual to the project the applicant secure electronic signature and a time stamp prior to the submission of the draft selection. 37. If the project application submitted personally, at the time of the project considered the cooperation office stamp of the specified date and time. 38. 45.1.2. reasonableness of project costs;
45.1.3. project applicants, industry-EC port potential;

45.1.4. projects involved with opening new production facilities or the expansion of existing plants, the increase of the share capital or the trader's investment in fixed assets;
45.1.5. horizontal priority "macro-economic stability"-the requested aid intensity;
45.1.6. horizontal priority "sustainable development"-project for environmental or energy efficiency training;
45.1.7. horizontal priority "equal opportunity"-the respect of the principle of non-discrimination;
45.1.8. horizontal priority "information society"-the project provides for training to work with information and communication technologies;
45.2. eligibility criteria: the project applicant 45.2.1. comply with this rule 9.1., 12.2.2. in subparagraph 12.2.1. and requirements;
45.2.2. project industry meet this provision 12. the requirements laid down in paragraph 1 and the statistical classification of economic activities;

45.3.8. project application submitted to the project submission deadline;
45.3.9. project application is filled in the Latvian language and text;
45.3.10. a project proposal is submitted in two copies. 46. the project submissions merchants individually organised training valued by the following evaluation criteria (annex 4): 46.1. quality criteria: 46.1.1. validity of project costs;
46.1.2. project applicants, industry-EC port potential;
46.1.3. the project involved with the opening of a new plant or expansion of existing facilities, increasing the share capital of merchant or investment assets;
46.1.4. horizontal priority "for the balanced development of the territory"-the location of the project;
46.1.5. horizontal priority "macroeconomic stability"-the requested aid intensity;
46.1.6. horizontal priority "equal opportunity"-the respect of the principle of non-discrimination;
46.1.7. horizontal priority "information society"-the project provides for training to work with information and communication technologies;
46.2. eligibility criteria: 46.2.1. project eligibility criteria of the applicant: 46.2.1.1. the project the applicant complies with this provision 9.2., 12.2.2. in subparagraph 12.2.1. and requirements;
46.2.1.2. project applicant has properly established his status (small or medium-sized merchants);

46.3.8. project application submitted to the project submission deadline;
46.3.9. project application is filled in the Latvian language and text;
46.3.10. a project proposal is submitted in two copies. 47. the project submission compliance administrative criteria and eligibility criteria is assessed by "Yes" or "no" ("Yes", "no"-meets-does not meet). 60.5. is ready and the agreement for the implementation of a project on time filed in collaboration, interim or final payment request.
