Activity is financed by the European Commission of 12 January 2001, Regulation (EC) No 68/2001 (published in the official journal of the European Union in 2001 January 13, no. The purpose of the activity is to promote investment in human resources, as well as the direct participation of economic operators in the training of the labour force, thereby enhancing productivity, promoting labour market and business development and travel economy more competitive. 4. activities to target at the merchant employed persons and employers-merchants. Activities within the monitoring indicators to be achieved is involved in training number of persons employed. 5. the implementation of the activity is detected in the project application selection. 6. the implementation of the activity provided by the responsible authority and the liaison body. Functions carried out by the responsible authority of the Ministry of economy. The cooperation of the public authority for investment and development agency of Latvia. The cooperation body is the functional authority. 7. the responsible bodies and cooperation bodies competence: 7.1. the competent authority shall ensure the implementation of the activity, monitoring and control, including applied n + 2 and n + 3 principle of activity level, the implementation of the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999 (hereinafter referred to as the Council Regulation No 1083/2006) 93. 7.2.13. ensure data retention in the European Union fund management information system for project submissions and projects. 8. Activities financed from the European Social Fund (hereinafter the Fund). The overall activity within the available Fund is 19 300 377 lats, which is divided into the following: 8.1 for apakšaktivitāt apakšaktivitāt 1.3.1.1.1. "support for the training of employees of the Santo competitiveness komer-support partnerships organized training";
8.2. apakšaktivitāt. 1.3.1.1.4 to "support the training of employees of the Santo competitiveness komer-supporting merchants individually organised training". II. Project applicant requirements 9. activities within the financing can be obtained from: apakšaktivitāt the 1.3.1.1.1 9.1. (partnership organized training): 9.1.1 society established in the society and Foundation in the register and in which at least five transmits one business operator or self-employed professionals (referred to as society);
9.1.2. the employers ' associations, which combines at least five operators. The project applicant is the main partner of the responsible for the implementation of the project and that, by mutual agreement, determine the partners;

Financing: General provisions 12.1. funding may receive following: 12.1.1. General training-theoretical and practical training to which the acquired knowledge and skills applicable to other operators in action or in other areas of activity;
12.1.2. special training-theoretical and practical training, in which the knowledge gained in a particular economic operator to be used in the future, but are not to be used for the benefit of another merchant or in other areas of activity;
12.2. the funding you can get 9 of these rules, the person referred to in paragraph (hereinafter referred to as project applicant) if: 12.2.1. by a decision of the Court of justice it is not recognized as insolvent, including not in the rehabilitation process, or the legal protection process, its economic activity is not terminated or in accordance with the commercial register or the register of associations and foundations of the information available, it is not in the process of liquidation;
12.2.2. to it is not administered by the State revenue service tax and other State or local Government set the minimum payment of the debt;
12.2.3. it has provided false information in relation to the liaison body of the projects co-financed by the structural funds;
12.2.4. in the interest of the person has not done a criminal offence affecting or of the Republic of Latvia to the European Union's financial interests, and society of the trader or under criminal law is coercive influence;
12.2.5. it has received or intended to receive funding for the same eligible costs of other activities in the framework of local, regional, national or European Union funds;
12.2.6. it has not violated the conditions of funding;
12.2.7. project evaluation of the application, it is not an attempt to get confidential information in your possession or to influence its employees of the authority. 13. If the applicant for the project, which operates in one of the sectors that have provided support for the implementation of a project eligible sector, it ensures that during project implementation and five years after completion of the project the project sector eligible financial flows is clearly separated from other activities of the applicant in the project sector financial flows. 14. Purchase required for the implementation of the project, the project applicant or beneficiary shall be carried out in accordance with the laws and regulations governing procurement procedures of the European Union in projects co-financed by the Fund. 15. the project applicant or beneficiary before the conclusion of a contract with the procurement procedures set out in the winner can match the procurement procedure compliance with the requirements of the laws with the liaison body. The liaison body shall check the procurement procedures by project implementing the conclusion of the contract. III. eligible and ineligible activities Funding 16 is assigned individually or in partnership, to General and organized special training if the training provider is a legal or natural person and provider training (instructor) qualification match at least one of the following requirements: 16.1. teacher is at least two years of experience in the industry, which trained workers;
16.2. teacher education training is not lower than the sector qualifications that will benefit employees, by the end of the training programme. 17. funding is not granted: 17.1. project activities the applicant has begun before the conclusion of the agreement on the implementation of the project with the cooperation of the authority;
17.2. the training programmes of higher education;
17.3. driving courses A1, B1, B, A, M class. 18. Cooperation authority has the right to enter into a contract with the applicant for the project project implementation by 1. operational programmes and programme complements the activities of the Cabinet of Ministers for approval. IV. Eligible and ineligible costs 19. activities eligible costs are the following: 19.1. administration costs (the company or service contract)-project management costs of these regulations and section 26.1.1.26.2. project set out in the application, but not more than 5% of the total eligible direct costs;
19.2. training costs: 19.2.1. teachers pay for the hours of work (including national employers ' compulsory social insurance contributions), up to a maximum rate of $55 per hour;
19.2.2. training teaching material to be used for the cost of printed or audiovisual materials prepared by the end of training remain the property of the applicant, the project staff (according to the number of employees trained, as well as one additional copy of the project for the applicant) shall not exceed the rate of 200 dollars per employee;
19.2.3. interpreter and translator service costs, up to a maximum of 10% of the total eligible training costs;
19.2.4. training tools and equipment used for depreciation for the period of study in accordance with the rules laid down in the legislation;
19.2.5. training in the use of the space rental fee, not exceeding 10% of the total eligible training costs;
19.2.6. hotel costs for faculty and staff, the daily allowance for employees training venue under the legal norms;
19.2.7. training in the use of equipment rental costs: up to 40% 19.2.7.1. from training total eligible costs, if the training is implemented in the natural sciences, mathematics and information technology, engineering, manufacturing and construction (according to the regulations on the classification of education);
19.2.7.2. not exceeding 10% of the total eligible cost of training if the training is implemented in other education thematic groups (according to the regulations on the classification of education);

19.3. employment-related training needs discovery, career advice and knowledge testing, up to 300 dollars per employee;
19.4. teachers employed and transport costs: 19.4.1. public transport (economy class);
19.4.2. transport rental;
19.4.3. fuel costs if you use a personal or professional road transport or if the vehicle is leased;
19.5. the visa and work permit costs;
12.2. the professions, which after the end of training professional activity is required for the certificate examination and certification-costs, up to a maximum of 1000 Lats per employee;
19.7 employment income (including national employers ' compulsory social insurance contributions) for the hours of work for the purpose of training up to the rest of the total amount of eligible expenditure. 20. activities not eligible are the following: 20.1. costs incurred prior to project implementation contract noslēgš NASA and the contract end date of the project;
20.2. value added tax;
20.3. the costs for which are not submitted to the use of the financial means of supporting documents;
20.4. loan interest payments;
20.5. the cost of such training, of which does not comply with the rules laid down in paragraph 3, the purpose of the activity;
20.6. the costs for this rule set out in paragraph 17 of training;
20.7. the other costs that are not identified as eligible. 21. activities financed under only the eligible costs that are directly associated with the project activities meet the costs laid down in these rules limits, is proportionate and reasonable, and consistent with the principles of financial management. 22. the maximum allowable aid intensity is: 22.1. General training: 22.1.1.80%-small and medium business operators;
22.1.2.60%-large business operators;
22.2. special training: 22.2.1.45%-small and medium business operators;
22.2.2.35%-large business operators;
22.3. language training – 50%. 23. The aid intensity: 23.1. aid intensity is increased by 10%, if all the training the members sign up for the project in a special support groups according to "disadvantaged workers" in accordance with Commission Regulation No 68/2001;
23.2. the aid intensity is calculated from the rule referred to in paragraph 19 of the eligible costs;
14.5. If applicant is a society of the project, the aid intensity is determined according to the type of training and the number of employees that the planned training of the small, medium and large economic operators pursuant to this provision, in paragraph 22, the maximum aid intensity;
14.5. If it is not possible to distinguish between the General training of special training, such as the lowest aid intensity. 24. The operator shall be entitled to these rules 22.1.1. and as defined in paragraph 22.2.1. below the maximum aid intensity if it complies with the Commission of 12 January 2001, Regulation (EC) No 70/2001 on 87 and 88 of the EC Treaty. application of article, giving State aid to small and medium-sized enterprises (pub ed in the official journal of the European Union in 2001 January 13, no. The project, the applicant may submit project applications in each subsequent project application selection round, even if the project is approved for the previous project application selection rounds, not yet complete. 26. One project the maximum funding amount: 26.1. merchants individually organised training-150 000 lats, if the applicant's project all in one calendar year within these rules approved projects total funding amount does not exceed 20% of the applicant's project the last closed fiscal year's net turnover. If the requested funding for the project is from 30 000 to 150 000 lats, is one of the following conditions fulfilled: 26.1.1. project applicant turnover is more than LVL 2 000 000 a year or the applicant's contribution to project greater than 500 000 lats (contributions are taken into account in the trader's last closed fiscal year);
26.1.2. the project will train at least 25 employees;
26.2. the partnership submitted project-250 000 lats;
26.3. the maximum funding for training one year employed shall not exceed 6000 lats. 27. activities under the projects, not combined with other funding programmes or individual funding projects support. V. Project application selection and submission of tender project submission application submission Project 28 is announced individually organised by Thai training at least once every quarter, and discussed the training in question in partnership-not less frequently than every six months. 29. Through the project application submission, the liaison body shall have the right to impose one project the maximum funding, up to a maximum of 26 of these regulations set out in the funding for it. 30. the notice of project application submission, submission suspension or termination of the cooperation agreement with the authority, the authority shall issue: 30.1. newspaper "Gazette";
30.2. the liaison bodies homepage on the internet (URwww.liaa.gov.lv). 31. the notice of project application submission shall issue at least a month before the start of the project, indicating the acceptance of the application, the project application selection within available funding, the project application selection start and end date. The statement said information is binding on the applicant, the cooperation of the project authority, the responsible authority and the managing authority. 32. To apply for funding of the project, the applicant shall submit to the institution of cooperation. Application of the project consists of: 32.1. completed project submission form (annex 1);
32. in addition to the documents to be submitted:

32.2.1. Declaration on the economic operator compliance with the small, small or medium merchant status (submitted, if the applicant qualifies for funding funding for small and medium-sized merchants) in accordance with the laws and regulations on economic activities and by whom deklarēšano according to petty, small and medium-sized merchants definition;
32.2.2. State revenue service certificate, which certifies that the merchant does not have tax arrears (statement of the project at the date of the application shall not be earlier than 30 calendar days), or the consent of the applicant letter, the applicant authorises the cooperation projects of the authority of the State revenue service to request an annual report and a certificate (annex 2);
32.2.3. proprietorship of newly-operational financial statement for the period to the last month closed (financial statement must not be older than two months);
32.2.4. partnership submitted project, if a project is submitted at least five one business operator,-each partner's consent letter for participation in the project;
32.2.5. partnerships are to be added to the project submitted in addition to the submitted documents for each project mie participating partners (this provision and the bottom point 32.2.1.32.2.3. documents referred to (if relevant) and 32.2.2. documents referred to). 33. the project application can be submitted in paper form or electronic form of a document. Project submissions in paper form can be submitted to the Liaison Office or sent by registered mail. Project application that is designed to be an electronic document, may submit to the institution of cooperation, be sent by post or send to the liaison body of the electronic mail address provided in the notice of project application submission. 34. Documents to be submitted shall meet the following requirements: 34.1. the project application form is completely filled up into Latvian language;
21.3. If additional documents to be submitted are not Latvian language, shall be accompanied by a certified translation into Latvian language in the document in accordance with the statutory arrangements for the translation of documents in which the national language;
21.3. the project submissions are presented according to the laws established in the development and presentation of document order;
21.4. the project has the original application document legal force;
34.5. in the application of the project financial statement is made in local currency. 35. If the project application submitted in paper form, comply with the following requirements (32.2.2. these provisions referred to in the letter of consent submitted separately): 21.8. project application submitted in two copies (original and copy). On the first page of the original references the "original", to copy the first page is a "copy";
35.2. each project application submitted copies of the hardback, caurauklot, with consecutive number the pages at the back of the last page of the thread ends are glued and on the label is the information on the document number and the caurauklot, is proof of the correctness of the copy of the document, the project name of the applicant, the preparation of the application projects of the date, place and preparation of the document requesting the project officer's signature. 36. the application shall be accompanied, where the electronic document, the following requirements shall be met: 36.1. the project submission developed and presented according to the laws and regulations governing the electronic document production and design;
36.2. the project submission developed in DOC, xls, PDF or JPG file format;
36.3. the project submission form and additionally deliverable document original is signed individually by the author of the safe digital signature and confirm with the time stamp of the selection before the project submission deadline. If additional documents are copies of documents, they are certified in each individual to the project the applicant secure electronic signature and a time stamp prior to the submission of the draft selection. 37. If the project application submitted personally, at the time of the project considered the cooperation office stamp of the specified date and time. 38. If the application is sent by post, at the time of the project considered the day when a project application is transferred to the post office. If in doubt, the applicant must demonstrate that the consignment is placed in the mail. 39. If the project application submitted to an electronic document, addressing the cooperation bodies in electronic mail address for submission period is considered the time when it is sent by electronic mail. In the event of a dispute, the applicant must demonstrate that the project application is sent before the project application acceptance deadline, but the body of the cooperation project should be based on the applicant's request that the application is not received or received after the adoption of the project submission deadline. 40. the project is the responsibility of the applicant to prepare and store your original project submission or its derivatives with legal force until the end of the project evaluation, but, if the project is approved,-up to December 31, 2021. 41. cooperation authority within 15 working days after submission of the end of the selection in writing notify the applicant of the project the project application registration number. Vi. submission of project evaluation and decision-making activities within 42. submit project application evaluation of secure cooperation bodies set up for the evaluation of the application of the project Commission (hereinafter the Commission). 26.2. the meetings of the Commission as observers may participate in the managing authority and the responsible authority. 43. The Commission establishes the cooperation bodies designed and approved. 44. If there is no information in the project application in order to enable the Commission to assess compliance of the application for the project to one or more of the evaluation criteria, or if the said information is not legible or is not provided in the Latvian language, the project submission does not meet the criterion or criteria concerned then granted a lower rating. 45. project submissions in the partnership organized training valued by the following evaluation criteria (annex 3): 45.1. quality criteria: 45.1.1. project management capacity;
45.1.2. reasonableness of project costs;
45.1.3. project applicants, industry-EC port potential;

45.1.4. projects involved with opening new production facilities or the expansion of existing plants, the increase of the share capital or the trader's investment in fixed assets;
45.1.5. horizontal priority "macro-economic stability"-the requested aid intensity;
45.1.6. horizontal priority "sustainable development"-project for environmental or energy efficiency training;
45.1.7. horizontal priority "equal opportunity"-the respect of the principle of non-discrimination;
45.1.8. horizontal priority "information society"-the project provides for training to work with information and communication technologies;
45.2. eligibility criteria: the project applicant 45.2.1. comply with this rule 9.1., 12.2.2. in subparagraph 12.2.1. and requirements;
45.2.2. project industry meet this provision 12. the requirements laid down in paragraph 1 and the statistical classification of economic activities;
45.2.3. project cost eligibility criteria: 45.2.3.1. the cost of the project complies with these regulations 19, 20, 21, 22, 23, 24 and 26 the requirements set out in paragraph;
45.2.3.2. the cost of the project is calculated the arithmetic correctly;
45.2.3.3. project activities are clearly defined and consistent with the purpose of the project;
45.2.4. period of implementation of the project complies with this provision, paragraph 67;
45.3. administrative criteria (design and submit eligibility criteria): project submission is 45.3.1. prepared under this rule laid down in paragraph 32.1 project submission form, you add all the additional documents to be submitted, and that are designed according to the requirements of the law;
45.3.2. the project application form is completely filled;
45.3.3. the project submission is original with numbered pages;
45.3.4. the project is not specified in the application for revision-deletion, aizkrāsojum, deletion and addition-and it meets this rule 21.3. the requirements set out in subparagraph;
45.3.5. the original of the application project is the document legal force, and it complies with these rules in 21.3;
45.3.6. the project is clearly defined in the application of the training needs in the sector;
45.3.7. application of the project financial statement is made in local currency;
45.3.8. project application submitted to the project submission deadline;
45.3.9. project application is filled in the Latvian language and text;
45.3.10. a project proposal is submitted in two copies. 46. the project submissions merchants individually organised training valued by the following evaluation criteria (annex 4): 46.1. quality criteria: 46.1.1. validity of project costs;
46.1.2. project applicants, industry-EC port potential;
46.1.3. the project involved with the opening of a new plant or expansion of existing facilities, increasing the share capital of merchant or investment assets;
46.1.4. horizontal priority "for the balanced development of the territory"-the location of the project;
46.1.5. horizontal priority "macroeconomic stability"-the requested aid intensity;
46.1.6. horizontal priority "equal opportunity"-the respect of the principle of non-discrimination;
46.1.7. horizontal priority "information society"-the project provides for training to work with information and communication technologies;
46.2. eligibility criteria: 46.2.1. project eligibility criteria of the applicant: 46.2.1.1. the project the applicant complies with this provision 9.2., 12.2.2. in subparagraph 12.2.1. and requirements;
46.2.1.2. project applicant has properly established his status (small or medium-sized merchants);
46.2.2. project industry meet this provision 12. the requirements laid down in paragraph 1 and the statistical classification of economic activities;
46.2.3. project cost eligibility criteria: 46.2.3.1. costs correspond to these rules 19, 20, 21, 22, 23, 24 and 26 the requirements set out in paragraph;
46.2.3.2. the cost of the project is calculated the arithmetic correctly;
46.2.3.3. project activities are clearly defined and consistent with the purpose of the project;
46.2.4. the deadline for the implementation of the project complies with this provision, paragraph 67;
46.3. administrative criteria (design and submit eligibility criteria): 46.3.1. the project application has been drawn up according to the provisions laid down in paragraph 32.1 project submission form, you add all the additional documents to be submitted, and that are designed according to the requirements of the law;
46.3.2. project application form is completely filled;
46.3.3. project application the original has been with numbered pages;
46.3.4. the project is not specified in the application for revision-deletion, aizkrāsojum, deletion and addition-and it meets this rule 21.3. the requirements set out in subparagraph;
46.3.5. the original of the application project is the document legal force, and it complies with these rules in 21.3;
46.3.6. the project is clearly defined in the application of training needs to the merchant;
46.3.7. application of the project financial statement is made in local currency;
46.3.8. project application submitted to the project submission deadline;
46.3.9. project application is filled in the Latvian language and text;
46.3.10. a project proposal is submitted in two copies. 47. the project submission compliance administrative criteria and eligibility criteria is assessed by "Yes" or "no" ("Yes", "no"-meets-does not meet). Application of project compliance with quality criteria assessed by giving a certain number of points. Project submission compliance is assessed on the basis of this 45 and 46 of the rules referred to in paragraph evaluation criteria and with the project application selection and evaluation procedures and project submission form of valuation set out in laws and regulations, arrangements for the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds and the European Union fund management and control system. 48. the first project submissions valued in compliance with this provision in 45.3.8 (partnership organized training) or in 46.3.8 (merchants individually organised training) this requirement. Evaluation of compliance with the other administrative criteria, eligibility criteria and quality criteria continues in the absence of non-compliance with this rule or 45.3.8.46.3.8 in this criterion. 49. the criteria for the evaluation of the order:

30.5. 30.6. the project's application does not meet any of the eligibility or be not administrative criteria, evaluation of the application of the project on compliance with other criteria do not continue;
