Cabinet of Ministers Regulations No. 212, Riga, 25 March 2008 (pr. No 19 35 §) rules on "operational programme infrastructure and services" 3.3.1.1. activity "Supplement to the TEN-T road network improvements" Issued under the European Union's structural and cohesion funds act 18 paragraph 10 of article i. General questions 1. determines: 1.1. procedures for implementing the action programme ' infrastructure and services ' Appendix 3.3. priority "European transport network and the development of sustainable transport promotion" UR3.3.1.pas "contributes a large scale transport infrastructure improvement and development" 3.3.1.1. activity "in the TEN-T road network improvements" (hereinafter referred to as the activity);

II. 26. project submissions valued according to the following eligibility criteria: 26.1. project application describes the project management, implementation and monitoring of the scheme, and it required resources (in the number of staff involved, qualifications, duties and material technical base);
26.2. the project management team have the appropriate experience and project management capacity, professional and technical knowledge;
26.3. the project has been cost-benefit analysis;
26.4. the project cost-benefit analysis is used in the social discount rate – 5.5%;
26.5. the project economic net present value – ENPV > 0;
16.5. the project's economic profitability margin – 5.5% ERR >;
16.6. the project has been sensitivity and risk analysis;

16.7. the project will be completed by august 31, 2015.
26.9. the implementation of the project has been developed the technical design;
26.10. road stage located in the March route E22;

26.19. the project will prevent or reduce negative impacts on the quality of the environment;
26.20. ensuring the sustainability of the project results – object maintenance after completion of the project.
27. Each project submissions valued according to the following quality criteria – economic rate of return of the project norm-ERR. Points are awarded according to ERR.
28. If a project needed clarification in the application according to this provision, the responsible for the paragraph 16.1 authority shall take a decision on project approval with conditions (project applicant must ensure compliance with the criteria laid down in the decision deadline). 30. a decision on the approval of the project application, approval or rejection provided the determining authority within five working days after the corresponding decision shall be sent to the project applicant.

33. 34. 35. If the condition contained in the decision of the enforcement of these regulations has not been carried out within the time limits laid down in paragraph 32 or 33 of these provisions the competent authorities referred to in the opinion is negative, the project application to the Cohesion Fund shall be deemed to have been rejected. In the opinion of Justice control is done just like the decision, which includes the control of execution of the conditions in this opinion is drawn up.
