3. the measures implemented in the territory of Latvia.
4. Application procedures, project selection and application evaluation, decision making, communication, contract and requesting public financing takes place in accordance with the laws and regulations on the procedures for granting state aid in the European Union for the development of the rural and fisheries open project submission contest.
5. The terms used in the following terms: 5.1 the fishing and aquaculture products-all processing stages, starting from the landing stage to the final product (such as pre-treatment, chilling, freezing, preserving, smoking, drying, heat treatment, marinating and salting);
5.2. fisheries and aquaculture product wastes – products of fishing and aquaculture internal organs, head, fins, blood, skin, scales, bones, food does not pass in succession, fishing and aquaculture products, as well as other fishing and aquaculture products residues and residues.
6. the applicant is: 6.1 food and veterinary service recognises the fish processing company;

6.4. an economic operator who creates a new fish processing plant or fishing and aquaculture product food by-products used in chain business;
6.5. the newly established merchants who creates a new fish processing plant or fishing and aquaculture products not be used next to the food products company that first reference or taxation year is not yet complete.
7. Measure supports investment in processing plant for the production of new buildings, renovation of existing structures (including the required purchase of building materials) as well as new equipment, techniques and equipment purchase and installation, providing production processes or by-products and residues of Muggle artifacts.
8. the applicant shall meet the following conditions for receiving public funding: 8.1. the project, reaching event target;

9. About the asset substitution shall not be considered new construction and reconstruction: 9.1;
9.2. where a project in acquire equipment or technical production capacity is at least 25% larger than the production capacity of the plant, which is located in the company and which is intended to replace;
9.3. where a project in acquire equipment or machinery is purchased in addition to the existing installations;
9.4. where a project in acquire equipment or technique alters the nature of the production or technology.
10. If the applicant is that rule 6.1, 6.2, 6.3 or 6.4. companies referred to: 10.1. application of the project, which is the cost amount to 70 000 lats (does not apply where the applicant is 6.4. It shall include a cash flow statement per month project in the year of application, the subsequent years up to the end of the project, and a year after the implementation of the project. 10.3.1.14. financial information on production volumes, costs, fixed assets and creditors, indicating the income statement, the balance sheet for the last year concluded, the subsequent years up to the end of the project implementation and for three years after the implementation of the project, as well as the cash flow statement per month project in the year of application, the subsequent years up to the end of the project, a year after the implementation of the project and the two subsequent years. Cash flow cash balance at the end of each month must be positive;
10.3.2. Summary of evidence on the economic viability of the company last year concluded before the application of the project (information, meet at least two of these provisions referred to in paragraph 10.2.2. indicators);

11.1.11. necessary investments;
11.1.12. deadlines for implementation of the project (by stages);
11.1.13. the financial information on the cash flow statement per month project in the year of application, the subsequent years up to the end of the project, a year after the implementation of the project and the two subsequent years during the year. Cash flow cash balance at the end of each month must be positive, as well as the cash flows must demonstrate the ability to implement and achieve the project objectives;
11.2. economic viability is positive cash flow of the project in the year of application, the subsequent years up to the end of the project, a year after the implementation of the project and the two subsequent years.
12. To apply for aid, aid, the applicant shall submit the field support service in person or electronic form of the document in accordance with the law on electronic documents the following documents: application of the project 12.1. two copies, including business plan (also electronically): 12.1.1. where the total eligible cost of the project amounts to 70 000 LVL, simplified business plan (this requirement does not apply where the applicant is a 6.4 and 6.5 of these regulations. operators referred);

12.4. credit institutions, leasing companies or credit unions for the willingness to consider granting (if the project will take credit). The certificate indicates a creditor and borrower's property and the loan amount. If the project supports the tenderer intends to invest private or any other money funds, it shall submit the documents that prove the availability of funds;

12.10. acquisition of equipment: 12.10.1. 12.11.4. purchasing building materials – accept projects (technical design stage) or its certified copy (the original show), but if a simplified reconstruction, — support them, drawn up by the applicant;
12.11.5. accept projects (technical design stage) or its certified copy (the original show), if the date is confirmed in the technical design;
12.11.6. building permits (certified copy (the original show)), if the date is confirmed in the technical design;
12.12. the procurement procedure of the supporting documents in accordance with the laws and regulations on the application of the procurement procedure. To qualify for funding for new construction or reconstruction, construction and purchase documents submitted with the application for the project or within six months after the conclusion of the contract between the support and the support of the applicant.
13. the rural support service project submissions are structured according to the project selection criteria (annex 2). II. Public funding, and about 14. Public funding amount is determined, taking into account the size of the company: 14.1 small (micro), small and medium enterprises – 60% of the eligible costs of the project;
14.2. other companies – 30% of the eligible costs of the project.
15. Support shall not be granted to enterprises with more than 750 employees and a net turnover exceeds 140 560 800 lats.

III. Eligible and ineligible costs 17. Public funding is granted only on the application of these provisions on the above eligible costs. The project for the attributable costs correspond to the actual market situation.
18. Measure to the following eligible costs: 18.1. new production of fixed assets (equipment, facilities, and equipment, including computer software) acquisition:

18.1.1. fisheries production and storage of primary teh NIC, facilities and equipment, including the cold technique and equipment, and the means were cabinets;
18.1.2. computerized production management and control technique and equipment (including software), including mobile and stationary weight;
18.1.3. laboratory and quality control techniques and equipment;
18.1.4. washing, disinfection technique and equipment;
18.1.5. a company needs the necessary energy equipment and appliances, including heating and ventilation techniques and equipment;
18.1.6. the company needs the necessary water supply and sewage, waste water and waste gas treatment and water recirculation facilities and equipment;
18.1.7. cargo lifting and handling machinery and equipment;
18.1.8. fish processing by-products and waste recycling equipment and machinery;
18.1.9. other specialized technological equipment, facilities, and equipment required for the attainment of the objectives of the project;
18.1.10. specialist transport of production technique that provides veterinary and hygiene requirements conditions;
18.2. new construction, reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the work, but not exceeding the provision referred to in paragraph 21;
18.3. the purchase of building materials based on the accepted technical projects, presented in conjunction with the project application, or a simplified reconstruction based on support, drawn up by the applicant, but not exceeding the provision referred to in paragraph 21;
18.4. General costs (including architects, engineers and consultants, legal services, the technical-economic justification, patents and licences costs) directly linked to the preparation or implementation of a project and not more than 8% of this rule 18.1, 18.2 and 18.3. bottom costs referred to in paragraph 1.
19. Purchasing and installing equipment, equipment and techniques, the eligible costs are also one-off costs associated with the installation of machinery and equipment, to ensure the normal operation.
20. If the applicant does not provide public funding for installation, it is to be installed and put into service according to the law on the installation and use procedures. Public funding of these facilities receive only after the commissioning of the said fact and the relevant supporting documents in the field support service.
21. in the case of construction and reconstruction are set in maximum eligible costs corresponding to the types of buildings, from which the calculation of public funding (annex 3).
22. The maximum eligible costs public financing includes all of the objects in the calculation of the costs of construction (including external and internal plumbing, internal and external sewerage, internal and external power supply and ventilation and heating system costs), but does not include the cost of equipment.
23. If the project for new construction or reconstruction costs for the respective type of construction exceeds the maximum eligible costs of the project application will not be rejected, but the cost difference shall be borne by the tenderer in full support.

25. For the eligible costs the following are directly related to production costs, if their amount does not exceed 30% of the total eligible cost of construction: 25.1. Administrative space for new construction, reconstruction;

26. Public funding shall be paid only for goods that are purchased supports the applicant's property. When buying goods on the installment, on those public funds paid only when they have become a support applicant's property.
27. the measure is not such eligible costs: 27.1. bank interest payments, charges for financial transactions, foreign exchange commissions and losses due to currency fluctuations;
27.2. fines, penalties, interest on arrears and costs of legal proceedings;

27.10. investments related to the retail trade;
27.11. the other costs that are not eligible under Council Regulation (EC) no 1198/2006 and Commission Regulation (EC) No 498/2007.28. Support for measures aimed at ensuring compliance with community standards regarding the environment, human or animal health, hygiene, may be granted until the date on which the standard becomes mandatory for the enterprises.
29. Support shall not be granted to investments relating to fishery and aquaculture products intended for other uses and processing, not for human consumption (excluding investments for fishing and aquaculture product waste treatment, recovery and disposal).
30. the costs in excess of the market price, and the unfinished work to be considered eligible costs.
31. the implementation of the project, the applicant shall submit in support of the rural support service of the food and veterinary service of the statement of the project's compliance with the minimum hygiene requirements.
32. If the applicant is a 6.4 and 6.5 of these regulations in the merchant, that payment shall be subject to the full implementation of the project.
