1.2. the European Social Fund (hereinafter the project) submission evaluation criteria;
1.3. the requirements of the project applicant;
1.4. the responsible institution and liaison body, as well as the distribution of competences between these institutions and cooperation arrangements;
1.5. the responsible bodies and authorities functional cooperation in the form of subordination.
2. The purpose of the activity is to promote these rules referred to in paragraph 4, the target group for social inclusion, competitiveness and the permanent installation work as well as their skills and skill development through active employment measures for specific groups of people.
3. the purpose of the activity reaches, in implementing this provision, paragraph 6 and using the following indicators: monitoring outcome indicators 3.1-active employment measures for specific groups of people complete 480 unemployed of which: the Riga planning region 3.1.1-45;
3.1.2. Vidzeme planning region – 48;
3.1.3. in the region of Kurzeme-52;
3.1.4. Zemgale planning region – 52;
3.1.5. the Latgale planning region – 283;
3.2. result indicators – 40 percent of the unemployed and job seekers within six months after participation in the project put to work.
4. activities to target: 4.1. unemployed persons who meet the Commission of 5 December 2002, Regulation (EC) No 2204/2002 on the Treaty establishing the European Community and article 88 87. with regard to state aid for employment (published in the official journal of the European Union L 337, 13.12.2002, 3-14. lp.) (hereinafter referred to as Commission Regulation No 2204/2002) Article 2 in point "f" "failed" workers vīg criteria (hereinafter referred to as "inconvenient" employees);
4.2. the unemployed disabled people.
5. European Social Fund funding the recipient chooses for the implementation measures, which organizes this rule 6.1.2, 6.1.3 and 6.1.4.. assets referred to employment measures for specific groups of people (there can – the employer) under the procedures laid down in the regulations in the Act on active employment measures and preventive measures to reduce unemployment, organisation and financing arrangements for the implementation of the measures and selection principles.
6. The project supported the following: 6.1. active employment activities for specific groups of people: 6.1.1. This provision is referred to in paragraph 4, the target groups, and employer information and attraction;
6.1.2. the provisions referred to in paragraph 4, the target group of workers at the employer's and the basic skills required for employment and skills training;
6.1.3. the adaptation of the workplace for the benefit of handicapped persons according to the opinion of the ergoterapeit;
6.1.4. the employment of people with disabilities the necessary specialist (ergoterapeit, surdotulk or satellite) link;
6.2. project management;
6.3. information and publicity measures for the implementation of a project.
7. Activity implemented limited project application selection.
8. Activity total eligible funding available is 2 977 667 lats, including European Social Fund funding – 2 531 016 late and State budget funds-446 651 lats.
9. activities within the functions of the responsible authority provides the Ministry of welfare. Responsible authority: 9.1 limited project creates the application selection project submission Evaluation Commission (hereinafter the Commission);
9.2. forward the call for project submissions for a limited range of projects;
9.3. provides information project project application to the applicant in the preparation and development of the exhibit project submission form to be filled out;
9.4. assess the project submissions and acceptance of the Board's decision on the application of the project approval, approval with conditions or disapproval;
9.5. accumulate data on project submissions to the laws of the European Union fund management information system and the use of the prescribed order;
9.6. participating in the agreement on the implementation of the project (hereinafter referred to as the agreement) project;

10.8. Approves the amendments to the draft, subject to this provision, and 58 59.60 conditions;
10.9. the responsible authority shall provide information on the activities available for the implementation of the European Social Fund funding;
10.10. the accumulated data on projects in the laws of European Union fund management information system and the use of the prescribed order;
10.11. plans and implements public awareness measures for the implementation of projects.
11. The Liaison Office has functional authority.
II. Requirements for the project the applicant 12. the applicant is a body of the project, in accordance with the law on the support of the unemployed and jobs seekers to implement the national policy for the reduction of unemployment and unemployed, job seekers and persons at risk of unemployment support.
13. If the application is approved, the applicant is the only project of the European Social Fund beneficiary, which agreed with the collaboration of the cooperation project.
14. the maximum eligible European Social Fund funding is 85 percent of the total eligible cost of the project.
15. the minimum Project total eligible costs is not limited to, the maximum eligible cost total is 2 977 667 lats.
III. Project application selection 16. the responsible authority shall send to the applicant of the project call for project applications (hereinafter referred to as the notice) on the basis of paragraph 12 of these rules with the requirements set out in the project applicant.
17. The invitation shall: 17.1. project application procedures for submitting it in person, by mail or electronic transmission;
17.2. the project submission deadline, which is not less than 30 days from the date of dispatch of the invitation;
17.3. the address of the Web site containing the application, to be used for the preparation of the project documents (these provisions and consumables to the project submission form to fill out);
17.4. the address of the internet site, which contains a draft agreement.
18. the project applicant project application submitted, subject to the following requirements: the applicant shall provide the project 18.1. one project submission;
18.2. the project application consists of the completed project submission form (annex a) and the following:

18.2.1. the project applicant questionnaire-application of value added tax, provided for in the laws and procedures and checks the information provided on the application of value added tax to the European Union's structural funds in the framework of projects funded and shall take a decision on the inclusion of value added tax to the project-related costs;
18.2.2. the project budgeted material technical support (purchase of facilities and equipment, technical AIDS for production and acquisition) cost calculations, supporting documents;

18.4. the presentation of the project application, the project shall ensure compliance with these provisions 24.1. referred to administrative criteria. 18.7.2. electronically (the project application must be signed with a secure electronic signature pursuant to the electronic article 3 of the law for the second and third part);

IV. evaluation of the application of projects 20. activities within the project application submitted to the evaluation provided by the Commission. 20.2. the managing authority and the representatives of the liaison bodies entitled to participate in meetings of the Commission as an observer;
20.3. the members of the Commission or its substitute in their absence, replaced by another delegated representative. Such delegation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute.
21. The Commission shall determine the responsible authorities developed and approved the Statute of the Commission.

24.1.6. or project submission is prepared in the national language;

24.1.13. or project submission, financial calculation is designed to accurately and appropriately mean project application form;
24.1.14. or the application under the European Social Fund funding does not exceed the terms of the funding referred to in point 14;
24.1.15. or the application of the eligible cost specified in total not exceeding the provisions referred to in paragraph 15 of the maximum project funding;
24.1.16. or project costs included in the submissions comply with this provision, 45, 46, 47, 49 and 50 the costs referred to in paragraph 1;
24.1.17. or project submission, the planned costs do not exceed this provision in paragraph 48 and 50 and 46.1.,.,., 46.2.5 46.2.1 46.2.2. and 29.3. costs referred to limits;
24.1.18. or the period of project implementation and cost allocation over the years correspond to the provisions referred to in paragraph 54 of the project implementation period;
24.2. eligibility criteria (substantive, financial and eligibility criteria in the implementation): 24.2.1. or the aim of the project contributes to this provision referred to in paragraph 2, the objective of the activity;
24.2.2. or project submission, the projected expenditure need is justified;
24.2.3. or project submission, justify the chosen target group needs and identify the problem to be solved;
24.2.4. or project submission, the planned project activities as defined in project problem solving;
24.2.5. or in the application of the project results and planned results indicators facilitates the provision referred to in paragraph 3 of the monitoring indicators;
24.2.6. or project submission seeks to ensure the maintenance of the results achieved by project completion;
24.2.7. or the application are defined in project personnel job responsibilities and qualifications requirements;
24.2.8. or the application are defined in the project administration personnel job responsibilities and qualifications requirements;
24.2.9. or project submission reflect existing and planned facilities security;
24.2.10. or project submission reflect project management, monitoring and quality assurance system;

24.2.11. or project planned in the application of publicity and information dissemination activities comply with these regulations and in paragraph 56.57 these requirements.
15.1. quality criteria (specific policy criteria): 24.3.1. the project provides for the application of the balanced development of the territory enhancing tools, ensuring the availability of services, especially in areas with high unemployment rates registered;
24.3.2. the project involves the application of a flexible response mechanism to the changes in the labour market, providing the following target group needs the appropriate service provision and, where appropriate, of the customization: 24.3.2.1. unemployed young people (15-24 years of age);
24.3.2.2. persons to State old-age pension to age the rest no more than five years;
24.3.2.3. the disabled;
24.3.2.4. after parole a custodial institutions;
24.3.2.5. persons who are unemployed for longer than a year;
24.3.2.6. other unemployed according to the national employment and social inclusion policy planning documents, the jota of Commission Regulation No 2204/2002 laid down in article 2 "disadvantaged worker" criteria;
24.3.3. the project contributes to the State, local authorities and private sector cooperation;
24.3.4. the project application for the direct or indirect positive effect on the horizontal priority of equal opportunities;
24.3.5. project activities to date, the applicant has provided the equivalent of nizēj and org services, promoting the social exclusion of the population at risk of economic activity, initiative and into working life;
24.3.6. submission of the project are identified and reflected in the project implementation risks, assess their impact and the probability of occurrence, as well as the specific risks for mitigation measures.
25. If the application complies with the provisions referred to in paragraph 24.3.1. quality criteria, the maximum number of points to be acquired is 11 points. The above quality criteria for determining compliance with the following apakškritērij and scoring: 25.1. project provides services in areas where the registered unemployment rate is a percentage and more-10.01 five points;
25.2. the project provides services in areas where the unemployment rate is recorded from 7.01 up to 10.00 per cent – four points;
25.3. the project provides services in areas where the unemployment rate is recorded from 5.00-7.00 per cent, up two points.
25.4. the project provides services in areas where the registered unemployment rate is up to 4.99 per cent, 0 point.
26. If the application complies with the provisions referred to in paragraph 24.3.2. quality criteria, the maximum number of points to be acquired is 10 point. The above quality criteria for determination of compliance shall apply one of the following apakškritērij and scoring: 26.1. project application based willingness to provide adequate service to all these rules referred to in paragraph 24.3.2. bottom target groups – 10 points;
26.2. the project application based willingness to provide appropriate service to the four to five of these provisions referred to in paragraph 24.3.2. target groups – seven points;
26.3. the project application based willingness to provide adequate service provision three of these rules referred to in paragraph 24.3.2. bottom target groups – four points;
26.4. the project application based willingness to provide adequate service provision two of this provision referred to in paragraph 24.3.2. bottom target groups – two points.
27. If the application complies with this provision in the abovementioned 24.3.3 quality criteria, the maximum number of points to be acquired is four points. The above quality criteria for determination of compliance shall apply one of the following apakškritērij and scoring: 27.1. in the implementation of project activities for more than two of these rules 24.3.3. sector referred to involved – four points;
27.2. the implementation of project activities of the two provided for in the rules referred to in sector 24.3.3. engagement – two points.
28. If the application complies with this provision in the abovementioned 24.3.4 quality criteria, the maximum number of points to be acquired is five points. The above quality criteria for determination of compliance shall apply one of the following apakškritērij and scoring: 28.1. the project application to the direct positive impact – five points;
28.2. the project provides for the application of an indirect positive impact – three points;
28.3. the project submission does not apply to the horizontal priority of equal opportunities – 0 point.
29. If the application complies with this provision in the abovementioned 24.3.5 quality criteria, the maximum number of points to be acquired is four points. The above quality criteria for determination of compliance shall apply one of the following apakškritērij and scoring: 29.1. the project is more than three years of experience in the organisation and the equivalent service provision – four points;
29.2. the project applicant is one to two years of experience in the organisation and the equivalent service provision – two points.
30. If the application complies with this provision in the abovementioned 24.3.6 quality criteria, the maximum number of points to be acquired is six points. The above quality criteria for determining compliance with the following apakškritērij and score: 30.1. project content the project submission deadline risk analysis – two points;
30.2. the application of the project content the project financial risk analysis – two points;
30.3. the application of the project activities results and content monitoring indicator risk analysis-two points.
V. decision on approval of the project application, approval or rejection of a conditional acceptance and notification 31. the responsible authority for the project application is approved if it meets all the following conditions: 31.1. its compliance with this provision and 24.1 24.2. apply referred to the administrative and eligibility criteria is evaluated with "Yes";
31.2. This provision, 24.3.2.24.3.3 24.3.1.,.,.,., and 24.3.6 24.3.4 24.3.5. quality criteria referred to in the rating it receives a number of points equal to that rule 22.1 22.1 22.0.,.,.,.,., and 22.2 22.2 22.3 in the quality criteria defined for the minimum number of points that must be obtained or higher than that.
32. the project's responsible authority approves the application, provided that the applicant projects that rule 40 within the time limit referred to in paragraph prevents the application of the project the existing deficiencies, if there was at least one of the following circumstances: 32.1. project submissions need to clarify, according to one of these rules, 24.1.8 24.1.7 24.1.9 24.1.10.,.,.,., 24.1.11 24.1.12, 24.1.13., 24.1.14., 24.1.15., 24.1.16., 24.1.17. and 24.1.18. referred to administrative criteria, except in the case where the application of those rules have not been added in paragraph 18.2.2. that annex;
32.2. the project application to the need to clarify the appropriate one of these rules 24.2.3 24.2.4 24.2.2.,.,.,.,., 24.2.6 24.2.5 24.2.7.,.,., 24.2.10 24.2.8 24.2.9. or 24.2.11. referred to the eligibility criteria.
33. in paragraph 32 of these provisions that the condition can include: 33.1. additional explanation of the submission;
33.2. the initiation of the implementation of the project or the cost of refining the design by years;
33.3. This provision in the annex referred to in paragraph 18.2.1. set-up;
20.8. clarification of costs (reduction or exclusion), in so far as it does not affect this rule 48 and 50 above cost lines, as well as this rule 46.1.,.,., 46.2.5 46.2.1 46.2.2. and 29.3. cost referred to in subheading about limits;
33.5. other steps to ensure the conformity of the project application, this provision, 24.1.8 24.1.7 24.1.9 24.1.10.,.,.,., 24.1.11 24.1.12, 24.1.13., 24.1.14., 24.1.15., 24.1.16., 24.1.17. and 24.1.18. referred to administrative criteria.
34. If that rule 32 and 33. compliance with the conditions referred to in paragraph 1 affect any other application referred to in paragraph 24 of the conformity assessment criteria the assessment, the responsible authority decision on the approval of the application, the project on condition accompanied by appropriate instructions.
35. the responsible body stops and does not continue the project evaluation, and their application is rejected, if there was at least one of the following circumstances: 21.8. the project submission does not meet any of these rules, 24.1.2 24.1.3 24.1.1..,.,.,., and 24.1.6 24.1.5 24.1.4. administered by the independent referred to in criteria;
35.2. the project is attached to the application of this provision in paragraph 18.2.2. that annex;
35.3. the project submission does not comply with the provisions referred to in paragraph 24.2.1. eligibility criteria;
35.4. the project evaluation of the application of these rules in 24.3.1. Accordingly the bottom above quality criteria below nine points;
22.1. the project application, rated according to this provision the bottom above 24.3.2. quality criteria is lower than two points;
35.6. the project application, rated according to this provision the bottom above 24.3.3. quality criteria is lower than two points;

22.2. the project application, rated according to this provision the bottom above 24.3.4. quality criteria of less than three points;
22.2. the project application, rated according to this provision the bottom above 24.3.5. quality criteria is lower than two points;
22.3. the project application, rated according to this provision the bottom above 24.3.6. quality criteria is less than four points.
36. the decision on the approval of the project application, approval or rejection provided the determining authority along with supporting documentation for them (extract from the minutes of the Commission by Commission decision) within five working days after the decision has been forwarded to the project applicant.
37. the decision on the application of the project approval, the responsible authority shall contain information on the terms of the agreement.
38. the responsible authority shall within five working days after the decision on the approval of a project application shall inform the liaison body. The liaison body switch arrangement in accordance with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority shall send to the liaison body of the decision on the application for the approval of the project, and two copies of the project approved. The responsible authority approved projects can be sent electronically if it is filed under 18.7.2. these provisions in that order.
39. the decision on the application for the approval of the project, provided the determining authority specifies in detail the application of the project, subject to this provision, paragraph 32 and 33.
40. If a decision on approval of the application, the project provided the conditions contained in the decision of the applicant to ensure the project within 15 working days of receipt of the decision. Information about the decision the conditions contained in the project, the applicant shall submit to the competent authority.
41. the Commission examined this provision the information referred to in paragraph 40, and the responsible authority within 10 working days after this provision 40. the expiry of the period referred to in paragraph 1, drawing up an opinion on the conditions contained in the decision. 42. Where the applicant has complied with the conditions laid down in the decision, the responsible authority within two working days following this rule 41. the expiry of the period referred to in paragraph 1, the applicant shall send the draft opinion on the conditions contained in the decision, but the cooperation body-decision on approval of the application, the project provided an opinion on the conditions contained in the decision and two copies of the project approved. The liaison body switch arrangement in accordance with the law establishing procedures for the structural funds and the European Union cohesion fund management in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority approved projects cooperation can be sent electronically to the authority if it is filed under 18.7.2. these provisions in that order.
43. If the applicant has not provided the conditions contained in the decision, the application of the project shall be deemed to have been rejected. The opinion that the decision contained in the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following this rule 41. the expiry of the period referred to in paragraph 1.
44. If a decision to reject the application of the project or the project, the applicant has not fulfilled the decision on approval of the application, the project provided the conditions laid down by the responsible authority in addition to the provisions referred to in paragraph 36 of the documents shall be returned to the applicant for the project or sent by mail to two projects in the project submitted by the applicant a copy of the application. The responsible authority for the project the applicant project application can be sent electronically if it is submitted that the provisions referred to in 18.7.2. bottom.

46. This provision 45.1.1. cost position referred this cost includes subheadings: 46.1. rewards (monthly salary) "not beneficial" for the conditions, monthly salary, the monthly grants by the way grant 50% of wage costs in one year, given that the monthly amount of the grant shall not exceed the national minimum monthly wage;
46.2. the employment of unemployed people with disabilities: 46.2.1. rewards (monthly salary) costs – a monthly salary, not less than the national minimum monthly wage;
46.2.2. rewards (bonus or a monthly salary, if there is a contract of employment for the performance of the duties of the supervisor) costs of unemployment work supervisor disabled people – 50% of the national minimum monthly wage claims;
46.2.3. legislation on minimum health health checks provided for unemployed people with disabilities costs;
46.2.4. compensation (excluding bonuses and prize money, benefits and discharging) costs and costs for the company ergoterapeit, satellite surdotulk and the provision of services if it solely on the assistance of the disabled worker;
46.2.5. the cost of this provision in paragraph 6.1.3 below supported the implementation of activities, including acquisition of machines and equipment and technical AIDS for production and acquisition costs, planned as a non-eligible costs and funded from the State budget this rule 53.4., 13., and 53.6. in accordance with the procedure laid down in point, granted as a one-time grant to custom jobs recruited unemployed disabled people. Grant is awarded under the employer's proposed work site customization to meet them in ergoterapeit's opinion, but not more than 1000 lats of one work place adaptations.
47. This provision 45.1.2. cost referred to in heading includes the following subdivisions: 29.3 cost. the company's costs and supporting the project application for the preparation of the dossier. Within this cost should not exceed 0.1 percent of the project's eligible direct costs;
47.2. the procurement procedure implementation costs;
47.3. the public information and publicity costs.
48. This provision is not referred to in 28.1. estimated costs must not exceed five percent of the total eligible direct project costs. The project cost plan as one expense items, and they are used not previously planned to cover the costs of the eligible direct costs of the project.
49. The value added tax payments are eligible costs depending on whether the project will purchase goods and services received are for taxable or non-taxable transaction or transactions to provide assurance not provided for in the law "on value added tax".
50. The rules referred to in point 6.2 eligible activities the project implement nai administration costs including remuneration (excluding bonus and money award) costs, domestic travel and business travel costs (daily allowance, accommodation and transportation expenses) for monitoring the implementation of the project, mail and electronic communications service costs, utility costs, as well as office supplies and inventory costs (the stationer and small inventory items (value up to 150 Lats per unit If the lifetime is less than a year) cost) plan as non-eligible costs, financed by the State and its budget. These costs are considered to be indirect costs, and shall not exceed five percent of the project's eligible direct costs.
51. Funding from the European Social Fund and State budget of the applicable products referred to in point 8 of these regulations, does not apply a cost: 51.1. not specified in that rule 45, 47 and 49, 46.1.,.,., 46.2.3 46.2.1 46.2.2.46.2.4. above and or does not comply with this rule 48 and 46.1.,.,., 46.2.5 46.2.1 46.2.2. and 29.3. eligible costs referred to the amount limits;
51.2. for which the European Social Fund, the beneficiary has not undertaken the implementation of project activities (except this rule 29.3. the costs referred to in point) and for which payments are not made within the time limit set in the agreement;
51.3. the provisions in paragraph 46.2.5. and 50 above cost.
52. providing support to employers "disadvantage" occupy the definition of employees, the European Social Fund, the beneficiary shall meet the following requirements: 52.1. "competitive" conditions of financial support to employers in the European Social Fund, the beneficiary in accordance with Commission Regulation No 2204/2002;

52.2. the European Social Fund, the beneficiary of this provision in paragraph 5 in the order selected employers ' contracts for the implementation of the action. According to the signed agreement, the employer shall ensure: 52.2.1. labour relations established with the partners involved in the activities "not beneficial" to employees. If the employment contract concluded for a fixed period, the duration of the employment contract must not be less than 12 months;
52.2.2. skilled Manager who helps the activities involved "not beneficial" to learn to work the employees the necessary key competences and skills. A skilled supervisor considers a person who has gained educational or not less than two years ' work experience in the occupation, which employs a "competitive" employees;
52.3. the "unfavourable" conditions for financial aid will not exceed 12 months;
52.4. "competitive" conditions is not organized to employers operating in the Commission Regulation No 2204/2002, article 1, paragraph 2, second subparagraph in specific sectors or economic activities implemented article 1, paragraph 3, as well as certain measures if the employer has not adhered to regulations article 5, paragraph 3;
commercial support of 52.5. "not beneficial" for the employment of the employee may provide at the same time with other business support measures, pursuant to Commission Regulation No 2204/2002, article 8 paragraph 4 of the conditions;
52.6. European Social Fund, the beneficiary shall ensure "competitive" conditions of financial support allocated to inventory and monitoring of Commission Regulation No 2204/2002, article 10.
53. providing support to employers employing disabled persons in unemployed people away, the European Social Fund, the beneficiary shall meet the following requirements: 53.1. unemployed disabled workers provided financial support to employers in the European Social Fund, the beneficiary in accordance with the Commission on 15 December 2006, Regulation (EC) No 1998/2006 on 87 and 88 of the Treaty. application of article de minimis aid (published in the official journal of the European Union, L 379, 28.12.2006, 5-10. lp.) (hereinafter referred to as Commission Regulation No 1998/2006);
53.2. European Social Fund funding, the beneficiary of this provision in paragraph 5 in the order selected employers ' contracts for the implementation of the action. A skilled supervisor considers a person who has gained educational or not less than two years ' work experience in the occupation, which employs a "competitive" employees;
53.2.3. unemployed disabled people working adjusting offered according to the opinion of the ergoterapeit;
53.2.4. unemployed people with disabilities the necessary surdotulk, attendants and other specialist services;
53.2.5. costs for unemployed disabled people health checks provided for in the legislation on minimum health checks;
53.3. the employment of unemployed people with disabilities provided financial support to employers to provide at least two years;
53.4. the involvement of the unemployed disabled people, activities the employer offer wound jobs before unemployment hire disabled people assessed and the necessary adjustments to the place of work by the European Social Fund beneficiaries selected ergotherapist;
13. European Social Fund beneficiaries selected ergotherapist offered jobs after the evaluation of the European Social Fund funding the recipient shall provide a written opinion on the conformity of work unemployment and employment of people with disabilities really work requires the adaptation of technical AIDS (equipment, technical systems) as disability functional disturbance unemployed type, severity, and the work to be performed. If the ergotherapist opinion indicates that unemployed people with disabilities the employment offered by the employer at the place of work is not possible, the event at the chosen by the employer are not implemented;

53.7. before granting financial assistance for the employment of unemployed people with disabilities European Social Fund beneficiary checks whether the employer granted financial support does not increase the total amount of de minimis aid, received by the employer the fiscal year concerned, as well as during the previous two fiscal years, to a level in excess of Commission Regulation No 1998/2006, article 2, paragraph 2 of the prescribed maximum amount;
53.8. financial aid shall not be granted to unemployed disabled workers in the sectors of economic activity as referred to in Commission Regulation No 1998/2006 article 1 paragraph 1;
is 53.9. financial support received by the unemployed person to the employment of disabled workers, the employer may not be combined with any other commercial support in relation to the same eligible costs.
54. Project implementation plan from the date of entry into force of rules of 31 December 2013.
55. The project site is the territory of the Republic of Latvia, by ensuring the availability of services especially in areas with high unemployment. Project international cooperation does not apply.
56. in implementing the project, the European Social Fund, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund and regulations of European Union funds publicity and visual identity requirements.
57. the European Social Fund, the beneficiary of their homepage on the internet at least once every three months puts up-to-date information on the implementation of the project.
58. the draft amendments shall be consistent with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
59. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 59.1. project objectives;
59.2. the European Social Fund financing requested;
59.3. execution of the project;
59.4. project results to be achieved;
59.5. the project's total eligible cost, or the amount of the distribution over the years.
60. This provision up to 48 and 50 points and 46.1.,.,., 46.2.5 46.2.1 46.2.2. and 29.3. costs referred to limits and previously announced a cooperation body, the European Social Fund funding recipient project can take: 60.1. the reallocation of costs this rule and 45.1.2 45.1.1. cost referred to under the heading, not exceeding five percent of the cost of common positions reallocated eligible costs;
