Cabinet of Ministers Regulations No. 287 in Riga in 2008, April 21st (Mon. No 25 20) European economic area financial instrument grant scheme "academic studies" subproject application open competition regulations Issued under the European economic area financial instrument and the Norwegian Government, the bilateral management of the financial instrument of the law article 18 (4) i. General questions 1. the European economic area financial instrument grant scheme "academic studies" (hereinafter referred to as the grant scheme) subproject application open competition (hereinafter referred to as the open competition) regulations the subproject application evaluation criteria. 2. the Grant schemes, the operator is the intermediate state in the monitoring agency "academic programme Agency" (hereinafter referred to as the operator). 3. Grant Scheme aims to contribute to human resources development, education and research in support of scientific research and encouraging research cooperation and partnership between the Republic of Latvia and the European economic area and European Free Trade Association countries, Iceland, Liechtenstein and Norway (hereinafter referred to as the EEA and EFTA countries), the European economic area financial instrument priorities of "environmental protection", "sustainable development", the "European cultural heritage", "health", "children with disabilities" and "human resources development and education". 4. Grant schemes open contest of subprojects available co-financing (hereinafter referred to as the grant co-financing of the scheme) consists of the European economic area and of the financial instruments with Latvian State budget funding. 5. Grant Scheme of the subproject are: 5.1. fundamental research, experimental and theoretical work, the aim of which is to acquire new knowledge of the nature of the phenomenon and observe the facts without any special purpose the practical use;
5.2. business research-experimental and theoretical work, the aim of which is to scientific ideas and achievements database to create the new developments and technology or optimizing existing technology. II. the applicant and the subproject partner subproject 6. the applicant is registered in the register of scientific institutions of authority. 7. the applicant shall develop a subproject subproject in the application and implementation of sub-projects independently or attracting partners or partners. Partner is a scientific institution of the registered institution or EEA and EFTA State scientific institution. 8. the partner is a direct partner in the subprojects, directly involved in the implementation of the subprojects, or financial partner that participates in the financing of sub-projects. 9. Subproject applicant and partner relations establish a written agreement on the responsibility of the parties in the implementation of the sub-projects, contribution and during the implementation of the subproject used and the intellectual and material benefits of ownership that does not restrict the free use of the results of the subprojects. 10. the applicant a subproject subproject application applicant signature certificate (annex 1). 11. the applicant a subproject in each tender round is entitled to submit an unlimited number of submissions of subprojects if the applicant argues that can fulfill this provision in annex 1, the above requirements and ensure that one of the activities referred to in the subproject will not be included in other sub-projects. 12. If the operator determines that the applicant is a subproject or partner (if the subproject provides partnership building) knowingly or negligently provide false information, the applicant denied a subproject to receive grant co-financing of the scheme. If funding is left out of the first round, it carried over to the second round;
13.2. second round – EUR 192 497 equivalent in the by the Bank of Latvia exchange rate. 14. The minimum requested grant subproject co-financing of the scheme is EUR 10 000 equivalent in dollars after the Bank of Latvia exchange rate. The maximum grant requested subproject co-financing of the scheme shall be EUR 30,000 equivalent in dollars after the Bank of Latvia exchange rate. 15. the subproject the requested grant co-financing of the scheme shall not exceed 90% of the children's total eligible costs. Subproject application the applicant and partner (if the bottom is involved in a project finance partner) total funding of not less than 10% of the total eligible cost of the subproject. 16. the applicant and the subproject partners (if the subproject is involved in financial partner) total contributions in kind does not exceed 50% of the total applicant subproject funding and does not exceed 20% of the total eligible cost of the subproject. 17. Children's financial calculations carried out by the European Union's single currency. 18. If the implementation of subprojects subproject total cost exceeds the maximum allotted grant sub-projects scheme co-financed, the difference shall be borne by the applicant of the subproject. IV. advances a subproject subproject 19 may be granted advance payment of up to 40% of the total amount granted to the sub-projects. The advance shall be paid following the signature of the Treaty for the implementation of the sub-projects of the co-financing requested between the subprojects and the operator. 20. The operator shall, after receiving the subproject subproject co-financing the interim report on the use of funding sub-projects paid 40% of the total grant allocated to a subproject of the co-financing of the scheme (interim reporting procedures established in the Treaty for the implementation of the sub-projects). 21. The remaining part of the payment that is not less than 20% of the total grant allocated to a subproject of the co-financing of the scheme, the operator shall be paid once it is approved by co-financing beneficiary subproject closing statements on the use of funding a subproject. V. costs 22 Sub-projects. Grant co-financing of the scheme about the subproject, calculated on the basis of the eligible costs. 23. the cost of the Sub-projects are eligible if they are encountered in the implementation of subprojects for the duration of the contract, and: 23.1. are necessary for the implementation of the subproject activities, and are provided for in the approved application, as well as sub-projects have been carried out, subject to appropriate financial management principles, including respecting the cost-effectiveness, efficiency, productivity and effectiveness;
23.2. are made, and posted the requested co-funding bookkeeping, identifiable, separate from the rest of the cost, and the test and certify the original source document. 24. the eligible costs shall be the: 24.1. salary subprojects leaders and performers (including taxes and other mandatory payments);
24.2. expenditure for logistical support (e.g., equipment, materials, chemicals, and other logistical support, the need for which is directly linked to the achievement of the objective of the sub-projects);
24.3. expenditure for missions according to the regulations laid down in the mission expenses;
15.2. expenditure for the maintenance of the infrastructure of the institution, if it is directly linked to the achievement of the objectives of the subproject;
15.2. contributions in kind, which consists of the allocation of equipment or materials, research or professional activities or unpaid voluntary work, the value of which can be independently assessed and audited;
24.6. fee for bank account opening and service, if the needs of sub-projects account is not open to the public. 25. non-eligible costs are: 25.1. costs of future losses or debts;
25.2. the loan principal and interest payment or other obligations incurred costs;
25.3. real estate acquisition costs;
25.4. the value added tax payments if the beneficiary of the financing of sub-projects are entitled to get back;
25.5. the costs to be met from other sources of finance;
15.9. debit interest charges for financial transactions, foreign exchange commissions and losses associated with it;
25.7. costs and fines;
25.8. the other subprojects costs not eligible, including those costs related to the development of the application of the subproject. Vi. implementation of the Subprojects dates and venue 26. Sub-project implementation deadlines are as follows:
26.1. in 2008, the subproject submissions-from 12 months to 24 months from the conclusion of the agreement for the implementation of the sub-projects. All sub-project activities implemented and all payments shall be made until 30 October 2010;
26.2. in 2009, the subproject submissions – 12 months from the conclusion of the agreement for the implementation of the sub-projects. All sub-project activities implemented and all payments shall be made until 30 October 2010. 27. the Subproject activities implemented in the Republic of Latvia. Some of the sub-project activities (research coordination with partners, literature research, specific experiments) can implement the EEA and EFTA countries, if it supports this provision referred to in paragraph 3. VII. Public tender procedure for notification 28. Open tender exercise in two rounds in April 2008 and April 2009. If funding is left out of the first round, it carried over to the second round. If funding is left from the second round, in august 2009 the additional tool (the third). 29. The operator shall issue a public tender for each round individually by placing an advert in the newspaper "journal", "scientific journal" and one after the subscription amount is the largest daily newspaper in Latvia, as well as the operator's homepage on the internet (URwww.apa.gov.lv), intermediate homepage on the internet (www.izm.gov.lv) and the financial instrument for the Latvian homepage on the internet (URwww.eeagrants.lv). 30. the subproject application deadline for open competition in the round is three months from the open competition-round tender for days. The open competition round announcement shall specify the subproject application submission deadline and address of the operator. VIII. preparation of subproject application and submission 31. applicant shall prepare a subproject subproject application form (annex 2) the Latvian language, filling out the submission form a subproject electronic version in MS Excel format (available in the operator's home page on the internet (URwww.apa.gov.lv)). 32. the applicant a subproject subproject submission the following annexes are added: 32.1. detailed budget (annex 3);

The certificate shall indicate in the funding to be allocated;
32.6. the applicant a subproject's publication list for the past three years, stating the publication title, author, year, journal name, and page number (indicate no more than 30 publications);
32.7. the subproject is the applicant the international project list for the past three years;
20.4. the subproject applicant defend the thesis list, specifying the name of the PhD thesis, degree and year;
32.9. subproject received the patent applicant and approved list of patent applications, specifying the full name of the patent, the author, year, and State;
32.10. sub-project manager and artist living in the course descriptions (curriculum vitae (CV));
32.11. any other documents at the bottom of the project the applicant in addition to add a subproject to support application and supplement the subproject information referred to in the submission form. 33. If the subproject provides partnership building, subprojects for each principal applicant partners specified in the application form of a subproject, the subproject 2.5 application the following annexes are added: 33.1. counterparts acknowledged scientific institutions, a copy of the registration certificate or equivalent document, and its translation into Latvian language (if partner is registered in one of the EEA and EFTA countries);
33.2. partner Declaration of partnership signed by the subproject (annex 5). If the partner is registered in the register of scientific institutions, the institutions provide the Latvian the partnership Declaration. If the partner is an EEA-EFTA State scientific institution, proof of the partnership provided in English;
33.3. If the partner is a corporation or a non-governmental organization, which is involved in the financing of sub-projects, the statement of financing required for the sub-projects, issued by the institution, which, after the approval of sub-projects provide the credit necessary for the implementation or other financial resources (if such is provided to attract). The certificate shall indicate in the funding to be allocated;
20.8. subproject applicant and partners agreed in writing between the parties on the implementation of the sub-projects in responsibility, contribution and during the implementation of the subproject used and the intellectual and material benefits of ownership. 34. the applicant submitted a subproject to subproject filled in application form and the rules referred to in paragraph 32 of the annex, as well as mentioned in paragraph 33 of the required attachments (if the subproject provides partnership building) in two copies-the original and one copy to the subproject submission form indicating the "original" and "copy". Subproject application form shall also be submitted electronically to the CD (CD) or by sending electronic mail to the address firstname.lastname@example.org. 35. the Subproject is the original and the copy of the application shall be drawn up in accordance with the laws governing record keeping requirements. Documents are numbered, cauršūt (caurauklot), stamped and signed, the signature is decrypted, and indicating the number of pages and caurauklošan. 36. the applicant a subproject subproject application operator submitted personally or sent by electronic mail to the electronic mail address email@example.com or sent by mail, on the envelope: 36.1. distribution – academic programme Agency-and the open competition round announcement contains the address of the operator;
36.2. "Grant Scheme" Academic studies ";
36.3. the subproject is the applicant's name and address;
36.4. "not to be opened before the start of the assessment". 37. If the applicant submits a subproject subproject application electronically, subproject application form and the required additional documents signed with a secure electronic signature and is certified by the stamp of the time before the subproject application closing date under the electronic document requirements set out in law. 38. The operator shall consider the submissions, which sub-projects have been filed operatorwith postal authority or put to open tender in the period referred to in the advertisement: 38.1. If the application is lodged by a subproject personally, on the filing date shall be considered the operator's seal shows the date and time of receipt;
38.2. if subprojects submissions sent by mail, on the date of submission shall be considered in the specified postmark date of dispatch;
38.3. If the application is submitted electronically a subproject, for its submission shall be deemed to be the time when it is sent by electronic mail or by using the operator held a special online form. In case of disagreement, the children of the application the applicant must demonstrate that the application is sent a subproject subproject before application deadline. If the operator claims that the application is received in the subproject, the claim justified. 39. the subproject does not accept the application, if received after the application deadline of sub-projects, except that rule 38.3. cases referred to when the subproject the applicant can show that the bottom of the project application is electronically sent before the deadline. 40. the subproject application received after the deadline for submitting the application sub-project end without opening, and the operator shall inform the applicant of the sub-projects of the place and the time when the application is not considered a subproject can get back. IX. evaluation of the application of subprojects subproject 41. submissions are evaluated in two stages: 25.5. evaluation of the application of sub-projects under the administrative compliance evaluation criteria (annex 6);
41.2. application assessment subproject of the quality evaluation criteria (annex 7). 42. Operator: 42.1. record subproject submissions submission order.
26.2. the subproject submissions and grant each subproject application identification number;
26.3. evaluate submissions according to the subproject administrative evaluation criteria. 43. If the children's application does not meet the criteria for the evaluation, the administrative manager of the administrative assessment required of sub-projects in writing the applicant to clarify the application of the subproject or to submit additional information by sending a request by post and an application form in a subproject to the specified fax number. 44. If the applicant is a subproject within two working days after the receipt of the request the operator shall submit the necessary additional information, submitting it personally or by sending by mail (postmark), the children's application under the administrative evaluation criteria assessed. 45. If after the application of the administrative assessment subproject does not meet at least one criterion or the administrative assessment subproject applicant within two working days (postmark) after the receipt of the request the operator has not submitted the additional information required, the operator shall take a decision on the application of the non-compliance of sub-projects administrative evaluation criteria and its rejection. The operator shall, within 10 working days of the decision, in writing, inform the applicant of the sub-projects, including relevant administrative evaluation criteria or criteria not met. 46. the subproject submissions that meet the administrative evaluation criteria, the operator passes the tender submission assessment subproject Commission (hereinafter the Commission) on the assessment of the application of subproject quality evaluation criteria. 47. The operator shall establish the Statute of the Commission. In the Commission's Statute and rules of procedure. The Commission is made up of one representative of IB, one representative of the Latvian Science Council and one representative of the Latvian Academy of Sciences. Commission approved intermediate. Evaluation of the work of the Commission may participate as observers in the Central Finance and contracts, financial instruments firms, non-governmental organizations or the representatives of the managing authority. 48. The work of the Commission attracted three independent experts. The operator shall at random select the independent experts from the Latvian Science Council expert database. The independent expert has defined the science industry scientist whose qualifications certifies scientific publications and active action research projects or programs. 49. the subproject submissions that meet the administrative evaluation criteria, independent experts assessed the quality evaluation criteria for each subproject application form by filling in the quality evaluation. 50. the expert quality assessment completed form shall be submitted to the Commission. X. adoption and notification of the results By the independent experts 51. assessment in the Commission: 51.1. application of sub-projects carried out comparative analysis. If the expert assessment is different by more than 50 percent of the experts invited to the expert discussion, to make the assessment of the application of sub-projects;
51.2. compute the average rating for each submission, create a subproject of project application to the bottom of the list according to the resulting average points in descending order (hereinafter list) and submit it to the operator;
51.3. the operator shall draw up and submit to the opinion on the application of subprojects supported recommending approval. 52. on the basis of the list submitted by the Commission and the opinion of the operator shall take a decision on the application of each sub-project approval or rejection. If several subprojects in the submissions have got the same number of points, the operator support application where the subproject is intended for greater partnership with the EEA and EFTA countries to scientific institutions. If several subprojects in the submissions have got the same number of points and is expected to equal partnership with the EEA and EFTA national scientific institutions, the operator support application from the subproject for planning regions of Latvia, from which the public tender is received in the corresponding round of the less number of submissions of subprojects. 53. in order to ensure the timely and appropriate implementation of the sub-projects, the operator may decide on approval of the application of the subprojects provided will be subject to the following requirements: 53.1. specify the time frame for the implementation of the sub-projects;
53.2. to clarify the application of subproject budget and finance, in the case of arithmetic errors;
53.3. deduct from the subproject eligible costs costs that this rule as defined in paragraph 24 does not apply. 54. The provisions referred to in paragraph 53 of the total periodic assessment subproject application point scale does not change. 55. the operator on the bottom of the project approval or rejection of the application to adopt the European economic area financial instrument and the Norwegian Government, the bilateral management of the financial instrument within the time limit set by law. The operator shall, within 10 working days after the decision on the application for approval of sub-projects or rejection in writing notify the applicant of the subproject application the open competition-round results. 57. The operator 20 working days after the decision on the application for approval of sub-projects or rejection of the application of approved subproject publishes a list of the newspapers "journal" and "scientific journal", as well as the operator's homepage on the internet (www.apa.gov.lv) and intermediate homepage on the internet (URwww.izm.gov.lv). The publication shall state the name of the application to the subproject subproject Manager, as well as the amount of funding granted. If the recipient of the sub-projects co-financed 20 working days after the implementation of the sub-projects of the draft Treaty is not concluded by sending managers for the implementation of the subproject agreement and did not provide a reasonable explanation for the circumstances that prevented the conclusion of co-financing by the beneficiary, the children lose the right to enter into agreements for the implementation of the sub-projects. 61. 1. the subproject the applicant is familiar with all grant co-financing of the scheme the conditions laid down in these rules, and the implementation of the subproject will undertake to follow them. 2. the applicant is a subproject directly responsible for the preparation of the application to the subproject, deployment, and management, as well as on the results of the subprojects. 3. the subproject the applicant is responsible for ensuring that subprojects are implemented in the public interest, pursuant to sustainable development, gender equality and good governance principles. 4. the subproject has the applicant stable and sufficient financial resources and other resources, to the extent specified in the applicant's submission of sub-project financing, as well as the implementation of continuity of the subproject. 5. the subproject the applicant can provide the necessary for the implementation of the sub-projects of the number of people who have the appropriate skills, knowledge and experience. 6. the applicant a subproject is responsible for driving the subproject is complying with the laws of the Republic of Latvia. 7. the subproject the applicant is responsible for the application of the specified subproject financial calculation arithmetic correctness. 8. the applicant provides a subproject to subproject funding (in terms of money and interest) would be calculated only from the total eligible costs of the subproject. 9. If the subproject is involved in the implementation of the partner or partners, the children of the applicant undertakes to consult regularly with partner, or partners, and to provide full information on the implementation of the sub-projects. 10. the Subproject is the applicant does not submit the same application for funding sub-projects from different financial sources, that is, it does not qualify to receive a double co-financing the same subproject. 11. the applicant a subproject is responsible for the information provided in the application a subproject for accuracy and precision. 2.2. the requested grant co-financing of the scheme shall not exceed 90% of the children's total eligible costs.
2.3. costs for management of Sub-projects is 4-10% of the total eligible cost of the subproject.
2.4. application of the Sub-projects of the applicant and partner (if the subproject is involved in financial cooperation partner) financing of at least 10% of the total eligible cost of the subproject.
2.5. the subproject on the application deadline for the implementation of the sub-projects comply with this provision in paragraph 26.

5.1. legal security of a subproject (permissions, reconciliation with the control and supervisory bodies); 5.2. the subproject provides a unique scientific equipment, which will contribute to the improvement of the scientific infrastructure investment efficiency; 5.3. the subproject on the principal applicant's spatial infrastructure complies with the conditions of implementation of the sub-projects; 5.4. the applicant is a subproject available sources of scientific information necessary for the implementation of the sub-projects 0-6.5 the requested grant co-financing of the scheme justification 6.1. subproject budget includes expenditure is reasonable and corresponds to current market prices; 6.2. the objective selected cost-effective solution (value for money-cost result); 6.3. the eligible cost items sub-projects comply with the provisions of paragraph 24 of the above requirements, as well as in the EFTA and of the Office of financial instruments developed and EEA financial instrument in the implementation of the Committee approved the guidelines set out the requirements of the eligible cost 0-5 notes. 1. for each evaluation criteria table of subproject is granted a certain number of points from 1 to 5 according to the following ratings: 0-not applicable, 1-, 2-unsatisfactory satisfactory, 3-good, 4-very good, 5-brilliant. 2. criteria of rating is the average of the index ratings criteria. 3. the maximum number of points possible: 3.1 the type of subproject "Applied Research" – 30 points; 3.2. type of subproject "fundamental research" – 25 points.
