No 25 20) European economic area financial instrument grant scheme "academic studies" subproject application open competition regulations Issued under the European economic area financial instrument and the Norwegian Government, the bilateral management of the financial instrument of the law article 18 (4) i. General questions 1. the European economic area financial instrument grant scheme "academic studies" (hereinafter referred to as the grant scheme) subproject application open competition (hereinafter referred to as the open competition) regulations the subproject application evaluation criteria. 2. the Grant schemes, the operator is the intermediate state in the monitoring agency "academic programme Agency" (hereinafter referred to as the operator). 3. Grant Scheme aims to contribute to human resources development, education and research in support of scientific research and encouraging research cooperation and partnership between the Republic of Latvia and the European economic area and European Free Trade Association countries, Iceland, Liechtenstein and Norway (hereinafter referred to as the EEA and EFTA countries), the European economic area financial instrument priorities of "environmental protection", "sustainable development", the "European cultural heritage", "health", "children with disabilities" and "human resources development and education". 4. Grant schemes open contest of subprojects available co-financing (hereinafter referred to as the grant co-financing of the scheme) consists of the European economic area and of the financial instruments with Latvian State budget funding. 5. Grant Scheme of the subproject are: 5.1. fundamental research, experimental and theoretical work, the aim of which is to acquire new knowledge of the nature of the phenomenon and observe the facts without any special purpose the practical use;
5.2. business research-experimental and theoretical work, the aim of which is to scientific ideas and achievements database to create the new developments and technology or optimizing existing technology. II. the applicant and the subproject partner subproject 6. the applicant is registered in the register of scientific institutions of authority. 7. the applicant shall develop a subproject subproject in the application and implementation of sub-projects independently or attracting partners or partners. Partner is a scientific institution of the registered institution or EEA and EFTA State scientific institution. 8. the partner is a direct partner in the subprojects, directly involved in the implementation of the subprojects, or financial partner that participates in the financing of sub-projects. 9. The minimum requested grant subproject co-financing of the scheme is EUR 10 000 equivalent in dollars after the Bank of Latvia exchange rate. The maximum grant requested subproject co-financing of the scheme shall be EUR 30,000 equivalent in dollars after the Bank of Latvia exchange rate. 15. the subproject the requested grant co-financing of the scheme shall not exceed 90% of the children's total eligible costs. Subproject application the applicant and partner (if the bottom is involved in a project finance partner) total funding of not less than 10% of the total eligible cost of the subproject. 16. the applicant and the subproject partners (if the subproject is involved in financial partner) total contributions in kind does not exceed 50% of the total applicant subproject funding and does not exceed 20% of the total eligible cost of the subproject. 17. If the implementation of subprojects subproject total cost exceeds the maximum allotted grant sub-projects scheme co-financed, the difference shall be borne by the applicant of the subproject. V. costs 22 Sub-projects. 24.3. expenditure for missions according to the regulations laid down in the mission expenses;
15.2. expenditure for the maintenance of the infrastructure of the institution, if it is directly linked to the achievement of the objectives of the subproject;
15.2. contributions in kind, which consists of the allocation of equipment or materials, research or professional activities or unpaid voluntary work, the value of which can be independently assessed and audited;
24.6. fee for bank account opening and service, if the needs of sub-projects account is not open to the public. 25. non-eligible costs are: 25.1. costs of future losses or debts;
25.2. the loan principal and interest payment or other obligations incurred costs;
25.3. real estate acquisition costs;
25.4. the value added tax payments if the beneficiary of the financing of sub-projects are entitled to get back;
25.5. the costs to be met from other sources of finance;
15.9. debit interest charges for financial transactions, foreign exchange commissions and losses associated with it;
25.7. costs and fines;
25.8. the other subprojects costs not eligible, including those costs related to the development of the application of the subproject. Vi. implementation of the Subprojects dates and venue 26. Sub-project implementation deadlines are as follows:

26.1. in 2008, the subproject submissions-from 12 months to 24 months from the conclusion of the agreement for the implementation of the sub-projects. All sub-project activities implemented and all payments shall be made until 30 October 2010;
26.2. in 2009, the subproject submissions – 12 months from the conclusion of the agreement for the implementation of the sub-projects. All sub-project activities implemented and all payments shall be made until 30 October 2010. 27. the Subproject activities implemented in the Republic of Latvia. Some of the sub-project activities (research coordination with partners, literature research, specific experiments) can implement the EEA and EFTA countries, if it supports this provision referred to in paragraph 3. VII. Public tender procedure for notification 28. Open tender exercise in two rounds in April 2008 and April 2009. If funding is left out of the first round, it carried over to the second round. If funding is left from the second round, in august 2009 the additional tool (the third). 29. The operator shall issue a public tender for each round individually by placing an advert in the newspaper "journal", "scientific journal" and one after the subscription amount is the largest daily newspaper in Latvia, as well as the operator's homepage on the internet (URwww.apa.gov.lv), intermediate homepage on the internet (www.izm.gov.lv) and the financial instrument for the Latvian homepage on the internet (URwww.eeagrants.lv). 30. the subproject application deadline for open competition in the round is three months from the open competition-round tender for days. The open competition round announcement shall specify the subproject application submission deadline and address of the operator. 33.3. If the partner is a corporation or a non-governmental organization, which is involved in the financing of sub-projects, the statement of financing required for the sub-projects, issued by the institution, which, after the approval of sub-projects provide the credit necessary for the implementation or other financial resources (if such is provided to attract). The certificate shall indicate in the funding to be allocated;
20.8. subproject applicant and partners agreed in writing between the parties on the implementation of the sub-projects in responsibility, contribution and during the implementation of the subproject used and the intellectual and material benefits of ownership. 34. the applicant submitted a subproject to subproject filled in application form and the rules referred to in paragraph 32 of the annex, as well as mentioned in paragraph 33 of the required attachments (if the subproject provides partnership building) in two copies-the original and one copy to the subproject submission form indicating the "original" and "copy". Subproject application form shall also be submitted electronically to the CD (CD) or by sending electronic mail to the address eez@apa.lv. 35. the Subproject is the original and the copy of the application shall be drawn up in accordance with the laws governing record keeping requirements. If the application is submitted electronically a subproject, for its submission shall be deemed to be the time when it is sent by electronic mail or by using the operator held a special online form. IX. evaluation of the application of subprojects subproject 41. submissions are evaluated in two stages: 25.5. evaluation of the application of sub-projects under the administrative compliance evaluation criteria (annex 6);

If the applicant is a subproject within two working days after the receipt of the request the operator shall submit the necessary additional information, submitting it personally or by sending by mail (postmark), the children's application under the administrative evaluation criteria assessed. 45. If after the application of the administrative assessment subproject does not meet at least one criterion or the administrative assessment subproject applicant within two working days (postmark) after the receipt of the request the operator has not submitted the additional information required, the operator shall take a decision on the application of the non-compliance of sub-projects administrative evaluation criteria and its rejection. The operator shall, within 10 working days of the decision, in writing, inform the applicant of the sub-projects, including relevant administrative evaluation criteria or criteria not met. 46. the subproject submissions that meet the administrative evaluation criteria, the operator passes the tender submission assessment subproject Commission (hereinafter the Commission) on the assessment of the application of subproject quality evaluation criteria. 47. The operator shall establish the Statute of the Commission. In the Commission's Statute and rules of procedure. The Commission is made up of one representative of IB, one representative of the Latvian Science Council and one representative of the Latvian Academy of Sciences. Commission approved intermediate. The work of the Commission attracted three independent experts. The operator shall at random select the independent experts from the Latvian Science Council expert database. X. adoption and notification of the results By the independent experts 51. assessment in the Commission: 51.1. application of sub-projects carried out comparative analysis. If the expert assessment is different by more than 50 percent of the experts invited to the expert discussion, to make the assessment of the application of sub-projects;
51.2. compute the average rating for each submission, create a subproject of project application to the bottom of the list according to the resulting average points in descending order (hereinafter list) and submit it to the operator;
51.3. the operator shall draw up and submit to the opinion on the application of subprojects supported recommending approval. 52. on the basis of the list submitted by the Commission and the opinion of the operator shall take a decision on the application of each sub-project approval or rejection. If several subprojects in the submissions have got the same number of points, the operator support application where the subproject is intended for greater partnership with the EEA and EFTA countries to scientific institutions. If several subprojects in the submissions have got the same number of points and is expected to equal partnership with the EEA and EFTA national scientific institutions, the operator support application from the subproject for planning regions of Latvia, from which the public tender is received in the corresponding round of the less number of submissions of subprojects. 53. in order to ensure the timely and appropriate implementation of the sub-projects, the operator may decide on approval of the application of the subprojects provided will be subject to the following requirements: 53.1. specify the time frame for the implementation of the sub-projects;
53.2. to clarify the application of subproject budget and finance, in the case of arithmetic errors;
53.3. deduct from the subproject eligible costs costs that this rule as defined in paragraph 24 does not apply. 54. 1. the subproject the applicant is familiar with all grant co-financing of the scheme the conditions laid down in these rules, and the implementation of the subproject will undertake to follow them. 2. the applicant is a subproject directly responsible for the preparation of the application to the subproject, deployment, and management, as well as on the results of the subprojects. 3. the subproject the applicant is responsible for ensuring that subprojects are implemented in the public interest, pursuant to sustainable development, gender equality and good governance principles. 4. the subproject has the applicant stable and sufficient financial resources and other resources, to the extent specified in the applicant's submission of sub-project financing, as well as the implementation of continuity of the subproject. 5. the subproject the applicant can provide the necessary for the implementation of the sub-projects of the number of people who have the appropriate skills, knowledge and experience. 6. the applicant a subproject is responsible for driving the subproject is complying with the laws of the Republic of Latvia. 7. the subproject the applicant is responsible for the application of the specified subproject financial calculation arithmetic correctness. 8. the applicant provides a subproject to subproject funding (in terms of money and interest) would be calculated only from the total eligible costs of the subproject. 9.
