Cabinet of Ministers Regulations No. 330 in Riga, 13 May 2008 (pr. No 30 24. §) rules on the procedures for granting state aid to ensure the breeding of dairy cows and sows governing entry in Flock-books for the preparation and evaluation of productivity data released under the agricultural and rural development Act article 5, fourth paragraph 1. determines the order in which the grant of State aid to ensure the breeding of dairy cows and sows governing entry in Flock-books for the preparation and evaluation of performance data (hereinafter referred to as aid).
2. the support shall be provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 3. Objective of the aid is to develop breeding, through high-quality targeted breeding sows and dairy breeds of dairy cows, as well as maintaining and improving the existing genotype.
4. the total amount of aid provided for by breeding sows and dairy cows governing entry in Flock-books for the preparation and evaluation of performance data related to the provision of the service (hereinafter service), has 4 314 104 lats (including value added tax) of which: 4.1.  1 814 104 lats (including value added tax) for breeding sows, to record in the book, and productivity data for evaluation;
4.2.2 500 000 lats (including value added tax) for dairy breeds of dairy cows, to record in the book, and productivity data for assessment.
5. Service includes the following: 5.1 the costs of breeding sows or dairy breeds of dairy cows of the preparation of the documentation governing entry in Flock-books for under the laws of the State of sorting the herd-book;
5.2. governing entry in Flock-books for the prepared and recorded in the book of sows for breeding or dairy breeds of dairy cows ' productivity analysis in accordance with the laws and regulations of the swine and dairy breeds of dairy cows in relation to monitoring the breeding programs of productivity indicators laid down by the herd-book and sort conditions.
6. To support the provision of the service may be eligible: 6.1. pig-limited liability company, Association, Foundation or a cooperative society (hereinafter the applicant), if the following conditions are met: 6.1.1. running pig industry and combine not less than 50 pig breeders;
6.1.2. the applicant has certified specialists in the field of breeding regulations for certified individuals;
6.2. the dairy breeds of dairy cows industry – limited liability company, Association, Foundation or a cooperative society (hereinafter the applicant), if it meets the following conditions: 6.2.1 run the dairy breeds of dairy cows industry and brings together no fewer than 50 dairy cows herd owners;
6.2.2. is recognized under the laws of the breeders ' organisation of the eligibility criteria and the breeders ' organisations status;
6.2.3. sort of milk cow herd-book varieties according to the laws of the State of sorting the herd-book;
6.3. the applicant, if it provides service to all monitoring herds that meet the following conditions: 6.3.1. pig herd: 6.3.1.1. at least 15 and over breeding sows (as on March 1, 2008);
6.3.1.2. where breeding sows weaned pig litters average number of Flock is 8.5 piglets;
6.3.1.3. where according to the laws and regulations on animal, herd and the recording of holdings every month the State Agency "agricultural data centre" (hereinafter referred to as the data center) has filed a motion for summary of pigs;
6.3.1.4. for which data center monitoring results have been submitted for the year 2007 at the position to March 1, 2008 (as evidenced by data center mark on the receipt or postmark on the transfer);
6.3.1.5. where at least year's monitoring according to the regulations on the monitoring of pigs;
6.3.1.6. at which the herd and accommodation is registered according to the laws and regulations on animal, herd and the recording of holdings and identification of animals;
6.3.2. dairy breeds dairy herd: 6.3.2.1. where, under the existing cow (excluding meat varieties, varieties of meat, milk, meat cross breeds and crosses of animals of unknown provenance) the last standard lactation milk yield is at least 5000 kg (pirmpien of the standard lactation data is not required, but the individual milk control indicators are used for the tribe to work in accordance with the laws and regulations on the supervision of dairy cows) and breeding is not withdrawn the national inspection monitoring data since 17 July 2007;
6.3.2.2. where at least year's monitoring according to the legislation on the supervision of dairy cows;
6.3.2.3. on which the herd and accommodation is registered according to the laws and regulations on animal, herd and the recording of holdings and identification of animals.
7. Aid amounting to: 7.1 not more than 70 million lats (including value added tax), including administrative costs, not exceeding LVL per 0.19 estimated breeding sow herd;
7.2. maximum of 40 lats (including value added tax), including administrative costs, not exceeding LVL per 0.19 dairy breeds dairy cow herd.
8. If the requested funding exceeds the available funding under the measure, the amount of aid is reduced proportionately.
9. The data center during the week after the entry into force of these regulations shall provide support services in the Field of information: 9.1. number of breeding sows monitoring holdings from breeding sows weaned pig litters average number of Flock is 8.5 and 15 piglets and more breeding sows (as on March 1, 2008);
9.2. for the monitoring of the existing dairy breed cows, which the standard lactation milk yield is at least 5000 kg and pirmpien for monitoring holdings (as on April 1, 2008).
10. For support, the applicant within two weeks after the entry into force of these regulations shall provide support services in the Field of the application (annex) for this rule in paragraph 4, the provision of that service.
11. the rural support service to assess the compliance of the applicant's submission, that provision referred to in paragraph 6 and the month following receipt of the application, shall take a decision on the conclusion of the contract to the tenderer or refusal to contract.
12. the rural support service settlements with the applicant following receipt of the summary of the carried out (by the applicant that information shall also be submitted electronically): 12.1. According to this provision the bottom point 5.2 – Summary of animal breeds and animal productivity status governing entry in Flock-books for compliance;
12.2 governing entry in Flock-books for the prepared and recorded breeding sows or bovine dairy milk varieties list, showing the flock registration number, the number of breeding sows on farms or the number of individual dairy cows.
13. The applicant shall reimburse the aid if it supplied incorrect information or violated these terms or conditions of the contract.
14. If the submitted summaries or lists the applicant made the same assessment, animal aid for that particular animal is not granted.
15. the rural support service of the applicant can challenge the decision and appeal to the rural support service in accordance with the procedure prescribed by law.
