Cabinet of Ministers Regulations No. 395 Riga, June 2, 2008 (pr. 2. the purpose of the Apakšaktivitāt is to provide a single, strategic, effective and open approach to public administration in the implementation of the process of implementing the quality management system, in particular by supporting institutions that provide tax and financial planning, management and accounting, providing services in business, employment and social policy at national and regional level.
3. the purpose of the group is Apakšaktivitāt direct regulatory authorities, institutions, the courts, having delegated certain public tasks, planning regions and the county municipalities and their institutions.

II. III. conditions for the provision of aid 13. Project applicants can have a direct administrative authority, the Court of Justice, the institution who delegated public tasks, planning, Government or authority. 15. the project is co-financed from the European Social Fund. 16. 20.5. training with the quality management system implementation issues;

20.7. information and publicity measures for the implementation of a project.
21. One project applicant during the implementation of the apakšaktivitāt in each open project announced the selection of the application may submit one project submission.

22.3.7. Office supply purchase;
22.3.8. space, facilities rental expenditure of funds;
22.3.9. space, facilities maintenance expenditure of funds;
22.3.10. information and publicity costs according to the regulations governing the structural funds of the European Union;
22.4. contingencies, an amount not exceeding five percent of 22.2. these provisions and 22.3. referred to cost totals. They use this rule 22.2 and 22.3.. the costs referred to in point.

29. 19.5. the quality management system certificate of accreditation or certification document (if applicable);
31.5. the project applicant questionnaire-application of value added tax, provided for in the laws and procedures and checks the information provided on the application of value added tax to the European Union within the framework of the projects co-financed by the structural funds and take a decision on the inclusion of value added tax to the project-related costs.
32. the application of the project completed in Latvian language text.

V. submission of the project evaluation and decision-making within the 39. 44.10. eligible expenditure of the project meets the specific guarantees in these rules eligible costs;
44.11. the requested total eligible cost not less than 5 000 LVL and does not exceed 25 000 lats;
44.12. project estimated eligible costs does not exceed this rules 22.1 and 22.4 in. certain cost limits;
44.13. project implementation period is not less than three months and not more than 18 months.

46. in order to determine the importance of the application of the project identified in the problem solving and ability of the applicant to the project implementation, as well as to identify priority projects in assisted submissions, project submission would gain more support, project submissions valued according to the following quality evaluation criteria: 46.1. application of the justification of the project evaluation criteria: 46.1.1. to what extent the project will tackle the Pro step 1 gramm, ' human resources and employment "the problems associated with the implementation of quality management systems in public administration;
46.1.2. to what extent the project will address the 1.5.1.3.1. apakšaktivitāt ' quality management system and the introduction of the "target group needs;

46.1.6. evaluation of project activities (activity statement, the need for activities and compliance with the project's objectives and expected results achieved in the equestrian, schedules, assessments);
46.1.7. project sustainability assessment (results of the project in financial, institutional and political sustainability);
46.1.8. or project submission outcome indicators or planned results indicators contribute to the achievement of such monitoring indicator: 46.1.8.1. the outcome indicator: number of institutions that the European Social Fund supports the quality management system implementation,-98 (the base value in 2004-3, the goal in 2009-48);
46.1.8.2. table of results: the public administrations of the growth in the number of tubers, which introduced the quality management system – 25 percent – 91 (the base value in 2006-73, 2009-80);
46.1.9. does the project planned a publicity and information activities to ensure the project's publicity and meet project planned activities;
46.2. the project implementation capacity evaluation criteria: 46.2.1. project administration experience of staff involved in project management;
46.2.2. project applicants and staff involved in the implementation of the project's technical and professional capacity (project staff experience and knowledge 1.5.1.3.1 below activities ' quality management system design and deployment "in the field);
46.2.3. project implementation logistics support planning;
46.2.4. project submissions for project roles and responsibilities are relevant (clearly defined functions and responsibilities between the bodies involved and the staff involved in the administration of the project, roles and responsibilities are divided according to the competency and experience);
46.2.5. project submissions for project management and supervisory mechanism is adequate (management, control, monitoring and evaluation of quality control mechanisms);

46.3. the project budget submission evaluation criteria: 46.3.1. project application for costs is reasonable and necessary for the purpose of the project and his results and activity implementation;
46.3.2. project budget costs corresponding to average market prices;
46.3.3. the cost of the project is commensurate with the expected results of the project;
46.4. specific quality criteria: 46.4.1. the applicant is a public project management institution that provides services in the following areas: tax administration and financial planning, accounting, management, and development planning, as well as provide services to host activities, employment and social policies at national, regional and local level;
46.4.2. project quality management system implementation is viewed in context with other management processes;
46.4.3. project implementation is clearly visible in the body of the employee;
46.4.4. a municipality or local authority outside Riga (applies when the applicant is planning the project region, the Government and its institutions).
47. the project submission's compliance with this provision in paragraph 44 and 45 min in the selected criterion is assessed with "Yes" and "no" ("Yes", "no" – meets does not meet).
48. Compliance with quality criteria in the assessment of common share is 80 percent of the quality criteria the maximum possible number of points, scored as follows: 48.1. the project application, compliance with this provision, and 46.1.46.2. the bottom paragraph 46.3. criterion is assessed by the number of points from 1 to 5 according to the following ratings: 1-very weak, 2-poor, 3-satisfactory, or neutral, 4-good, 4-very good (except for that rule 46.1.4. referred to in criteria);

48.3. the project submission's compliance with this provision in subparagraph 46.1.4.1 and the 46.1.4.3. min selected criteria evaluated to 0, 3, and 5 points according to the following ratings: 0-project does not affect this area, 3-project has an immediate positive effect, 5-project has direct positive impact;
30.1. the project submission's compliance with this provision in subparagraph 46.1.3. this criterion is valued at 0, 3, and 5 points according to the following ratings: 0-project activities in the development of the information society, 3-project foresees activities or the target group apakšaktivitāt training on information communications technology opportunities, 5-project intended to develop or improve information systems or improve electronic service quality or availability to you;
30.1. If the project is not involved in the cooperation partners, compliance with this provision in subparagraph 46.2.6. this criterion is assessed by 3 points.
49. 49.3. in accordance with the provisions of point 46.4.3 below. points earned are multiplied by a factor of 6, if the applicant is a planning region, district or municipal authority, by a factor of 8, where the applicant is a national direct regulatory authority, court or institution who delegated certain public tasks;
49. in accordance with the provisions of point 46.4.4 below. points earned are multiplied by a factor of 6, if the applicant is a planning region, district or municipal authority.
50. the project application to the completeness of the corresponding application project: 50.1 justification evaluation criteria (46.1. bottom), if the total number of points shall not be less than 39 points;
50.2. project implementation capacity evaluation criteria (46.2. bottom), if the total number of points shall not be less than 18 points;
50.3. the project budget submission evaluation criteria (46.3. the bottom) if the total number of points shall not be less than 10 points.
51. If the project is found, the application does not match at least one of these provisions in paragraphs 44 and 45 above, the criteria or non-compliance with this rule, 50.2 or 50.3 50.1..., the Commission suspended the project to point applications of valuation and recommend project application be rejected.

56. 60. The draft decision on the applicant's application for the approval of the project provided the conditions ensure cooperation bodies set it term (not exceeding 30 working days). Information about the conditions in the decision to submit the institution of cooperation.
61. cooperation authority within 10 working days evaluate this rule the information referred to in paragraph 60, drawing up an opinion on the compliance with the conditions and decisions: 61.1. 61.2.
