Cabinet of Ministers Regulations No. 429 in Riga in 2008 (10 June. No 38 43) order in which the State budget allocated funding for the film industry projects Issued under Cabinet installations article 14 of the law, first paragraph, point 3 i. General questions 1. determines the procedure according to the law on the State budget for the current year the appropriations allocated for this purpose in the national agency "National Film Centre" (further – the Agency) granted by the State budget funds (hereinafter funds) film industry projects (hereinafter the project). 2. funding for the project consists of the funds in accordance with the law on State budget for the current year are assigned to the subprogramme of the Ministry of culture, "Film Industry", and the State Capital Fund film arts cultural program, which is administered by the funding agency. 3. to assign to the project funding, the Agency hosts the open tender. 4. 4.2. other film-related projects, the purpose of which is the promotion and distribution of films, public information and education the film art, film industry professionals and international cooperation. 5. funding is not granted: 5.1 the completed projects;
5.2. amateur movie projects;
5.3. tv and broadcast projects;
5.4. the order of film projects and their film projects that were planned as part of another (which is not associated with the film);

8.3. to inform about the design contest, publishing Agency's website online design competition rules, as well as other information related to the project, including the results of the design contest;
5.2. create a permanent Commission of experts design competition project submitted for evaluation;
8.5. If required, in the evaluation of the projects submitted involve experts with advisory capacity. 9. Before the draft of the invitation to tender, the Agency developed a design contest rules. Charter: 9.1. design contest;

11.5. more than 25% of the share capital of the applicant of the project or the voting rights owned by the State or a municipality, or public broadcasting corporation. IV. Funding for the low-budget movie does not exceed 90% of the total cost of the project regardless of the source of public funding, except for the financing from public funds of the European Union and the Council of Europe's Eurimages Fund. 18. Funding complex movie shall not exceed 80% of the total cost of the project regardless of the source of public funding, except for the financing from public funds of the European Union and the Council of Europe's Eurimages Fund. 19. The Film is considered to be low-budget movie if its total cost is less than: 600 000 lats-19.1. a full-length feature film. Feature film within the meaning of these terms is filmmakers, of a duration of not less than 65 minutes;
19.2.1 000 000 lats – full-length animated film;
100 000 LVL – 19.3 films made in the feature film and animation films made for the film;
19.4.80 000 lats – documentary movie;
19.5.700 000 lats – co-production full-length feature film, created under the European film co-production Convention. 20. The Film is considered a difficult movie if its distribution in Latvia is limited and it meets at least two of the following criteria: 20.1. the text of the film is primarily a Latvian language;
20.2. the film's screenplay is based on the Latvian literary originals;
20.3. the film is based on Latvian history or cultural events, ecology, science, social, political or economic environment issues;
20.4. the highly artistic film, that use experimental or innovative forms of expression;
20.5. the film for children or young people. 21. These rules 16, 17 and 18 in certain funding restrictions do not apply for the funding agency to assign this rule 4.2. projects referred to. Vi. Project evaluation and decision making arrangements 24. Within three weeks after the project submission deadline the Agency checks: 24.1. or the applicant complies with the provisions of paragraphs 10 and 11 above;

According To the rules set out in Chapter VII, project evaluation criteria evaluate the projects submitted, the Agency shall establish the following standing expert Commission (hereinafter the Commission): 29.1. feature film Commission;

29.3. animated film Commission;

29.4. other film industry projects by the Commission. 30. The rules referred to in paragraph 29 of the Commission's work in accordance with the rules approved by the Agency's Director. Panelists include professionals who have knowledge or work skills movie industry and which do not represent the interests of the project. At least one of the members of the Commission are representative of the Agency. 31. In assessing this rule 4.1 referred to projects, the Commission shall examine the conformity of this provision 37. criteria referred to in paragraph 1. If the project does not meet these criteria, the Commission shall inform the Director of the Agency. The Director shall take a decision on the rejection of the project and shall inform the applicant of the project. 32. In assessing this rule referred to in paragraph 4, the Commission shall examine the projects their compliance with this provision in paragraph 38 above quality criteria and provide the Director of the Agency's opinion on the draft approval or rejection. Opinion of the Commission's recommendations. 33. Within three months following submission of the project by the Director of the Agency, in considering the opinion of the Commission, shall take a decision on the approval or rejection of the project. 34. The Agency's staff decisions or actual action may be challenged, submitting the application the Agency Director. The Director of the Agency's decision or actual action can be appealed in court. 35. VII. Project evaluation criteria 37. This provision referred to in point 4.1 the project must meet at least three of the following criteria: 37.1. movies and/or the building is progressing mostly in Latvia or in another country of the European Union or the European economic area or Switzerland;
37.2. at least one of the main protagonists is related to culture or territories of Latvia, Latvian language spoken;
37.3. the author of the scenario is a permanent resident or an author who speaks Latvian language;
23.2. the film is based on actual history or cultural events or issues related to ecology, science, social, political or economic environment and which is essential for the people of Latvia;
37.5. one of the film's original final versions is the Latvian language;
23.4. in at least two of the credits the main creative team (Director, screenplay author, composer, film artist, animation artist, operator) is the Republic of Latvia citizens or permanent residents. 38. The provisions referred to in paragraph 4, the projects according to their type, scored one of the provisions referred to in paragraph 29 of the Commission by the following quality criteria: 38.1. Project Professional quality;
38.2. the projects artistic quality;
38.3. the project's importance and actuality;
23.9. the project financial, time, and action plan samērojamīb;
38.5. the applicant's previous project experience and expertise;
24.0. the author of the previous project experience and expertise. VIII. monitoring of project implementation agency, making 39. project implementation monitoring, have the right to request from the beneficiary of the news on the progress of the project and the use of funding granted. The beneficiary does not provide the requested information to the agency within five working days of receipt of the request. 40. If the agency finds that the financial resources allocated are not used according to the terms of the financing agreement, the beneficiary shall recover from the financial resources allocated. 41. If the beneficiary during the month after receipt of the request of the Agency, has not repaid the required financial resources, as well as has agreed with the Agency on other financial repayment schedule, the Agency launched legal proceedings with the beneficiary. IX. Closing questions 42.
