Cabinet of Ministers Regulations No. 484 in Riga, 30 June 2008 (pr. No 44 49) provisions on sworn notary's professional qualifications issued under the notarial law in the third paragraph of article 23.1 i. General questions 1. determines the activity of the notary certified professional qualifi cations, which benefit credits, credit granting criteria and procedures, as well as the number of credits required to complete or partial exemption from the regular sort of proficiency testing, and the order in which there is total or partial exemption from the regular proficiency testing sorting. 2. Sworn notaries, who since sworn notary examination (hereinafter examination) or previous sworn notary qualification examination regular settlement in accordance with the procedure laid down in these provisions has acquired 200 credits on this provisions referred to in paragraph 4, the activities may be exempted from the regular proficiency testing of the second part (theoretical and it test of application) (partial exemption). 3. Sworn notaries, who since the exam or previous sworn notary qualification examination regular settlement in accordance with the procedure laid down in these provisions has acquired 200 credits on this provisions in 4.1 and 4.2 above, of which at least half are derived for practical training, and 30 credits for other activities, can be exempted from regular proficiency testing fully (full release). II. Professional training activities and the procedure for awarding credits 4. 4.3. for other types of activities (annex) areas are checked sworn notary knowledge and skills in the regular and extraordinary proficiency test. 5. training visit is considered valuable, if attendance is at least 85% and training providers is specified by the higher percentage of training visits, as well as successfully pass training examination (if any). 6. Priority areas for obtaining credit 4.1. activity referred to each next year, no later than 15 august each year shall be determined by the Council, with the participation of the Minister of Justice authorized person (hereinafter referred to as the Commission). The Commission may invite also the Faculty of higher education institutions. Priority areas for obtaining credit is determined according to the areas in which applicants will be tested and sworn notary knowledge and skills in the examination and regular and extraordinary proficiency test. 7. The Commission shall, by 31 October each year to assess the Council drafted a list of scheduled for next year, which contains information about a planned training, subject, content, training providers, trainers and the venue, and take a decision on the specific allocation of the number of credits each of them according to these rules laid down in the credit granting criteria. The Council within two weeks from the date of adoption of this decision sends out all of the sworn notaries to their practice location address next year's training list, specify a field, subject, the date and location, as well as the number of credit units. 8. to receive the credits on this provisions referred to in paragraph 4, activities, a sworn notary within three weeks after the activity is completed, submit to the Council appropriate supporting documents (annex) certifying the successful completion of this activity, and is the basis for the allocation of credits. The decision taken by the Council of sworn notary declares by notification to sworn notary's practice location. 10. If sworn notaries have attended the training, which is not organised by the Council, and wants them to get credits, then within three weeks after the completion of training of sworn notary shall submit to the Commission, the exact location of the supporting pillars, documents certifying successful completion of training, training, content, trainers, venue and time. The Commission has two weeks from the date of receipt of documents it will consider and adopt a decision on the allocation of the number of credits according to the criteria set out in these rules or justify a refusal to give credit for the visited training. The decision taken by the Commission shall notify the sworn notary, by sending notice to the sworn notary's practice site, and inform the Council. 11. If a sworn notary is scheduled to attend the training, which is not organised by the Council before attending this training, he may submit a request to the Commission to assess and determine the credit granted for training. In this case, a sworn notary, together with a request to submit information on training, content, trainers, venue and time. The Commission has two weeks from the date of receipt of documents shall examine and decide on the appropriate number of credits according to the criteria laid down in these provisions or to justify the refusal. The decision taken by the Commission shall notify the sworn notary, by sending notice to the sworn notary's practice location. 12. If a sworn notary since the previous regular test or examination for the qualification must be sorted in an extraordinary examination of the qualification, to the exceptional results obtained the qualification examination credits do not delete, and, if the emergency examination of qualification is settled, getting credit going. 13. the Council accounted for sworn notaries assigned credits. III. Exemption from regular proficiency testing 14. IV. allocation of Credits required training criteria 17. Training assigns one credit for each astronomical hours (60 minutes) (category I), if the training meets the following criteria: 17.1. training the offeror-accredited educational institution, the national regulatory authority, legal person, Association of persons or the Foundation, which shall include the following basic training, as well as the organisation of the Council;

17.2. training focus and topic-learning audience with knowledge, the Council organized front training or other sworn notary training visited the topic meets the for the year set out priority areas for training foreign notarial organised training for satisfy the subject areas are tested certified notary knowledge and skills in the regular and extraordinary qualification test;
17.3. teacher qualifications – at least the law degree or professional experience in law for at least 10 years, or training appropriate to the theme master, or training on the topic of appropriate professional experience of at least 10 years;
17.4. target audience – legal professionals associated with the judiciary, especially sworn notaries. 18. the 0.5 credits granted for Training each astronomical hours (60 minutes) (category II) when the training meets the following criteria: 18.1. training providers – public administration, legal person, Association of persons or institutions, as well as by the Council;

18.3. instructor qualifications: Bachelor of law, or second level professional higher education in law, or training on the topic of appropriate Science Bachelor, or second level professional higher education, or training on the topic of appropriate professional experience of at least three years. 19.
